00:15with China.
00:16Over the past year, the international landscape was marked by growing transformation and evidence,
00:21and the law of the jungle and unilateralism went rampant.
00:24Humanity has come to a new crossroads for the cause of peace and development.
00:29At such a juncture, President Xi Jinping has put forward the Global Governance Initiative, or GGI,
00:36and called for following the five principles of sovereign equality, international rule of law, multilateralism, the people-centered approach, and
00:43real actions,
00:44with a view to jointly building a more just and equitable global governance system.
00:49This initiative, which aligns with the progressive trend of the times, represents the biggest common ground of the world's nations,
00:55and has thus received widespread response from the international community shortly after its announcement.
01:01It injects new impetus into the endeavor to build the community with a shared future for humanity,
01:09and offers a compass for the giant ship of history to navigate through storms toward a brighter future.
01:14Now that humanity has weathered wind and rain to come this far, pulling together should be the imperative choice.
01:22We should reform and improve global governance to set the ship of history on the right course.
01:28In reforming and improving global governance, the priority is to revitalize the UN system.
01:33The founding of the UN is an important outcome of the victory of the world anti-fascist war.
01:39It is a historic choice made by previous generations after painful reflection on past agonies,
01:45and it is the peace endeavor that nations have invested their greatest efforts in thus far.
01:51This adivis was jointly built by the people of the world,
01:54who have every responsibility to reinforce and renovate it, and no right to destroy it or tear it down.
02:00The UN is not perfect in its current form.
02:03But it remains the most universal and authoritative international and intergovernmental organization in the world.
02:09On the UN platform, every country, regardless of its size or wealth,
02:14has a voice and a sacred vote, as well as its due obligations and equal rights.
02:20Without the UN, the world would revert to the law of the jungle, where the strong prey on the weak,
02:26and many medium- and small-sized countries would lose the multilateral foundation, critical to their survival and development.
02:34So what is imperative for us today is to recommit to the founding mission of the UN,
02:39revitalize its leading role, abide by the purposes of the UN Charter,
02:44and enhance the efficiency and efficacy of the UN system,
02:46so that the organization will be able to better adapt to the needs of the 21st century and unleash renewed
02:52vitality.
02:53In reforming and improving global governance, the key lies in the collaboration and cooperation of all countries.
03:00The reason why the international system is not functioning well enough lies not with the UN itself,
03:07but rather with certain countries seeking to magnify differences and disagreements,
03:13put itself above everyone else, stoke block confrontation, and even revive the Cold War mentality.
03:18So all these have eroded the foundation of trust, worsened the atmosphere for cooperation,
03:24and imputed the functioning of international institutions.
03:27To safeguard international collaboration and cooperation,
03:30it is important to seek common ground while shelving differences and pursuing cooperation.
03:35The world is a diverse place.
03:38It is only natural that countries differ in social systems, history, culture, interests, and demand.
03:43And it is precisely the differences that necessitate dialogue and cooperation.
03:49There is no reason why countries cannot respect each other and contribute to each other's success,
03:54just like the way gentlemen engage with one another.
03:57There could be harmony without uniformity.
04:01A review of history shows, from the victory of the world anti-fascist war,
04:06to overcoming the global financial crisis,
04:08from the global climate response to fighting terrorism,
04:12none of such progress would have been possible without countries coming together
04:16for sincere cooperation, despite their differences.
04:20So let us bear in mind that unity brings strength,
04:23and only in unity can we find hope.
04:25In reforming and improving global governance,
04:28multilateralism should be always upheld.
04:30Power monopolization by a few countries is simply unpopular.
04:34We live in a multi-polar world and need to practice true multilateralism.
04:39There needs to be greater democracy in international relations.
04:42Global affairs should be discussed by all,
04:44and the future of the world should be decided by all.
04:48We need to make sure that all countries abide by the same set of rules,
04:52i.e. the basic norms governing international relations,
04:55underpinned by the purposes and principles of the UN Charter.
04:58All countries should be equal in terms of rights, opportunities, and rules.
05:02And all countries, in particular small and medium-sized ones,
05:06should be able to find their places and play their roles in international relations.
05:12To practice multilateralism, major countries, in particular, should lead by example.
05:18They should take the lead in advancing cooperation, instead of conflict or confrontation.
05:23They should take the lead in observing rules, instead of applying double standards.
05:27They should take the lead in promoting equality, instead of imposing their will onto others.
05:32They should take the lead in encouraging openness, instead of resorting to self-serving unilateralism.
05:38The global south is rising collectively.
05:40The global governance system should also stay up-to-date
05:43to give more prominence to their voices and representation.
05:46Time will prove that the more democratic international relations are,
05:51and the more peaceful the world is,
05:53the stronger multilateralism gets, the more effective global governance becomes.
05:59In reforming and improving global governance,
06:02the pressing task is to stop conflict and promote peace.
06:05While looking into the future, we should not forget the present.
06:09Without peace, global governance will be out of the question.
06:12As we speak, there are still more than 60 conflicts dragging on,
06:16underbated, across the world,
06:18bringing traumatic suffering to the affected populations.
06:22The vision of common, comprehensive, cooperative, and sustainable security
06:27proposed by President Xi Jinping has pointed the way for resolving the issues.
06:31We should promote talks for peace and oppose attempts to escalate the situation.
06:37We should resolve differences through mediation and overcome conflicts through dialogue.
06:42In Gaza, the realization of ceasefire and reconstruction will require unremitting efforts.
06:47To implement the two-state solution and restore justice to the Palestinian people
06:52is the unsherkable responsibility of the international community.
06:56The situation in Iran has a direct impact on peace in the Middle East.
07:00Relevant parties should act with prudence and avoid creating new conflicts.
07:05Under the Ukraine crisis, the door to dialogue is finally open.
07:08All parties concerned should seize the opportunity to reach a comprehensive,
07:12durable, and binding peace agreement,
07:14remove the root causes of the conflict,
07:17and bring about lasting peace and stability in Europe.
07:21On Venezuela, the red line of the international rule of law must not be crossed,
07:26and the principle of state sovereignty must be upheld.
07:29Friends, this year, China kicks off the implementation of its 15th February plan
07:34for economic and social development.
07:36All our endeavors are aimed to secure a better life for the Chinese people.
07:40We aspire for a stable external environment for our development,
07:45and we also hope to make the world a better place through our development.

10:20the United States is actively engaged
10:23with Russian negotiators
10:25and Ukrainian negotiators
10:27to try to end this war.
10:29My question is a very simple one.
10:31What can China do?
10:34What can China contribute
10:36to convince Russia
10:39to finally end this war
10:42and to withdraw from Ukraine?
10:47Please.
10:54China's position and stance
10:56is clear
10:57that all regional hotspot issues
10:59should be resolved
11:00through dialogue and consultation
11:02and we need to find a political settlement.
11:05So this holds true
11:06for the Ukraine crisis,
11:07but China is not a party directly involved.
11:10We don't have the final say.
11:11What we are doing
11:13is to promote talks for peace.
11:17So that's why
11:18we sent our special representative
11:20on Shateau Diplomacy
11:22and through all possible channels
11:26we have been sending our message
11:31that we want to see
11:33a cessation of hostilities
11:35at an early date
11:36and the resumption of dialogue.
11:38But finally,

11:40that the peace talks have begun
11:42and I think
11:43now what are being discussed
