00:00China and Russia have made their position clear to all council members regarding the United States invitation of the relevant briefers.
00:08Recent developments in Iran have drawn widespread attention.
00:12China has taken note of the description thereof provided by the Iranian Prime Minister in his letter to the UN Secretary General.
00:19For some time now, the United States has continued to make statements on the situation in Iran
00:25and has openly issued threats of the use of force against Iran.
00:29As a result, clouds of war are gathering over the Middle East and the tensions in the region continue to escalate.
00:35China has always advocated adherence to the purposes and principles of the UN Charter and international law.
00:41We oppose the use or threat of force in international relations,
00:44oppose imposing one's will upon other countries,
00:47and oppose any regression of the world to the law of the jungle.
00:51Sovereign equality and non-interference in internal affairs are basic principles of international law
00:57and the most fundamental norms governing modern international relations.
01:01Iran is an independent sovereign state.
01:03Iran's affairs should be decided independently by the Iranian people.
01:08China supports safeguarding Iran's sovereignty, security, and territorial integrity,
01:13and calls on the international community to support the Iranian government and people
01:17in overcoming current difficulties and in maintaining national security and social stability.
01:23The use of force can never solve problems.
01:26It will only make them more complex and intractable.
01:29Any military adventurism would only push the region toward an unpredictable abyss.
01:36We urge the United States to abide by the purposes and principles of the UN Charter,
01:40abandon its fixation on the use of force,
01:43and call on all parties to exercise restraint and work together to play their due role
01:48in maintaining international peace and security.
01:52At present, the Middle East remains the most fragile region in the global security landscape,
01:58with the risks of turmoil and conflict persistently high.
02:01The people of the region have a strong desire for peace and development.
02:08China has noted the grave concerns expressed by the vast majority of regional countries
02:12regarding military confrontation,
02:15as well as their sincere expectation for resolving disputes peacefully through dialogue.
02:20China hopes that the United States and other relevant parties
02:23will take seriously the voices of the international community and regional countries
02:27and do more for peace and stability in the Middle East rather than the opposite.
02:32All countries should play a constructive role in promoting peace and ending conflicts,
02:37avoid exacerbating tensions, and refrain from adding fuel to the fire.
02:42President, peace and development are the shared aspirations of all peoples.
02:47History has repeatedly proven that an obsession with force,
02:51relentless pressure, and wanton interference only generate more conflict and hatred.
02:56No country has the power to dictate the future of another.
03:00Mr. President, since the end of December,
03:06the whole world has been watching as the United States continues to escalate tensions
03:11and fuel hysteria around Iran, declaring that help is already on the way.
03:19What's more, in its official statements,
03:21Washington has not even tried to cover up the genuine reasons
03:25for its alleged concern over the country's internal political situation
03:30as it threatens new strikes against Iran.
03:35Today's meeting, convened by our American colleagues,
03:40is nothing more than yet another attempt to justify blatant aggression
03:45and interference in the internal affairs of a sovereign state.
03:50And, if, as Washington puts it, Iran's authorities do not come to their senses,
03:55then Washington will solve the Iranian problem in its favorite way
04:00through strikes aimed at overthrowing an undesirable regime.
04:05To lend credibility to their actions and to justify them,
04:11they haven't invited today's briefers.
04:14Individuals who have been living in the United States for some 20 years
04:17and promoting an anti-Iranian agenda in Washington's interests.
04:21These so-called briefers cannot speak on behalf of the Iranian people.
04:27We firmly reject any attempts by the U.S.
04:32to waste Council members' valuable time on briefings
04:35that are meant only to serve the interests
04:39and the position of those who convened this meeting
04:42and briefings that are in no way related to issues of international peace and security.
04:47What just took place overall was nothing more than a circus,
04:53an embarrassment, a cheap show that is unbefitting of members of the Council.
04:59Mr. President, we have carefully studied the letters circulated in the Security Council
05:06in recent days from the Iranian mission.
05:08We express our solidarity with the people of Iran
05:10and mourn all innocent victims.
05:13We see that hostile external forces are attempting to exploit the current situation
05:18in order to overthrow a government they find objectionable
05:22and destroy the Islamic Republic of Iran as a sovereign and independent state.
05:28At the same time, we note that the authorities in Tehran have declared
05:32and reaffirmed their commitment to their international obligations,
05:35including respect for human rights
05:37and ensuring conditions for the peaceful expression of public opinion,
05:41while at the same time fulfilling their inherent duty
05:44to protect citizens' lives, public order,
05:49and the country's territorial integrity.
05:52As far as we can tell, the protest momentum has begun to subside
05:56and the situation is gradually normalizing.
05:59The government of Iran has taken the necessary steps
06:02to stabilize the economic situation
06:05and has established a constructive dialogue with the public
06:09in order to address any emerging issues.
06:12Mass rallies have taken place in the Islamic Republic of Iran
06:17in support of the country's supreme leader and its independent course.
06:22The Russian Federation is convinced that today's meeting of the Council
06:26should be approached through the lens of its mandate
06:30to maintain international peace and security
06:32and uphold international law,
06:35and not through the lens of Iran's internal political affairs.
06:38violations of the aforementioned norms and principles
06:43in the current situation are obvious.
06:45They include the extremely dangerous
06:48and irresponsible rhetoric employed in recent days
06:51by U.S. leadership,
06:53which has gone as far as openly calling for the takeover
06:56of state institutions in Iran
06:57and threats to assist the protesters.
07:01Such statements amount to nothing other than incitement
07:05to violently overthrow the constitutional order of a sovereign state.
07:09They are a gross violation of paragraphs 4 and 7 of Article 2 of the UN Charter,
07:17which prohibits the threat or use of force
07:19and establish the principle of non-interference in the domestic affairs of states.
07:26Mr. President,
07:27what is happening on the streets of Iran in recent days
07:29has gone far beyond peaceful protest.
07:33There have been documented cases of firearms use,
07:37killings of law enforcement officers as well as civilians,
07:42arson attacks on medical facilities and public institutions,
07:45as well as attacks on emergency service facilities.
07:50These actions cannot be covered up
07:55by the pretext of freedom of expression or protecting human rights.
07:59What is happening in Iran is yet another example
08:02of the use of tried and tested methods
08:05for a color revolution
08:07in which specially trained armed provocateurs
08:10transform peaceful protests
08:12into senseless violence,
08:14riots, destruction of public property,
08:17and brutal killings of police officers,
08:19state security personnel,
08:22and peaceful protesters,
08:23including children.
08:24As we have already seen repeatedly in a number of states,
08:31all these actions are either directed or supported
08:35by external forces
08:36that are interested in a so-called regime change.
08:41In the present situation,
08:43these external forces are not even bothering
08:45to conceal their involvement in violent actions,
08:48especially given that the President of the United States
08:52has openly called on protesters
08:54to take over Iranian state institutions.
08:59The U.S. and its cheerleaders
09:02are actively exploiting the economic and social difficulties
09:05faced by ordinary Iranians,
09:07difficulties caused by unlawful sanctions pressure
09:10imposed on Iran by Western states.
09:13They are using this to inflame public tensions
09:15and destabilize the domestic political situation.
09:20The current situation is clearly in line
09:23with Washington's declared policy,
09:27one supported by its allies,
09:28of maximum pressure on Tehran
09:31in order to advance their own political interests
09:33in the Middle East.
09:34They are using every means available to achieve this.
09:39And this includes not only unlawful unilateral sanctions
09:42imposed in circumvention of the Security Council
09:44and in blatant violation of the U.N. Charter,
09:48but also unceremonious blackmail of other states
09:51by increases in trade tariffs.
09:55Our Western colleagues are not above
09:58using the Security Council as a tool
10:00to promote their delusional agenda.
10:03A striking example of this
10:05is the attempt by the U.K., France, and Germany
10:08to create the illusion of reinstating
10:10anti-Iranian Security Council resolutions
10:12through the purported triggering
10:13of the snack-back mechanism
10:15envisioned in Resolution 22-31
10:18of the Security Council.
10:20Their justification for this
10:22relied on Western states' fabrications
10:24about some sort of threat
10:26to international peace and security
10:28posed by Iran's peaceful nuclear program.
10:31And this is despite the fact that
10:34the IAA Director General
10:36has never reached such conclusions
10:39in his reports on the matter,
10:41nor found evidence of diversion
10:43of nuclear material to military purposes.
10:46And the entire crisis
10:47surrounding the implementation of the JCPOA
10:51was provoked by Washington's unilateral withdrawal
10:54from the nuclear deal in 2018.
10:55Nevertheless, the EU-3 continues to promote
10:59its baseless narrative
11:01and deepen divisions within the Security Council.
11:05What is most concerning
11:07is Washington's aggressive course
11:08towards the use of military force
11:10and threats of its use against Iran.
11:14We condemn such actions
11:16no matter what arguments are used to justify them
11:20as a gross violation of international law
11:23and the UN Charter.
11:26We strongly urge the hotheads in Washington
11:29and other capitals
11:30who seem to be contemplating
11:32a repeat military venture
11:35to come to their senses
11:37and avoid a repetition of the tragedy of June 2025
11:39when U.S.-Israeli aggression
11:41nearly resulted in a major nuclear catastrophe
11:45with inevitable humanitarian
11:47and environmental consequences.
11:50We demand that the United States
11:52and its like-minded partners
11:54refrain from further reckless steps,
11:56including those involving nuclear facilities.
11:59They should rather focus
12:00on providing solid assurances
12:03against further confrontation
12:05and resume joint efforts
12:08to find potential solutions.
12:11This includes addressing unfounded concerns
12:13regarding Iran's peaceful nuclear program.
12:16All of this should be done
12:17on the basis of international law
12:19and seeking a balance
12:20of all stakeholders' interests.
12:22Our country stands ready
12:23to assist this in every possible way.
12:26Mr. President,
12:27the Russian Federation decisively condemns
12:29all forms of external interference,
12:31incitement to violence,
12:33and threats of use of force
12:35against the friendly nation of Iran.
12:39We call on the conveners of today's meeting
12:42to stop making themselves out
12:43to be a global judge
12:44and put an end
12:45to their escalatory actions.
12:48Your actions risk plunging the region
12:51into even bloodier chaos,
12:53chaos that could easily spill
12:55beyond its borders.
12:57And a separate appeal
12:58to our colleagues on the Council
13:00and all UN member states,
13:02we call on them
13:03to prevent a new large-scale escalation
13:05and ensure that the Security Council
13:07is not used
13:08to justify unlawful regime change scenarios
13:11or to name and shame
13:16the legitimate authorities
13:19of a sovereign state.
