00:00Good afternoon, Jiperis. I want to welcome illustrious guests we have here. We are called
00:13by a moment, historical moment, in a very complex circumstance for the country. When
00:21January began with terrible circumstances for the Republic that we all know and that
00:29we all of us are feeling with very deep grave. This initiation of amnesty law could be a great
00:44opportunity to begin the one that undoubtedly would be a long, painful, and complex way to
00:59national reconciliation. But it is our responsibility to begin it, to initiate it, and to give this
01:13debate. I agree that the government with the active president Delci Rodriguez has asked for the beginning
01:29of this debate, and I acknowledge in this an act of courage. I acknowledge also the wish of the
01:41foreign society, the so-called in the left wing students, the life forces in the countries, their
01:51interest, their honest interest to participate in this debate. We from the wing of the opposition would be
02:05to participate. We are going to participate. We have something just to give, something to debate, and we are going to do it.
02:17From the generosity of the love for the republic, from the anguish to have lived so many years, many years,
02:31too many years of confrontation. As we have said in other opportunities, this country cannot stand another
02:43revenge. Revenge? No. And as a generation of political leaders, because definitely, or definitely as citizens, we have
02:57failed if we lose this opportunity. There are enough historical reference. I'm going to call about three of them.
03:09In Uruguay, the law of caducity, the true commission in South Africa, or the amnesty law in the 70s in Spain.
03:24Well, look. Three nations that overcome their internal conflict and could walk to stable democracy and they live today in peace.
03:39With contradictions, of course. What society doesn't have it. But we can say that in the three cases, there are stable democracies.
03:49Plural ones, white ones, brute ones. Those references, I'm sure, are going to be motivation for the analysis, for debate.
04:04Also, there are some national reference. I have the good fortune to participate in 2019, in the national data table.
04:17And there also were said some things about the necessity of a general amnesty for the country, about the urgency of a national reconciliation.
04:35There were said there were said there were certain documents, the given of those debates.
04:41And I'm sure that in the forecoming session that we are going to do, the consultation that we are going to do, the second discussion in this meeting,
04:52those, those, those given, those consultations are going to be a very useful tool for debate.
04:59There will be some contradictions. There should be contradictions and difficult circumstances on that debate.
05:11For instance, to emphasize in the punishment or sanction to violation of human rights in the past, or try to generate conditions to that violation do not happen again.
05:30That could be part of the debate. To find a balance between both sides. For that, it is a fake dilemma. Well, let's see. But definitely, that is a part of the endless dilemma of societies between justice and peace.
05:51Finally, finally, we can get a law, we can build an optimist law, if one full of merit, an extraordinary one. But a fundamental element of this historical equation is the political willingness of the actors
06:20to make it to make it to make it later. I am optimistic in this way. I was called that I was a responsible, optimistic. Maybe I am there. But in all cases, from this seat, we are in full disposition for this debate.
06:44And we call the commission to call the biggest amount of factors to participate openly in this debate. The social society, NGOs, churches, workers, all have to participate. All must have given their opinions.
07:06It must be an open debate, honest one. If we want to work to what should be the last objective of this debate, of this discussion, of this initiation, that is not another thing that reconciliation, national reconciliation and peace.
07:28It is time to move forward, comrades. Thank you very much.
