00:05Yes, Mr. President, colleagues, deputies,
00:08it is very important to ratify the spirit of this law
00:13in its article 1 and the most important concepts of this law.
00:20Given the immense discussion and the braveness
00:24of having listened to all of us without exclusions,
00:28this article has a great importance.
00:32There were changes and modifications for this article
00:36to wider the law.
00:40The objective of this law is to put an end to fear in Venezuela.
00:47This is the most important thing.
00:50And to put peace and social peace and democratic coexistence
00:54goes through as well for not having fear.
00:56To put an end to arbitrariness and to mistreatment.
01:02And one of the greatest things that we find
01:04as a result of this commission
01:05and the work of this commission
01:08that I also congratulate today
01:10is the immense patience of the president
01:12and the vice president of both of them
01:15of assessing and also all of the members of the commission
01:19of assessing victims of both parts.
01:21And this is very important
01:24to the families of the political inmates
01:29and also the families of the victims of this event.
01:33They had one common element,
01:35and it is very important,
01:36one that almost all of them,
01:3990% represented one single social class.
01:43that seems like there is a common victim of this conflict,
01:47and that is the Venezuelan people.
01:49That is why it is necessary
01:51that this law becomes a great instrument for coexistence.
01:57But this law is definitely the braveness
02:02of the consents and coexistence.
02:08This is very important
02:11that the country knows
02:12because of the importance and transcendence
02:14of the things that we are debating here.
02:17That's the state to renunciate
02:20to the power of sanctioning.
02:24That here we have a spirit of reparation,
02:27not of rupture.
02:27We have no spirit of rupture.
02:30We have a spirit and a national consensus
02:33to repair victims,
02:37to repair victims from both sides
02:40that also evidence the immense deterioration
02:44of the judicial power and the citizen power.
02:49We have today the braveness of the consensus.
02:55We have today to have the braveness.
02:59It is not yelling at each other
03:01from one side to the other.
03:04Braveness is when two people that are very different
03:07look at each other's face
03:09and they are capable of reaching consensus
03:12and consolidate themselves in favor of the homeland.
