The family of Emma Caldwell have said they feel “betrayed” by the Scottish Government after the terms of reference (ToR) for the inquiry into her death were drafted without their input.Speaking following a meeting with Solicitor General Ruth Charteris KC in Glasgow on Wednesday, the family said the Justice Secretary had previously “invited” them to give input for the document, which sets out the areas the inquiry will cover.

00:00Emma's 47th birthday was on Saturday. She was 27 when she was murdered. She will never be forgotten.
00:08Over the years, many powerful men have made promises to Emma's mother, Margaret, that have repeatedly been betrayed and broken.
00:17The test of this inquiry will be whether it follows the evidence.
00:21Margaret appreciates the terms of reference required to be broad enough to allow it to do its job,
00:26but she remains deeply troubled that they may be used by some parties at a later date to try and avoid accountability.
00:35As Margaret said, she did not spend 20 years fighting for the truth to see Police Scotland being excluded from an investigation at any later date in this inquiry.
00:45That would be a travesty of justice and a further betrayal of her Emma and the many women who suffers at the hands of the evil man, Packer.
