00:30Good morning din po sa lahat ng ating mga sabay-bye. Thank you for having me again here.
00:33Well, thank you for joining us, Dr. Kalilong.
00:35Well, sa dami po ng impormasyong lumalabas, saan po ba dapat mag-uumpisa ang mga tao
00:40para mas maintindihan po nila ang proseso po nitong impeachment trial na ito na magsisimula nga po ngayong araw?
00:47Well, basically, as we commence the impeachment today,
00:50what we need to understand is that for the first day alone,
00:54wala pa talaga tayong presentation of evidences or witnesses.
00:58So most likely, what will happen today will be setting up of the ground rules,
01:03particularly yung procedural context ng impeachment at kung papaano yung paglalatag,
01:12halimbawa ng mga testigo at mga testimonya, yung pagkakasunod-sunod nito.
01:16Basically, ganoon naman siya iikot for today.
01:22So I expect that the full-scale or the full-blown trial,
01:28the impeachment of the witnesses and evidences will actually commence by tomorrow.
01:34Okay. Sa inyo pong pananaw, Dr. Kalilong, paano pong mababago nitong trial,
01:38ang kasalukuyan lagay ng politika dito sa ating bansa?
01:43Well, first and foremost, the trial actually is conditioned within the premise
01:50of attaining accountability, you know,
01:52and I think this is also very important for the strengthening of democratic spaces in the country.
01:58At the same time, I think this will be also an opportune moment for the vice president
02:03to also formally have a venue, you know, by which she could also be able to air out
02:10yung kanyang position, yung kanyang side against the allegations that have been heard against her since 2023.
02:18And I think within the purview naman of accountability,
02:23I guess this is also something that is very much needed right now
02:28because alam naman natin ang bansa natin ay nalulugmok dito nga sa usapin ng katiwaliyan.
02:34And although I would say na hindi lang naman si BP ang merong issue nito,
02:40no, actually maraming, maraming nga mga iba't ibang sangay ng pamahalaan
02:46ang nababaon dito sa ganitong issue,
02:49I think isa to sa magiging isang magandang haklam now
02:54para talagang masiguro natin na buhay pa rin yung kakayahan natin magpanagot
03:00ng mga opisyal, mataas man nito, no, may katapulan sa mga issue na kainitulad nito.
03:07And I hope that in the future, we could also try to see how we could also penalize
03:13and give justice to other erring government officials,
03:19especially those that are involved in massive white-scale wrath and corruption mechanisms in the country.
03:26Well, Dr. Kalilong, sa pagsimula nga po na itong trial na ito,
03:30aasahan na nga pong mas nadami pa yung iba't ibang political interpretations.
03:34Paano po ba natin maihiwalay yung legal process sa mga ito para maiwasan po yung pagkalito?
03:41Well, evidently, no, we need to understand that the impeachment is always,
03:45it's actually built on a solid legal foundation, technically speaking.
03:53And of course, like with any other court,
03:55the primordial mechanism here will always be evidences
04:00and the strength of these testimonies mainly.
04:04And of course, yung mga documentary evidences as well, no.
04:07And mahalaga na maihiwalay po natin dito yung aspeto ng politika, no.
04:12Because ito ay isang paglilitis na supuso di nakabatay itong isang mga evidences.
04:17Yes, we do understand that this could be very, very polarizing,
04:22very, very divisive.
04:23Actually, no, dahil nga parehong, alam naman natin,
04:27mayroon pa rin naman talagang solid na bloke ang ating ikalawang pangulo.
04:31Gayun din naman, may mga tao rin naman, no.
04:33May mga alay tayo sa gobyerno na talagang isilusulong yung kanyang impeachment
04:40for obvious political reasons, no.
04:43And I think we need to really understand and be very discerning.
04:47You know, I think one thing that we could learn as a public,
04:51you know, as viewers in this forthcoming impeachment
04:56is meron tayo at meron tayong matututunan dito, no.
05:00And I think this is a good thing kapag may mga impeachment na ganito, no.
05:04Parami sa mga kababayan natin na kahit walang legal background,
05:08nalalaman nila, naunawaan na nila kung ano ba itong mga legal terminologies
05:12like sabpina desus tecum, sabpina at testificandum among others.
05:18And then, mas nakakaroon tayo ng greater insight or understanding about the legal processes.
05:24So, in a way, nakakatulong nito, no,
05:27in making the public more informed but at the same time more knowledgeable
05:31about legal proceedings like an impeachment.
05:34But at the end of the day, again, it's important, no,
05:38na ang mananaigdapat is the rule of law and the evidences.
05:42And we should stick to that, mainly.
05:45Okay. Isa po, sa mga mga kung maapektuhan ba nito
05:48yung primary functions ng pamahalaan.
05:50Sa tingin nyo po, ano pong dapat gawin ng gobyerno
05:53para mawala yung pangamba na ito
05:55at makita na tulituloy lang ang servisyon ng pamahalaan
05:58kabilang na nga po yung Office of the Vice President?
06:03Well, at the onset, expected naman natin talaga, no,
06:07that the limelight will actually be focused on the impeachment.
06:10But again, it should not be real, the government,
06:14from its, you know, usual order of business
06:17because primarily the public demands
06:23and the public actually needs governance.
06:26You know, impeachment is really more about politics.
06:29And I think at this point in time rin,
06:31marami sa mga kababayan natin,
06:33na ito, hindi maganda yung kanilang lagay at Estado,
06:36pang ekonomiya,
06:37a lot of people actually are complaining about
06:40what's going on at the moment,
06:43you know, the crisis and everything.
06:44So I think what's imperative here is that
06:46for the government to still remain steadfast and focused, no,
06:50let the impeachment take its force
06:52because this is something that is being governed by the Senate, no.
07:00And I think the executive and the president and the cabinet
07:03should still and remain focused on governing, you know,
07:07and administering the country
07:09because hindi naman titigil at hindi naman po mawawala
07:12ang ating katayahan na siguro,
07:16ladang i-strengthen yung ating gobyerno, no,
07:19kung makakaroon tayong impeachment.
07:21In the first place,
07:22I think what is imperative here
07:25is that the impeachment should actually strengthen
07:27the institutional and democratic processes
07:30and not to weaken it
07:32by being too much focused
07:34and centered on this proceeding at the moment.
07:37Well, pagdating naman po sa ating ekonomiya,
07:40Dr. Kalilong, sa inyo pong palagay,
07:42ito ba yung maaring maka-apekto
07:43pagdating doon sa confidence
07:45sa mga foreign investor dito sa ating mansa?
07:49Well, definitely, no,
07:52may maganda siyang efekto, no,
07:55kung titignan natin,
07:56dahil pinapakita nito yung ating kakayahan
07:59at yung ating firm resolve, no,
08:02na hanapin yung katotohanan
08:04and eventually magpantagot kung kinakailangan, no.
08:08And it speaks volumes about,
08:11you know, the situation in the country
08:14as to how we want to navigate
08:17democratic processes.
08:19Evidently, it sends a very good signal
08:23to investors that even if, no,
08:27may mga matataas tayong mga opisyal ng pamahalaan
08:32makapagaliyan in all,
08:34hindi sila sensitized, no,
08:36or hindi sila masasabi natin na
08:40isolated from accountability measures
08:44just like this, no.
08:45I mean, at the onset,
08:47this is what the framing looks like, no,
08:52especially in the international community.
08:54So, I think, yeah, magiging maganda
08:57yung pagtingin dito, no.
09:00Although, I think what is important here
09:03is that we maintain yung hinahon,

09:08through from the beginning

09:18magkaroon ng pamahan.
09:20That's just really how it should be, no.
09:22Kasi, baka mauwi na naman
09:24sa mga extra-constitutional
09:26or extra-legal means, no,
09:29itong impeachment,
09:30kagaya noong 2001,
09:31na hindi natin siguro gusto yung magnyara
09:34because that will create,
09:36you know, panic,
09:38chaos, no,
09:40and uncertainty.
09:42Uncertainty nito yung gusto natin magnyara.

09:45Dr. Calilong, from your perspective,
09:47paano po makatutulong ang role
09:48ng media, transparency,
09:50sa ganitong proseso
09:51para po mas maunawaan
09:52at mas magpagkatiwalaan ito
09:53ng publiko?
09:56Well, basically,
09:57you know,
09:58the good thing about impeachment
10:00is that it's actually televised.
10:02Then, of course,
10:03the media plays a very, very vital role
10:05in transmitting
10:06the proceedings, no,
10:08coming up from the Senate
10:10to the public,
10:12to the individual households, no.
10:14I think that is very, very important here.
10:16But more than that,
10:18I think it's the framing
10:19and the narrative, no.
10:21I think the media
10:22should remain steadfast
10:24and very, very objective.

10:33at pagkilala doon

10:42because it may dictate
10:44public opinion, definitely.
10:46And, you know,
10:46the media really has
10:48a very big role to play
10:49in shaping public opinion.
10:51Pero at this point,
10:52at this juncture,
10:53I think what should remain
10:54is the objectivity
10:56and the fairness, no.
10:58Because at the end of the day,
10:59if it's justice and accountability
11:01that we are looking for here
11:03in this particular trial,

11:09doon sa justice
11:10and fairness and equity, no.
11:12So, I think the media
11:13really has a big role
11:14to play here.
11:15And, of course,
11:16the public will be relying
11:17on very, very vital information
11:21coming from our friends
11:23in the media.

11:46and impeachment
11:47that she should attend.

11:51long at least being represented
11:52by her legal counsel,
11:54the trial actually may proceed
11:56unless, of course,
11:57is being called
11:58to the witness stand.
11:59for it,
