00:42A Minnesota judge summoned ICE director Todd Lyons to testify for possible contempt of court.
00:56Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Caracas, Venezuela.
01:01We begin with the news, stay with us.
01:03Venezuela does not accept orders from any external factor. That was the response of the acting president, Delsi Rodriguez, to the U.S. Secretary of the Treasury, who said that they were running the country. The acting president's statements were made during consultations in the partial reform of the hydrocarbon law.
01:08With private companies in the sector. More details with Madeleine Garcia.
01:15Venezuela does not accept orders from any external factor. That was the response of the acting president, Delsi Rodriguez, to the U.S. Secretary of the Treasury, who said that they were running the country. The acting president's statements were made during consultations in the partial reform of the hydrocarbon law with private companies in the sector.
01:35More details with Madeleine Garcia.
01:42A handshake with foreign and domestic hydrocarbon companies, which together with Venezuela have vetted on the country despite illegal U.S. sanctions. Together these companies reach a daily production of 1.2 million barrels of oil. But it is time to move forward.
01:54And now we are entering a new stage. We see growth and we need to adapt the law to this new reality. And it is a law that respects our sovereignty and our principles. It is a law that will allow Venezuela to begin its journey to become a major producer, a giant producer in the world.
02:17We have to go from being the country with largest oil reserves on the planet to being a giant producer. So that Venezuela is a giant alongside Russia, the United States and Saudi Arabia. So that we are giant oil producers because excuse me for saying so. Enough is enough with the title of having the largest oil producer in the world.
02:24which does not translate into development for Venezuela. But to do so they have to do so they have to have the largest oil reserves on the planet.
02:31But to do so the hydrocarbon law must be amended without giving up sovereignty and incorporating successful partnership models.
02:38such as CPPs, such as CPPs, such as CPPs, such as CPPs, such as CPPs, productive participation contracts and other schemes that have guaranteed investment and have
02:43already produced results and have already produced results. Business leaders spoke out.
02:50And with the title of having the largest reserves in the world, enough is enough with the title of having the largest reserves, which does not translate into development for Venezuela.
02:56But to do so the hydrocarbon law must be amended without giving up sovereignty and incorporating successful partnership models.
03:03such as CPPs, such as CPPs, productive participation contracts and other schemes that have guaranteed investment and have already produced results. Business leaders spoke out.
03:15And with this legal framework, allowing us to protect and benefit investment, attract domestic and foreign capital,
03:25and continue to recover and increase our production.
03:28This is a consultation with the hydrocarbon sector to hear their input. It is a win-win relationship.
03:34And another important thing is that the country does not have to invest money.
03:40But rather, the resources are the investor risk.
03:46And the resources also come from the sector invested by the private sector.
03:51So that foreign companies can come in a climate of legal certainty and security, and also with arbitration mechanisms established in the contrast. Why?
04:01It is not that we are lowering or giving away the equality of oil. No.
04:05It is the investment made by the Venezuelan state when foreign or domestic private companies bring resources to invest in the so-called green field.
04:13The idea is to bring in more investment to tap into green fields. According to the International Energy Agency, 80% of the planet's oil fields are deeply that anyone's needs to be explored. Venezuela has them. The U.S. company Chevron has confirmed its commitment and has done well. Its production has been the highest in the last 25 years of this century, long ago.
04:41long existence in the country.
04:45We are prepared to continue contributing our experience in managing operations. With technological innovation, hard work, and the task of creating a more competitive oil and gas sector. Together, we will build an even brighter future for the people of Venezuela.
05:07The table is set and a clear message to the U.S. Treasury Secretary who said that the United States rules Venezuela. The statements were described by the acting president as offensive and irrelevant and she was compelled to respond.
05:20The people of Venezuela. The people of Venezuela has a government and this government obeys to the people. We have no other external factor to obey.
05:33And the personal threats against me. I want you to know that I was already aware of these threats when I was sworn in as acting president and I assumed the position. We are not afraid nor are we afraid of respectful relations with the United States, but they must be based on respect.
05:58Venezuela supports a diplomatic relationship of mutual respect with Washington. Meanwhile, the partial hydrocarbon law reforms will enter its second debate in parliament.
06:09In other information, the spokesperson for the Chinese government of Wayaquim rejected the U.S. attack on Venezuela and the kidnapping of President Nicolás Maduro, denouncing them as violations of international law.
06:26The United States' use of force against a sovereign country and the force of detention of a country's president is a serious violation of international law and an infringement of Venezuela's sovereignty.
06:36China supports Venezuela in defending its sovereignty, dignity and legitimate rights and is willing to work with the international community to firmly uphold the United Nations Charter, maintain the international moral baseline and safeguard international fairness.
06:50In addition, the Chinese government's spokesperson condemned the violation of international law constituted by the U.S. block against Cuba, which limits the island's development and the well-being of its citizens.
07:02We have noted that the Cuban Ministry of Foreign Affairs has already responded, stating that this action constitutes cruel repressions against peaceful countries that harbors no hostility towards any nation, and also demonstrates that Cuba's economic difficulties are a primary cause by the United States.
07:16In the United States, China expresses deep concern and opposition to the U.S. action and urge the U.S. to stop depriving the Cuban people of their right to survival and development, to cease harming regional peace and stability, and to end acts that violate international law by immediately lifting the blockade and sanctions against Cuba.
07:33China will continue to provide support and assistance to Cuba to the best of its ability and is confident that under the strong leadership of the Cuban party and government, the Cuban people will overcome this temporary difficulty.
07:48And now we will go to Cuba, where the Cuban people prepare for another January 27th under the light of the torches that have commemorated the birthday of the national apostle José Martí since 1953.
08:02Young Cubans will gather under the slogan Anti-Imperialist Torch of the Centennial to remember the legacy of the hero of the homeland whose thoughts on justice, independence and Latin American unity are imperative in the context of U.S. imperialist aggressions in North America.
08:19On this occasion, the march will also honor Commander-in-Chief Fidel Castro in the year of the centenary of his birth.
08:27During the preparation days, it has become clear that today's march will not only be a tribute to Martí and Fidel, it will also be a call to action and a ratification that the anti-imperialist struggle that urged José Martí continues to be fundamental for Cuba and for the free peoples of the world.
08:46In this context, Cuba's president, Miguel Díaz Canel, announced the lighting of a torches on the eve of José Martí's birthday.
08:58Through his account on the social network X, the president posted the following, as we did 73 years ago, we will light torches on the eve of the birthday of José Martí, apostle of Cuban independence and anti-imperialism.
09:13Tonight, another motivation brings us together. We march for Fidel Centennial from the university where he became a revolutionary.
09:20And now we stay in Cuba. The 41st edition of the International Jazz Plaza Festival has begun with a variety of events that will conclude on February 1st.
09:35On this occasion, the cultural activity is being held simultaneously in several cities across the country. The event, positioned as one of the region's major musical spaces, will welcome artists from at least 20 countries.
09:50During the opening ceremony, the audience enjoyed performances by local artists, together with the provincial symphony orchestra and music students.
10:11The central theme of this year's edition will be José Luis Cortés' In Memoriam Colloquium. Besides, the festival includes a complimentary agenda that links education, film and literature with jazz.
10:30And now we have a short break coming up. But first remember, you can join us on TikTok at Telesur English, where you'll find news in different formats, news updates and much more. We'll be right back. Stay with us.
10:40Welcome back to From the South. And we go to Colombia, where a controversy has emerged ahead of the upcoming inter-party consultations that will define presidential candidates.
11:02Through a legal action, there is an attempt to block the participation of left-wing candidate Iván Cepeda on March 8th and more details in the following report by our colleague Hernán Tobar from Bogotá.
11:14The political party, Pacto Histórico has taken stance against Manila, aiming at limiting the participation of presidential precandidates Iván Cepeda in the coming inter-party consultation.
11:30Opposition sectors are he cannot participate in two consultations from the same nature. Analysts claim that the National Electoral Council was awarded the procedure to legitimize its participation in both processes, including the new one in October 26, 2025, which was disregarded.
11:49On October 26, there was supposed to be a consultation to choose a precandidate who was going to participate in another consultation from the broad front on March 8th. This was clearly communicated to the electoral organization.
12:04That question needed to be registered with the CNE for authorization and to be printed on the ballot. We submitted the request to the CNE, but they failed to fulfill their duties properly. They didn't respond on time to ensure the question would be approved by the CNE and included on the ballot. And what did the CNE do? They declared the question relevant, which has led to all the doubts and issues that are now surfacing.
12:31In this letter sent both to the National Electoral Council, the Registrar's Office, and the oversight bodies, the Pacto Historico, request the inclusion of candidate Iván Cepeda on the ballot for this consultation.
12:50It warned there is no legal restriction preventing their candidate from competing again as the first consultation was held at the request of a party, the Democratic poll, and now it is being held in a coalition of led-wing parties.
13:05What we are demonstrating and demanding from the CNE and all the authorities involved is that they clarify that the consultation on October 26th was not an inter-party consultation.
13:20It was an internal consultation of a political process, a movement in formation, which conducted its consultation not only to integrate its pre-candidacy for the definitive consultation on March 8th, to be held within the framework of the Broad Pact, but also to choose its candidates for various corporations.
13:43The decision rests with the CNE, whose members are largely represented by red-wing parties.
13:58Any eventuality of this kind will be seen as an anti-democratic determination because it will block a candidate's path.
14:06The CNE was created to guarantee the democratic participation of citizens, not to prevent political opportunities.
14:12If it does, there will likely be citizen censorship, and it will be very purely viewed.
14:18It will reaffirm that they have acted in a partisan and politicized manner during this government, as has been evident in previous decisions.
14:27The CNE and the Council of State have consistently acted against the government.
14:33Actions being taken at a time when, according to polls, candidates Cepeda hold the top spot in voting intention for both the first and the second round of presidential election.
14:47Hernán Darío Tobar, Gaitán Telesur, Bogotá, Colombia.
14:50In other information, we go to Argentina, where Javier Milay's government faces accusations of a lack of transparency regarding the debts incurred to meet financial commitments to the United States.
15:04According to opposition lawmakers, the government is celebrating having paid off the debt to Washington, but it never clarified the origin of the funds used to achieve this.
15:14In this regard, lawmakers point to the use of the US$20 billion swap.
15:20In this scenario, fears have also grown because the payment of such a debt did not result in a decline in international reserves,
15:28leading to suspicion that it was done with the Bank of Basel or the International Monetary Fund.
15:35In this scenario, the National Central Bank denied information about Argentine gold to the comptroller's office.
16:04In Argentina, also forest fires have devastated areas of Patagonia, affecting more than 30,000 hectares of land.
16:12Despite joint efforts by fire and security forces and volunteers, the flames continue to burn and the situation is worsening due to extreme weather conditions.
16:23In this scenario, local residents said they are doing what they can with the resources they have to help control the fire, but it is not enough to extinguish it.
16:33Outside it is reported that several homes have been destroyed, thousands of tourists have been evacuated, and the region's unique ecosystems have suffered irreparable damage.
16:44To date, the devastating winter storm that is bothering the United States has claimed the lives of at least 30 people in various localities and left to more than 1 million citizens without electricity.
17:03Authorities have reported deaths in states such as New York, Louisiana, Michigan, Texas and Kansas, with most of the parties found showing no signs of violence, suggesting deaths from hypothermia due to extreme temperatures.
17:18In this regard, New York Major Southern Mamdani expressed deep concern about the critical situation facing the most vulnerable sectors.
17:27Amid these adverse weather conditions, temperatures could drop to minus 31 degrees in some areas, increasing the risk for those without access to heating or adequate shelter.
17:39And now in other information, but also in the United States, a Minnesota judge summoned ICE director Todd Lyons to justify for possible contempt of court.
17:52The U.S. official was summoned to testify after refusing to comply with court orders and preventing dozens of migrants from attending their court appointments.
18:02In light of the legal action, Todd Lyons will have to respond to the charges against him and possibly face a contempt of court case.
18:13Meanwhile, criticism is growing in the state of Minnesota over President Donald Trump's actions against the migrant population and the violation committed by ICE under his administration.
18:28And also in the city of Chicago, United States, a vigil is held in memory of Alex Brady, a man killed by ICE agents on January 23rd.
18:37Trade unions, regional organizations and civil society gathered to pay tribute to the American citizen while protests continue in Minneapolis.
18:47And now we have a second short break coming up.

19:13Welcome back to From the South.
19:25The Russian and Chinese defense ministers discussed the unprecedented situation in Venezuela and Iran, which is affecting international security.
19:34Russian defense minister Andrei Belosev during a video conference with his Chinese counterpart, Dong Yun emphasized that timely measures are necessary in the current context.
19:46Belosev also stressed that the security situation must be closely monitored in order to adopt dynamic changes in response to the global military and political position that could prevent the spread of these unstable actions at the global level.
20:01During the same event, Russia and China deepened their military alliance and reviewed strategies to expand their cooperation, focus, and joint operations and personal training.
20:16Russia noted as well that its relations have reached a high level and continue to grow steadily thanks to the dynamics they have maintained within a framework of respect for its part.
20:28Also, China emphasized that the relations and friendly ties between the two countries are experiencing upward development in all areas.
20:40And in other information, this Tuesday, Belarusian President Alexander Lukashenko reaffirmed his commitment to expanding strategic ties with China to the highest level.
20:50The Belarusian leader said that they are working to strengthen and expand cooperation with Beijing as he considers China a reliable ally in all areas.
21:02Lukashenko emphasized the need to increase China's share of Belarusian exports as the Asian country is the second most important partner after Russia.
21:10According to reports, Belarusian exports have tripled in the last 10 years and their trade exceeds men's trade with the European Union.
21:24Also, the Institute of Physics of the Chinese Academy of Sciences published a report on strategic research focused on the development of high-temperature superconducting tape.
21:35The report detailed that superconductors are considered cutting-edge materials of its strategic importance with broad prospects for applications in key sectors such as energy, transportation, health and scientific research because they are considered a crucial foundation for driving future technological advances that are also plans to begin a commercialization phase.
22:00Experts say that scientific challenges are expected to be revealed and that will help advance China's sectors and promote development in the field of high-temperature superconductivity.
22:18And now we go to Iran, where authorities have warned that extremist opposition groups continue to carry out aggressive actions against citizens nationwide.
22:27On Tuesday, Iranian media published a compilation of images of terrorist rioters who violated and destroyed public and private property during the protests in early January.
22:38As that it is said, these actions seek to undermine national security by inciting the murder of citizens and security force personnel.
22:47In this scenario, intelligence services argued with evidence that terrorist acts that were planned and financed from abroad and are linked to Israel and the United States.
22:58Let's talk about Palestine.
23:19A recent report exposed sexual abuse and violent practices carried out by Zionist forces in Israeli prisons.
23:26The study conducted by a human rights group revealed testimonies from released Palestinian prisoners documenting the exposure of hostages to systematic assaults, including sexual abuse and sexual threats.
23:39The report indicates that prisoners were severely beaten and humiliated during interrogation and detention, which in some cases resulted in serious injuries and burns caused by deliberate physical abuse.
23:52The analysis also pointed to the deprivation of medical treatment and health care, as well as harsh living conditions that included a lack of water and the absence of minimum hygiene requirements.
24:07They arrested me by force and threw me into a vehicle at gunpoint.
24:15They took me to the east of Khan Yanis and then transferred me to Ashkelon prison, where my father is currently imprisoned.
24:22I remained in a cell for approximately a month.
24:25The conditions in Ashkelon prison were terrible, there was no food or light.
24:30I suffered greatly there and cried because my father was incarcerated, injured, and elderly.
24:37From Ashkelon prison, I was moved to several other prisons, including Alyar Lame, Asherin, Lad, Ramli, and finally, Daman prison.
24:46During my interrogation, they closed the windows with curtains so I couldn't see the sun, as they knew that prisoners needed it.
24:54This showed me an image of Gaza in ruins, and the guard told me that Gaza didn't exist.
25:00The female prisoners suffer from a lack of blankets and food, and are deprived of the most basic needs and rights.
25:07And we have come to the end of this news brief.
