00:00You
00:21Call your dad 9-1-1. Do you need police fire MS? Hello?
00:25Bro, I need the M&A ambulance.
00:28What's the location?
00:29Bro, my . Bundy, we're on.
00:31Bro, I think my little brother is dead.
00:33Tell me what's going on.
00:35Tell me exactly what happened.
00:36Bro, my brother got shot, man.
00:37Come on.
00:38My brother got shot in here to help.
00:41Okay, we have police fire and EMS on the way.
00:48Where is the ambulance, man?
00:50They're about to come up.
00:50Where is the ambulance, man?
00:52Oh, jeez.
00:53We're going to work.
00:58There are bulls.
00:59No bulls?
01:03Say, bro, who did this?
01:04I don't know.
01:06Y'all just found him like that?
01:07Yeah.
01:08Bro, I don't know.
01:10I don't know.
01:12We're going to work.
01:14We're going to work.
01:16We're going to work.
01:18We're going to work.
01:20It's my on-call weekend.
01:22I was enjoying the Saints game.
01:24We're losing right now.
01:26But then I just got a call.
01:28We have a shooting out here in New Orleans East,
01:30which is actually where I'm from.
01:32Matter of fact, we're going to pass it from my mama house.
01:36But all I know right now is that it's a 15-year-old, I believe,
01:40found behind an abandoned apartment complex.
01:42Hopefully we get some witnesses or maybe some surveillance
01:44or something that'll kind of give me some leads early
01:46in the investigation.
01:48But I usually have good luck, so hopefully that'll happen.
01:50That's my mom house, by the way.
01:52Hey, mom.
01:54Being that I'm from New Orleans East, born and raised,
01:56it's kind of my area.
01:57So usually when I get cases there,
01:58one of the things that I'm hoping is that maybe somebody
02:00is going to be in the house.
02:02I'm going to be in the house.
02:04But all I know right now is that it's a 15-year-old,
02:06I believe, found behind an abandoned apartment complex.
02:08People may be more forthcoming to give me some information
02:10just because they're familiar with me.
02:12This actual apartment complex
02:14is maybe a block or two from where I grew up.
02:16I used to walk this way every morning,
02:18going to high school, elementary.
02:20I'm going to take up this parking spot right here.
02:22So let's see what we got.
02:24I'm going to take up this parking spot right here.
02:26So let's see what we got.
02:28I'm going to take up this parking spot right here.
02:30I'm going to take up this parking spot right here.
02:32So let's see what we got.
02:38What up, what up, Rick?
02:42What's going on?
02:43Yeah, two shots.
02:45Got him shot.
02:46So lay it out.
02:48There's no shell kissing him found.
02:50He has two gunshot wounds to have.
02:52Okay.
02:53All right.
02:54I'll go talk to him.
02:55Appreciate it.
02:56When I get on the scene, we find the victim.
02:58He's behind an apartment complex.
03:00The front of the apartment complex still has tenants in it,
03:04but the location where we found him,
03:06it's an abandoned apartment complex by a tennis court.
03:09Maybe that's where everybody come hang at
03:11because there's nobody back there.
03:13It's kind of area where the young kids come,
03:15you know, do whatever they do.
03:17So I kind of want to know if that has something to do with this.
03:20It's supposed to be Jevoin Elo.
03:23Mm-hmm.
03:24Uh, the brother said he had some sort of premonition.
03:27I knew that his brother was going to be back here.
03:29Heard a couple pops, went back here, found him back here.
03:32My victim's name is Jevoin Elo.
03:35He's young.
03:36He's a teenager.
03:37He goes to a high school in the area.
03:39He stays with his grandmother in New Orleans East.
03:42He's only 15 years old.
03:47I think that's the .
03:48I'm going to go talk to him in a second.
03:51You know?
03:52He from back here.
03:55That's a part of being from back here.
03:58Unfortunately, you come across people that you, you know, you know.
04:04Being that I'm familiar with the victim's family member,
04:07of course it gives a little more fuel to the fire,
04:09but I'm like that with every investigation.
04:11Come on, Jevoin.
04:13Let me talk to you right away.
04:14All right.
04:15Let me talk to you first.
04:16Jevoin.
04:17Come on, Jevoin.
04:18You know me.
04:19Let me talk to you first.
04:20First of all, I'm sorry for your loss.
04:21This is what we're going to do.
04:22You got to hold tight.
04:23You got to give me a second.
04:24Let me get all our stuff together, okay?
04:25Because the main thing, we got to make sure we get all the evidence, bro,
04:27because I'm going to get you some answers.
04:29All right?
04:30You know how I move.
04:31You already know that.
04:32Jevoin.
04:33You already know.
04:34I want to see my baby right now, Jevoin.
04:36I got you.
04:37I got you.
04:38I got you.
04:39I got you.
04:40I got you.
04:41Let me talk to you.
04:42Jevoin.
04:43So we have to wait.
04:44We have to wait for the coroner to get there.
04:45Let me get the coroner in here and let me take care of that first, all right?
04:49It doesn't matter if I know the family or not.
04:51You know, this is a 15-year-old kid.
04:53I'm going to try and do my best to give the family some justice.
04:59All right.
05:00Anything besides him out here?
05:01We did a pretty good canvas when we got out here.
05:03No casings or anything like that.
05:06So we have a canine dog coming out and a ballistic dog to see if they can try to find some evidence.
05:12Something.
05:13I mean, having grass a little high, too, so we could be just missing it.
05:17Yeah, it'd be very difficult to spot, especially at nighttime.
05:20You don't have anybody heard any shots?
05:22I'm not sure.
05:23I know there's cameras in the front of this.
05:25Yeah, there's cameras on the front at the office.
05:27That's the only ones that I know of.
05:29Okay.
05:30Of course, nothing back here, right?
05:31Probably not.
05:32This is an abandoned thing.
05:33These aren't abandoned.
05:34Nobody's back here.
05:35Yeah.
05:36We're kind of looking for casings or maybe any other evidence that we could find.
05:40We're searching that area with flashlights, trying to see if we could find anything like that.
05:45One thing that stood out was, as we're searching the body, there's no cell phone.
05:49That's kind of weird to me, because he's 15 years old.
05:52There's no way that he's out and about, and he doesn't have a cell phone on.
05:56What's that blinking on his leg?
05:58An ankle monitor.
05:59How long has he been on the ankle monitor?
06:02Do we know?
06:03No.
06:04We may be able to track exactly where he was prior to the murder, because I want to know
06:11who else was out there when this happened.
06:13I know he wasn't out there by himself.
06:15This is crazy, bro.
06:16Still so young.
06:18Where's his brother right now?
06:20Every time I walk back to his direction, he disappeared.
06:23So, yeah.
06:24But he doesn't want to talk to anybody.
06:25We got his info.
06:26He doesn't want to talk to anybody.
06:27We got his info.
06:28He doesn't want to talk to anybody.
06:29Where is he?
06:30Uh, let's go see if you two stand out.
06:31Okay.
06:32The brother was a little difficult on scene.
06:35From what I hear, he's not really finding the police.
06:38But we're going to try.
06:39What's your name, little brother?
06:41All right, man.
06:42My name is Detective Johnson, bro.
06:45The victim's brother stated that he wasn't there when the shooting happened.
06:49He heard the shots and ran over there, and that's where he found his brother.
06:52But he doesn't want to talk.
06:54He's walking away from me.
06:56Obviously, he was distraught.
06:57His brother just got killed.
07:00But I see this one person who's...
07:02They keep trying to get my attention.
07:04So, at some point, I walk over and I talk to this person.
07:12Maybe the one that actually did it?
07:13Yeah.
07:14They got a name?
07:18Okay.
07:19Did they say what it was about?
07:38I learned that the suspect may be a former friend of the victim.
07:42They always come over here.
07:43Do you have an apartment in here that's, like, drinking?
07:45Mm-hmm.
07:46And they just hang?
07:47It's like a little hangout spot.
07:48Okay.
07:49All right.
07:51Usually, when people are hanging that time of night, there's usually when bad things happen.
07:55So, I'm interested to know more information.
07:57Any other stuff open?
07:58They say they come back here and hang in these little abandoned little apartments.
08:07Mm-hmm.
08:08When we walk in this apartment complex, it's obviously abandoned, but there's pillows, there's blunt wrappers where they were smoking marijuana.
08:23It's a wreck.
08:24Not someplace that I want to hang at.
08:25Yeah, it's definitely a teenage crap spot.
08:26A spot where they can just come and just kind of hang out without any supervision.
08:38Nobody come back here.
08:39There's no security back here, so they can just come and hang out.
08:43Kind of do what they want to do.
08:44Yeah.
08:45Not too much in here.
08:48Seven, nine, nine.
08:49Yeah, I talked to the .
08:51They said that prior to the shooting, maybe an hour or two before, they saw M3, but they
08:57didn't think of anything of it.
08:58But when they left and when they came back after the shooting, they talked to the brother
09:03who mentioned this has something to do with Ramon M3.
09:07Okay.
09:08So that's what we have for right now.
09:09We're going to keep it moving, and you know, it's better than nothing.
09:12It's a lot better than nothing.
09:13At least you got a name and a partial description.
09:15Exactly.
09:24I reached out to ATF to get some assistance with a ballistic dog, and we're going to search
09:29that whole area and see if we can find some casings.
09:32Come on, dog.
09:33Come on.
09:34Come on.
09:35Where are we, Christian?
09:36I think we said this little area.
09:37Just a walk through right here.
09:39Okay.
09:40Yeah, this whole area right here.
09:41We can get out of your way.
09:46Hopefully we find, like, a caisson or something.
09:48That'd be cool.
09:49No luck?
09:50Nothing.
09:51There's no change of behavior on anything, so.
09:52Okay.
09:53I mean, she was saying if you guys are coming in the morning, I don't mind coming back if
09:54you guys want or filming in the morning, whatever you guys need.
09:55All right.
09:56But as of right now, I think we're going to probably wrap it up.
10:00I'm going to talk to the family, see if they're giving some more information.
10:01But, um, I don't know.
10:02That's kind of where we're at right now, unless y'all think of anything.
10:03I think what we have is what we have for tonight.
10:04Yeah.
10:05Well, I appreciate just always, brother.
10:06Absolutely.
10:07Thanks for coming out.
10:08Thank you, man.
10:09Yeah, not a problem.
10:10Yeah.
10:11Yeah.
10:12All right.
10:13We searched the whole area, ran the dog back and forth.
10:14Yeah.
10:15Yeah.
10:16We searched the whole area, ran the dog back and forth.
10:17Yeah.
10:18Yeah.
10:19Yeah.
10:20Yeah.
10:21Yeah.
10:22Yeah.
10:23Yeah.
10:24Yeah.
10:25Yeah.
10:26Yeah.
10:27Yeah.
10:28Yeah.
10:29Yeah.
10:30Yeah.
10:31Yeah.
10:32Yeah.
10:33Yeah.
10:34He looked back and forth.
10:35It's kind of weird that we don't find any cases on the scene.
10:38I wish this was better, but we tried.
10:41Thank you again, bro.
10:42Yeah.
10:43Absolutely.
10:44Either we're missing where the shooting occurred, or maybe the gun was a revolver.
10:49With a revolver, the casings don't eject out of the gun.
10:52So maybe that's why we don't find any ballistic evidence.
10:55At this point, we just don't know.
11:04My victim last night, Javon Elo, I hear that he may have some association or something like that
11:27with your case. Yeah. Mine's from December with juveniles. It's all juvenile perpetrators,
11:32juvenile victims. So it's this little crew, as best I could tell, with three kids, two of which
11:37were arrested for that case. The third one definitely, like, involved in the beef and the
11:43motive, but I couldn't put him on the scene, and that is Javon Elo. Okay. Learning that my victim
11:49was possibly involved in one of Fife's cases, it kind of gives me a different perspective. Maybe it
11:55was something having to do with that. Maybe it was retaliation. At this point, we're just trying to
12:00figure out what's going on. My confidential source told me Javon Elo was there to fight
12:05Ramon, and they call him M3, because Ramon has been telling everybody he's a rat, and that's why
12:12Javon's out of jail with an ankle monitor and why the other dudes are in jail. When Javon got there
12:17to fight, apparently something went another way, and of course he got shot. They don't live at the
12:22apartment complex, I'm assuming? Mm-mm. So my confidential source told me they saw Ramon
12:27hanging out there prior to the murder and may have been involved.
12:31And maybe the one that actually did it? Yeah.
12:37So that's where we're at right now. So we'll see how this goes, I guess.
12:44Good luck. Thank you, bro.
12:46Right now, we're going to go meet with the victim's family. We can go to Javon's grandmother's
13:00house. You actually can live there. When you talk to family members, you're catching them
13:07at a time where they lost a loved one. These people are dealing with probably the most tragic
13:12thing that's ever happened to them.
13:18Hello. Hey. How are you doing?
13:20Hey, I'm Detective Johnson. I'm part of Detective Deesburg.
13:23How you doing? Good.
13:25Come on, I got it. Come on.
13:27First of all, I'm the lead detective. I'm going to be the main person y'all going to talk
13:32to about anything that goes on with the case, okay? I kind of want to know what you have heard so far.
13:37The only thing I knew, I was here watching the Saints game.
13:42And my phone rang. I said, hello. My mom, you got to come to the apartment. Bub just got killed.
13:51I was speechless. I went there and the came and he hugged me and said, I'm sorry, my mom. I'm sorry.
14:02Being a father, I mean, my son is really young, but I have a daughter that's close to the age of the victim.
14:09And I've also lost friends at a young age like that, so I understand both sides of this.
14:14I always told them, stay from over there. Stay behind here. You live here. You don't live over there.
14:24And Javon had that monitor on his ankle. Mm-hmm.
14:29I think that doesn't affect our investigation, whatever history he had.
14:33So just so you guys know, we've been working since then and none of that stuff doesn't matter to the end of the day.
14:38What happened shouldn't happen.
14:40There are many programs in New Orleans for kids who may be in trouble just to keep them on the right path.
14:46And Javon was in one of those programs.
14:49The principal of the school and his teachers came again yesterday.
14:57Wow.
14:58And they was telling us how he was so proud of his grades.
15:04Hey, that's what I'm talking about. That's the part that doesn't get told enough.
15:09So we gonna get out of your heifer right now. Y'all got my phone number. Let me know if y'all get some more information.
15:17I will make sure. Thank you so much.
15:26It's kind of tough dealing with investigations with juveniles.
15:29You know, my victim has ties to an incident from earlier this year.
15:34But it seems like Javon was on the right path to be better.
15:39Now we headed back to the scene. I have Wayne and the other car falling behind.
15:46We're trying to see if we could get maybe some video prior to the murder, see if Javon is with somebody or who he was talking to or anything like that.
15:54Because I'm very optimistic and I'm crazy. I believe that we're gonna get an amazing shot of the whole incident from a camera we didn't see last night.
16:04Hey, how you doing?
16:09All right, pretty good. We just wanted to try to see if we could get a little bit of footage.
16:13The only cameras I have is the ones that's on this, right?
16:16Right.
16:17You kind of have a specific time that we're looking at.
16:19This is the front.
16:22Yeah.
16:23The apartment complex has surveillance cameras. Unfortunately, they only show the front of the apartment complex.
16:31They don't have cameras that actually face the scene where the shooting occurred, which was behind an abandoned building.
16:36See where that jeep thing is right there? There's people over there.
16:40That's been abandoned apartment.
16:42With the footage that we did collect, you can see that maybe 20, 30 minutes prior to the murder, there's definitely a lot of movement in front of the abandoned apartment complex that a lot of kids come and hang at.
16:5621, 28 would be the shooting time.
17:00Yeah.
17:01This should be the shooting time frame.
17:04You can also see people running around a few minutes after the murder. We can't see exactly who these individuals are. So, unfortunately, right now, we don't have much.
17:28Pretty good.
17:30Let's go around the back.
17:32This is where the victim was found, right here in the grass. There was no big blood puddle, no casings, no nothing.
17:43These are all empty.
17:44Yeah, they all abandoned. And the only thing back here is nothing, as far as camera-wise, or less.
17:51What about the hospital?
17:52Oh, I didn't check. That's what I was just looking at. You maybe could see something moving around.
17:58Yeah, because look, they got cameras on the poles, like the ones over there.
18:03Oh, yeah.
18:04Worth a try.
18:05Even if we can catch something, like, in the background, we can see, we should be able to see some movement.
18:10Where they went or where they came from. Yeah, some movement or something.
18:13Yeah, let's go check the hospital.
18:21Yo, what up, bro?
18:22Hey, you had a call.
18:25A mom called, said my was out there with a little boy that got killed last night.
18:28She wants to talk to the police.
18:30She wants to give a statement.
18:31Oh, .
18:33The unit's over there right now, sitting with mom in the house.
18:36I'll send you the officer who's out there's cell phone number.
18:38You just give them a call telling me you're on the way over.
18:40All right, sounds good.
18:40I'm going to hit the door.
18:41All right, bye.
18:43This is a big break because we don't have much.
18:46We have a name of a suspect, Ramon, but we don't have any witnesses who actually saw the murder.
18:52So I want to see what this person has to say.
18:55This is big.
19:01How you doing? I'm Detective Johnson.
19:02They don't .
19:19So, yeah, that went interesting.
19:24When first speaking to this witness, they were a little nervous, but also scared because they were there and they witnessed the homicide.
19:30They said that they were all hanging outside back there by that apartment.
19:36So that was them on the camera.
19:38It was the deceased victim, M3, and a bunch of other little boys and girls.
19:44But M3 and the victim were arguing.
19:47Okay.
19:48And they said out there, the only person that had a gun on them was M3.
19:51Mm-hmm.
19:51He had it in his waistband.
19:53The witness informed me that they saw Ramon armed with a handgun.
19:56They wasn't able to describe it, but said it was a small handgun, and he was flashing it, showing it off.
20:02All the boys walked to the back, and at some point, the brother was back there.
20:07We don't know if he witnessed it or he just happened to be in that vicinity, but he was back there.
20:10Mm-hmm.
20:11They hear the shots, and then they see the victim's brother come from that same way, talking about they just killed my brother.
20:20But they didn't see where the boy M3 went.
20:23He was on the one with a gun.
20:23But it places M3 there.
20:24Yeah.
20:25And he has a gun.
20:26Yeah.
20:27The confidential source provided the Instagram for M3, but he took everything off his page.
20:35I got his phone number, too.
20:37So we're definitely going to need Warren to get that information.
20:41We have to find out where Ramon is right now, because people saw this.
20:46They were scared.
20:47They could be in danger.
20:49So we need to get him off the street.
21:07I'm going to the school to see if they know Ramon, aka M3, because we don't have a last name and a date of birth or any information on him.
21:27So hopefully I'll be able to maybe even get an address or something.
21:32At this point, we don't have much.
21:34We have a nickname of a suspect, but we need something a little more concrete.
21:42New Orleans East is where I grew up at.
21:44You know, before Katrina, I never even went past the Superdome.
21:48Everything for me was downtown in New Orleans East.
21:50My whole little area.
21:53That's why you go to Taekwondo Plus on karate over there, boy.
21:56Yeah, yeah.
21:57Still got it.
21:58I was a green belt.
21:59I was going up for my next match, and they didn't have any more green belts for me to fight against.
22:04Mm-hmm.
22:04So guess what they did?
22:05Black belt.
22:06Yeah.
22:06They put me up against it, and guess what happened?
22:08It was a her.
22:09She kicked me in the face.
22:10That was...
22:10Oh, I was so mad, bro.
22:11I was ready to...
22:12Oh, bro.
22:13I took the little belt off.
22:14I swung it.
22:15I'm like, nah, quit in front of everybody.
22:17It kind of helps on the job.
22:19You know, people don't see police officer Ray L. Johnson.
22:22They see, you know, the guy that they know that went to school with them,
22:25so they feel more comfortable talking.
22:39I just went in and talked to one of the administrative people,
22:42and as soon as I mentioned the name Ramon, she knew exactly what I was talking about.
22:47She said his name is Raymone.
22:48Um, Raymone .
22:50Javon and Ramone, they're both 15 years old.
22:53So it's just sad, you know, dealing with investigations with juveniles.
22:57So I think when he ran out the back, he jumped across that canal, across the canal.
23:01Mm-hmm.
23:02Like, literally, this is the canal that we...
23:04This the canal he would have had to, yeah, to hop across that way.
23:06Mm-hmm.
23:07It's definitely possible.
23:08Oh, look at that.
23:09You could jump down there.
23:10Oh, bro.
23:10That ain't nothing.
23:11Oh, bro.
23:12And the description that they gave black male will kind of twist kind of hair.
23:17You can see it right there, just like they described.
23:20So I'm pretty much sure it's going to be him.
23:22Um, I would rather, before we go too far away, I would really like somebody to take a look at it
23:27and tell me, you know, that that's the guy that they're talking about.
23:31Even if they didn't see the shooting, just telling me that that's M3.
23:45So we went to the school, asked them if they knew a Ramon.
23:48Did you say M3?
23:49They're like, yep.
23:49Mm-hmm.
23:52That is literally across the canal from the apartment.
23:55In the school since?
23:57No, so they asked no fall break.
23:59They got out Friday.
24:00Yeah.
24:01Is there any way to get across the canal?
24:03Just jump.
24:04Yeah.
24:04It's not a wide canal.
24:05If you look at Eunice, you see how it's like a little grass there?
24:09Yeah.
24:09So you just...
24:10Got pipes too.
24:10Yeah.
24:11Dude, I used to stay on the wire up the street, and that's what we used to do.
24:13Either cross the pipe, or just if there's a little part right there, a little shadow part,
24:17you just jump right over it.
24:20So I'm almost wondering, but that's what he did.
24:23Yeah, we can get video of him moving around right afterwards.
24:27Yeah, yeah.
24:29At this point, I have the alleged suspect's name.
24:32I have a witness.
24:33See if we can maybe find some surveillance video.
24:36We moving.
24:36The case is starting to move in the right direction.
24:38The lieutenant ran his name for me.
24:51He's actually wanted right now.
24:52Oh.
24:53Give it to a VCAT.
24:55Mm-hmm.
24:56Let them go out.
24:56Maybe do some surveillance for them.
24:58Surveillance for them, yeah.
24:58I like it.
24:59So, you know?
25:01Yes.
25:02Make this a little easier.
25:03At this point, we don't have enough of an arrest warrant, so I'm going to keep working to get
25:07that, but it won't be hard to find him.
25:08He did have an active warrant for previous investigation.
25:12Hello.
25:13Hello.
25:14Hello.
25:45That's the good news.
25:46Okay.
25:47Yeah.
25:47So, yeah.
25:48That give us definitely some ammo to really go at him, so.
25:54Yeah, he's definitely the suspect.
25:56Oh, I got a phone number, too.
25:57I got a phone number for him.
25:58Okay.
25:59Yes.
26:00All right.
26:00Sound good.
26:01Thank you, bro.
26:02All right.
26:05So, that made that 10 times easier.
26:07See if they can maybe catch him, you know, arrest him for the charges that he already had pending.
26:13In this investigation, we don't have any shell casings.
26:15We don't have any surveillance video.
26:17Two big pieces that usually help solve homicides, but we have a good lead.
26:23We're going to find you.
26:24We're going to locate you.
26:29We're going to find you.
26:36Yesterday, me and Wayne, we went back out to try to get video from the hospital.
26:41The camera that was in the back of that face department complex, it was out.
26:45Look, they got cameras on the poles.
26:47Oh, yeah.
26:48Even if we can catch something, like, in the background.
26:51Yeah.
26:52Couldn't get anything off that.
26:53Of course.
26:54But then, M3 School gives me a picture of him.
26:58His name is Ramon , gives me his address, and his residence has a Ring camera.
27:04Ooh.
27:04So, I did a warrant for the Ring yesterday.
27:07Did you do a non-disclosure order?
27:09No.
27:10Because Ring, they'll give it to you, but Ring will tell them that you're trying to get it.
27:16Great.
27:18Hopefully she don't check her email.
27:20But the real thing that I need right now is to talk to the victim's brother.
27:24Right.
27:27We have the name Ramon as a suspect.
27:30We have an address.
27:31At this point, we want to go straight to the house, but we know we can't do that yet.
27:35We still want to speak to everybody else that was out there, especially the victim's brother.
27:39We believe he has information about what happened.
27:47Hello.
27:47Hey.
27:48How are you doing?
27:48How you doing?
27:49My name is Detective Johnson.
27:51This is my part of Detective Deesburg.
27:53I'm sorry.
27:56While inside the house, Javon's brother, he was a little standoffish.
28:02He didn't really want to give up information about it.
28:05He said that he wasn't there when the homicide happened.
28:09You know what sucks?
28:10When we were talking to him, I could tell he wants to tell me something,
28:14but he just wouldn't give me that information, and not like I could really force him.
28:18Right.
28:18What's up, bro?
28:21So, his phone right now has been pinging in Dallas all day.
28:26But during the murder, he was definitely in the area, like, phones pinging exactly there.
28:30His phone is pinging exactly at the scene when it happened?
28:33Yeah.
28:34He must have been using his phone, like, calling somebody right after.
28:36Mm-hmm.
28:37Go send your documents of the calls he made.
28:40Yeah, yeah.
28:41Whatever y'all get, if you could, bro.
28:42Yeah, just forward me that for sure.
28:44We learned from VK that the cell phone of Ramon gets pinging in Dallas.
28:49But at this time, the kid's on break from school.
28:51So, I don't know if he ran to the location fleeing because of the homicide,
28:55or is he just out there because they don't break?
28:58All right, bro.
29:00All right.
29:02The phone records definitely have him in the apartment complex.
29:06At the time of the murder?
29:07Yeah.
29:09I mean, I think you get real close to a lock on that.
29:12Yeah, 100%.
29:13Real close.
29:13Yeah.
29:15Unfortunately, in this investigation, we don't have any shell casings.
29:18We don't have any surveillance video.
29:20Those are two big pieces that usually help solve homicides.
29:24But without that, there are witnesses to ID the shooter.
29:28This case is going to come down to people telling us what happened.
29:31Right.
29:42How was your weekend?
29:52Busy.
29:54Want to hear about mine?
29:57Sounds like I want to hear about yours.
29:58Sitting at home, get a call, say, hey, man, we got a witness for your murder.
30:03I was contacted by an officer in another district in a whole different part of town.
30:09This person walked past the officer and kind of, like, whispered something.
30:13Like, I'm going to tell you about a murder.
30:15Wow.
30:15Okay.
30:16When I got over there, I'm like, did you see anybody with a gun?
30:19They said, oh, while we're sitting at the apartment complex, M3 has a gun.
30:24And he takes the gun and he sits it on the ground.
30:26And they said, oh, you know what? I took a picture of it.
30:31Oh, you got to be kidding me.
30:33They took two pictures of him.
30:35One of them, he's just, like, standing up with a gun, like, minutes before the murder.
30:40They said that M3 and my victim, they're going back and forth to arguing.
30:46They walk around the back of the apartment complex.
30:49They said they hit shots.
30:51They run over there, sees M3 running away with a gun, jumping the fence.
30:54And the brother runs up, like, seconds later.
31:00Lining up with everything else that I have is more than enough to get a warrant.
31:03Oh, absolutely.
31:03Absolutely.
31:04Yeah, more than enough.
31:05More than one person saying they saw him with a gun.
31:08He's the only one running away after the shooting.
31:10Yeah.
31:10Got the picture of him with the gun.
31:12Yeah.
31:13It's pretty damning.
31:14Like, I could probably read the serial number off the gun.
31:17I do believe in karma.
31:19Sometimes you may not have an investigation, but eventually things will come to the light.
31:23Typed the arrest warrant, got signed, forwarded over the vows.
31:27So they're going to get together with the marshals, and, um...
31:29And they're already up on them.
31:30Yeah.
31:31Awesome, bro.
31:32They still got more to do, because I, like...
31:33Yeah.
31:34Won't make it even better, but that's pretty damning, what I got.
31:37That's pretty damning, what I got.
31:56Wayne, check this out.
31:58I just got Ramon's phone records back from analytics.
32:02From analytics.
32:03Oh.
32:05And from three o'clock to the time of the murder, he's at the apartment complex on scene.
32:11So he goes straight from school to the apartment complex?
32:14Yep.
32:15Okay.
32:15Yep.
32:15And he puts him right there within that area, that time frame.
32:20The phone is still active, and I guess we'll work with S.O.D. about locating.
32:24Okay.
32:25And his house actually had a ring camera on it.
32:27That only camera?
32:28Come see.
32:29Oh.
32:31See it right here?
32:32This is him leaving in that, leaving that morning.
32:34The morning of the murder, pretty much when he's going to school.
32:38It looks like nighttime, but that's because it was the way I was in the morning.
32:41See it right here?
32:43The little Cheetos sweatshirt.
32:44Yeah, yeah, yeah, yeah.
32:46He's wearing the same sweatshirt that was on the picture,
32:50that was supposedly taken minutes before the murder, holding the gun.
32:54This is before school, this is after school.
32:55You got it.
32:56With the gun in his hand.
32:57With the gun in his hand.
32:58So that pretty much locks it in that this picture is valid.
33:02Absolutely.
33:03You know?
33:03So with that being said, I mean,
33:06this is the morning before, this is the morning of the murder?
33:08Correct.
33:09How old are you, 15?
33:10He's 15.
33:1115 years old.
33:12The victim was young like that too.
33:15It's difficult when you're dealing with juveniles.
33:18Sometimes these crimes happen for the silliest of things.
33:21They could be arguing and it leads to a shooting.
33:24You're young, so you make rash decisions.
33:26How did all this beef get started?
33:29Like, where did this come from?
33:30So, according to the family, they used to be friends.
33:35So, I went back, I got the Instagram records.
33:38And when you go through the records, you could see, like, how it transitioned.
33:42Initially, they were talking about hanging out.
33:44Yeah, we about to meet up and all that kind of stuff.
33:47And then, like, a week before the murder, he's on there saying stuff like,
33:51I ain't finna keep telling you the same thing, little boy.
33:55I would over you.
33:56My people spared you, um, spared you and your brother.
34:00That's M3 talking to the victim.
34:02There's even a message right here that said, knock you dead and you're on, bro.
34:06Oh, wow.
34:07Like, bet you won't come in front of my house.
34:09Like, they going back and forth.
34:12And this kind of gives me more of a motive.
34:13Like, something happened in between that while they're beefing now.
34:18Nowadays, younger people, they use Instagram as a way to communicate.
34:22They put all of their business on there, all of their information.
34:26People talk freely on there because maybe they think law enforcement can't get it.
34:29Or maybe they just don't care.
34:31So, it's a tool that we use to help in homicide investigations.
34:35And in this case, it definitely helped out.
34:38So, with all those things lining up, especially the surveillance video,
34:41the picture of him with the gun, the cell phone, putting him there.
34:44Now, we actually have a motive to go with this whole thing.
34:47Mm-hmm.
35:11Ramon is transported to the Slidell office.
35:23He's there with his mom.
35:24I don't know if she was hiding him or maybe she didn't know he was wanted yet.
35:28But at this point, I think she was scared a little bit.
35:31Okay, well, we're investigating a homicide that happened at apartments.
35:36You remember the one that happened that day?
35:38No.
35:38You don't?
35:40I heard about it, but I don't know about it.
35:41Okay, you know the young man that was killed that day?
35:43I know about him.
35:44Okay, how do you know him?
35:46I'm standing on a father of Smokey.
35:48Okay.
35:49What's his name?
35:50I don't know.
35:51You don't know his name?
35:53Y'all have any arguments via, like, Instagram or anything like that?
35:56No, no, see, that's another one.
35:57See, why the heck I asked you then?
35:59Because I already know that y'all had an argument.
36:01Like, this was just a few times.
36:03Yeah, that was small.
36:04That was small .
36:04I know what you're talking about.
36:05That was small .
36:06Okay, what was that about?
36:07Oh, I don't know.
36:11Okay.
36:12So, after school, where did you go on that day?
36:16Home.
36:16Yeah, what did you do after that?
36:26All right, so when you went to the apartment, who was there at that time?
36:29Just a couple of those on the other stairs, and I was sitting on the other stairs, just
36:33cooling and chilling.
36:35Okay, and then what happened?
36:37I left and went home.
36:38I got a curfew, so I'll just be going home.
36:41Okay, so you went straight home right now.
36:43Yeah.
36:44Did you have a gun?
36:45No.
36:46Did you have any guns?
36:46No.
36:47So, what if I had a photograph of you with a gun in your hand?
36:50How would you explain that?
36:52It wasn't my gun.
36:53How did it get in your hand?
36:54How did that happen?
36:55I'm just taking pressure.
36:58Okay.
36:59So, where's that gun?
37:00What if I was trying to do?
37:02I don't know if it wasn't my gun.
37:03Okay, so who's gun was that?
37:05I don't know all of them do with me.
37:06I just, you know, a couple of them do.
37:08Who put the gun in your hand?
37:09No fight.
37:10I picked it up.
37:11I just want to be clear, you're saying there was no fight?
37:13No fight.
37:14No argument.
37:15I really want to give you a second to talk with your mom, because that's the statement you're
37:19going to leave me with.
37:20I could easily prove that everything you told me is not the truth, because I already
37:24know that stuff.
37:31This was an opportunity for you to explain.
37:32Oh, real quick.
37:34I'm going to tell you straight up.
37:35It wasn't that, bro.
37:36Straight up.
37:37By the time that popped off, I was going.
37:39Going home.
37:40Going home.
37:40Nothing I'm going to do is get inside.
37:42Ain't got a curfew.
37:43I was going home.
37:44Straight up.
37:46You have cameras at your house?
37:47Yeah.
37:48A ring doorbell camera?
37:49Mm-hmm.
37:51So you want to try it again?
37:56So you're saying that you were at home when all of this happened?
37:59That's all right.
38:00By the time that popped off, I was already going home.
38:03You were walking where?
38:05Man, meet my people to get my weed.
38:08Did you get a shot?
38:09Yeah, I heard a shot.
38:10Okay.
38:10But I wasn't close.
38:12Okay.
38:15What's that supposed to mean?
38:16So that means if you were walking home or that's like right there.
38:20So I'm trying to understand.
38:21It's right across the canal.
38:23I was going to meet somebody on the corner and I walked home.
38:28Sure.
38:29I don't need to spread your eyes.
38:30Tell me to spread out what it is.
38:31I ain't lie to your tongue.
38:34If this is where you want to leave it, man,
38:36like I'm trying to give, give you the whole time.
38:42Well, you didn't have a choice
38:43because I have enough evidence, obviously, to arrest you.
38:46I already have more than enough evidence.
38:49Looking at Instagram, I learned that the victim and the alleged suspect
38:53were going back and forth.
38:54They were cursing each other out, threats about shooting and killing each other.
39:00It was just crazy.
39:01They were going back and forth the whole time.
39:03Who phone do you use to get on Instagram?
39:05Huh?
39:05Who phone do you use to get on Instagram?
39:07I don't got no Instagram.
39:08My Instagram, I hate.
39:09Hey, that's great.
39:09All right, so is there anything else you wanted to know?
39:13No, no.
39:14All right, I'm good.
39:16They're going to transport him over and I'll come back and come talk to you.
39:20Oh, yeah.
39:21All right.
39:39He was very loving and caring.
40:00He was in the club scouts and the boy scouts and he learned a lot of things.
40:05And when he got in that little trouble, he told me, she said, my mom, when I get out of this,
40:13you ain't got to worry about me going to jail no more.
40:18And he was doing excellent.
40:21That's amazing.
40:21That's amazing.
40:22And everywhere he went, somebody said something to him, how good he was.
40:31His teacher calls the best and the brightest.
40:36The best and the brightest.
40:39Javon was so excited about the Pathways program that he was spreading the message to other people.
40:46He is responsible for other people coming to Pathways.
40:50He is what we want out of each participant.
40:53When I hear you're respecting people outside in the community, at school, you're flourishing.
40:58That is what we need.
41:00Yeah.
41:02I still have his report card.
41:03His death still sits next to mine.
41:07That child, he just stole my heart.
41:09He is one that I didn't ever want to forget.
41:14I would tell him, I said, listen, I have two sons, three.
41:18That's him, three.
41:21I said, well, okay, I have three sons.
41:24The love this child brought to my life, because I'm a parent who lost a child to violence,
41:28so children bring me so much joy.
41:32I'm so used to him coming in here, hey, old lady, how you doing today?
41:41But it took a while for me to be able to really talk about him.
41:46Yeah.
41:47Because I would get fooled, and sometimes now I still get fooled.
41:52Mm-hmm.
41:52But I know he's in a better place.
41:54Definitely.
41:56And it was senseless.
41:58Yeah.
41:59It would happen.
42:01It has to stop.
42:02Definitely.
42:04Honestly, this could have been resolved in a way where it didn't have to get to this point.
42:08Because if the young man who committed this, if he would have been in your program,
42:12maybe he would have different ways, a different outlet to deal with this weather in the way that he did.
42:16Right.
42:17So, of course, we're going to continue to talk, because this isn't going to be our last time talking.
42:20Oh, I know.
42:21But, you know, I appreciate everybody, you know, coming and talking to me, you know,
42:24finding out that background about him.
42:26And like I said, my phone number is always on.
42:28I might not answer all the time, because unfortunately, the city keeps me busy.
42:30But, you know, you shoot me a text or whatever, I'll call you back as soon as I can.
42:34But, you know, moving forward, you know, of course, we're not done.
42:38We still have to go through these proceedings, but this is important to have the supporting stuff.
42:43Because when those days come, too, I want to see the same people in, inside of this courtroom,
42:48you know, to show the support for him, to show he had family and people that cared about him.
42:52And this wasn't just another black male killed in the streets in New Orleans.
42:56When we get down to the court thing, I need the same people, same people there to show that support.
42:59We'll be there.
43:00You know?
43:01We'll be there.
43:08We'll spend...
43:10And we'll be there.
43:11...
43:14So,
43:15yeah,
43:15so
43:17we'll be there...
43:19we'll be there.
