00:00The government is pulling out all the stops to boost transparency in handling the 2026 national budget

00:06by integrating blockchain technology for permanent, tamper-proof digital records.

00:13Officials say this system will keep everything above board, ensuring every peso is traceable

00:19from congressional approval to agency spending, making it harder for corruption to slip through the cracks.

00:25Kenneth Paciente reports.

00:30In line with the goal of pushing transparency in the implementation of the 2026 national budget,

00:35the government will now integrate blockchain technology into the country's national funds.

00:40As a result, the national budget will have a permanent and tamper-proof digital record

00:45from congressional approval, agency spending, disbursement up to reporting.

00:49This means that every movement of public funds will have digital proof that cannot be altered, deleted, or manipulated,

00:56even if the administration changes.

00:58Hindi lang ipinapakita ang impormasyon, iniingatan at iniingatan din niya ang katotohanan.

01:05Walang iisang system o tao ang may hawak ng katotohanan.

01:09Lahat po tayo.

01:10Baga para pong transparency server sa kapanahonan po ng eleksyon, kung naalala nyo.

01:16Lahat ng pagbabago may bakas o may traceability.

01:19Kahit sino, pwede mag-verify kasi available to the public.

01:24Kahit ilang administration na ang lumipas, hindi lang short-term visibility yan.

01:29Generational na po yan.

01:32The agency believes that through this system, corruption will be prevented.

01:36And public trust in the process, institutions, and even in the government will improve.

01:41Because of this system, fraud and theft of public funds will also be prevented.

01:45Una, iwas korupsyon.

01:48Kapag ang budget ay may permanenting digital record na hindi pwedeng baguhin ng palihim,

01:54mas mahirap madaya, mas madaling manangot.

01:57Ikalawa, alam ng tao kung saan napupunta ang pera.

02:02Mas malinaw, mas nasusundan, mas nasusuri mula pag-apruba hanggang pag-gastos.

02:08Mahalaga din pong sabihin na ang ginagawa natin ay para sa pang-araw-araw na karanasan ng Pilipino.

02:15Kung pinuprotektahan natin ang national budget laban sa katiwalaan,

02:19pinuprotektahan rin natin ang bawat Pilipino para sa mas maayos at mas ligtas na servisyo.

02:28as the system was built by cybersecurity specialists,

02:31ensuring the protection of national budget data.

02:34To date right now, yung chain itself, wala pa akong alam na nahack.

02:39Usually ang nahack yung mga surrounding systems around it.

02:43So it's a cybersecurity first system.

02:49It was designed to be secure from the start.

02:51The DICT also launched today a transparency portal that provides public access

02:56that provides public access to information on the national budget.
