03:06But tonight, we start with a story that we first raised a couple of days ago.
03:13A story that really reflects India's urban governance crisis.
03:18Indore, India's so-called cleanest city, is grappling with one of the country's dirtiest
03:24truths.
03:26Drinking water is not clean in several parts of India.
03:31Toxic water in taps, insects in drinking glasses, and lives lost to sheer negligence.
03:39At least 10 people have already died because of contaminated water in Indore, and the numbers
03:46could rise.
03:47The worrying thing is this is not an accident.
03:50This is criminal negligence.
03:52Because, as we will expose tonight, the indoor water tragedy, when citizens drank poison and
04:00the system looked away, could have easily been avoided.
04:05Despite repeated pleas by citizens who were drinking discolored water, no action was taken.
04:12A tender for a leaked pipeline was not acted upon for months on end.
04:17And worse still, arrogant ministers and mayors are now refusing to take any accountability.
04:27This is a story that in 2026 symbolizes what is actually wrong when it comes to urban governance.
04:36Without fixing it, you cannot build a Viksit Bharat.
04:41It's our ground report tonight by my colleague, Piyush Mishra.

05:01The six-month-old is the youngest victim of government's apathy in Indore.
05:08This is the story of Bhagirathpura, a locality in India's supposedly cleanest city, where several
05:14families are in mourning.
05:17A story where water that should sustain life is slowly putting it at risk.
05:21This is not a drought.
05:41Water is reaching homes.
05:43But residents say what's coming through the taps is unsafe.
05:46Houses here store water for use later, and this is the state of these tanks.
06:16The contamination is not sudden, but has been building up for weeks.
06:36You can see this is the main line.
06:43This is the main water line, the main boring water line, which people use for their daily
06:48purpose.
06:48And, you know, as of now, it has been blocked.
06:51But you can open it by using a few, you know, steps.
06:55And you can see as to how the water is coming out of this.
06:57You can see the kind of water people are forced to drink.
07:01This is the contaminated water, and this situation is persisting for the last many, many years.
07:07And there is no solution which is coming to the fore.
07:10Clean drinking water has now come at a cost, paid daily, by families already under strain.
07:30This is not water from a drain or river.
07:52This is municipal supply collected from household taps.
07:55People are forced to drink this contaminated water, which has insects swimming inside this
08:12water.
08:13And this is the reality of this area of indoor.
08:17You can see how insects are having their life here.
08:20Repeated complaints have brought no relief.
08:36And the impact is now being felt inside homes.
08:39We'll show you how the place which is used for storing water is completely contaminated.
09:03You can see how this is the place where people store water for drinking purpose, for cleaning
09:09purpose, for cooking food purpose.
09:11But this entire water is purely contaminated.
09:20Across neighborhoods, people report falling sick, suffering from stomach infections, weakness
09:26and skin irritation.
09:27After days of anger and rising concern, municipal officials finally reached affected areas.
09:36For Indor, this is no longer just about dirty water.
09:59It's about accountability, about public health and about how long a city can be forced to live
10:04with fear flowing from its taps.

13:22on that and the buck stops there but at the same time i think the how you look at a government is from
13:28the response uh the government has taken the you know people have been sent to hospitals they've
13:34been treated uh one has tried to ensure that uh you know the quality of the water that was coming up
13:40so the response from administration was very very quick and most importantly the heads have rolled
13:46rajdeep ji it's not as if the heads have not rolled up one of the heads have rolled after people have died

13:57citizens in the area had complained about the quality of the water they were receiving
14:01there are even reports that for three months there was a tender that was to be put out for a leak
14:06pipeline the government did not act you're saying local administration is responsible there are
14:11officials but the entire administration is run by the bjp the mayor is yours the mlas are yours
14:16mr vijayvargia is your strongman minister of indore i mean where does the buck stop you remove one
14:22official and you say accountability has been taken what about mr vijayvargia what about the mayor who
14:28will take accountability no no even the the in fact the mayor i suppose uh uh you know uh the
14:35municipal commissioner has been uh transferred and more importantly i felt that this hour of distress
14:41this this particular episode especially is not about politics it's it's more about that how fast you
14:48can ensure that this kind of a systemic kind of a failure should not get repeated it's about i think
14:54there are more than 10 people who've died it's about criminal negligence i repeat that even as early
15:01as december 15 there were reports that there was a problem with the water that was coming in and yet
15:07no warnings were given the fact also is that there was a tender that was to be put out in august for
15:14100 days no one reported on the tender of the leak acted on the tender of the leak pipeline i mean you
15:19cannot escape responsibility no no of course you are in government here there is no uh no escaping
15:25responsibility but at the same time i would say that such kind of unfortunate incidents have happened
15:31in last two years people have died in kimarchal pradesh for this and i'm not even defending for that
15:36these are uh issues that needs to be uh see the government is you know sometimes there are errors
15:43of course we try and ensure that there is no error zero error but whenever the error is happening i think the
15:49yardstick is to see how the government has responded that is very very important and i think even the
15:55medical bills were not cleared manish even the medical bills of many people were not cleared until there was a fury and
16:02therefore now the mohan yadav government says we are giving free medical treatment to those in hospital
16:08you are reacting you should have acted you concede or not is there going to be any concession or are you
16:14going to behave like kailash vijay vargi when you were asked a question i think the individuals uh do not
16:21matter here uh you know uh you are after a person but we are ensuring that the situation at the ground is

28:40Is this a familiar problem in different parts of the country
28:42or is this, in that sense, a tip of the iceberg if it happens in Indore?
28:52See, water is a very major issue
28:55and it's a basic survival issue for any human being.
28:58Water and health, if you see.
28:59And this is not only an issue of Indore.
29:03See, if you see the national guidelines,
29:05national submission guidelines,
29:07there are large number of population in India
29:09which is affected with arsenic and fluoride.
29:11If you see, there are 1.3 crores people are affected with arsenic
29:16and also 8 lakh people are with fluoride.
29:18This is the national data
29:19with 2006 national submission guidelines.
29:22If you see the CAG report of 2018,
29:24what the CAG report of 2018 says,
29:26and it is a performance audit on water supply management
29:29in Bhopal and Indore, Muspal Corporation.
29:32In 2018, which the report has been tabled in 2020,
29:36it's very clearly said there are 5.45 lakh cases of waterborne diseases
29:41during that period, 2013 to 2018.
29:43And there are also there is a issue of there are 5.33 lakh people are affected,
29:51not able to get the clean drinking water in Indore and as well as in Bhopal.
29:55Is this only in poorer areas?
29:57This is the thing.
29:58Amulya, is this only in poorer areas or is this across the board?
30:01And is it across Madhya Pradesh, not just Indore?
30:04No, see, this CAG report is Bhopal and Indore, Muspal Corporation report.

30:11And if you see what happened in earlier,
30:14if you see, this is the report.
30:17And if you see, there are more than this is the media reports.
30:20There are more than 300 complaints in 30th and 31st hundred complaints.
30:24So complaints has been going on.
30:26And if you remember, Rajdeepji, in 2004,
30:29government has taken ADB loan around $200 million.
30:32Why the loan was there?
30:35The loan was there is for basically providing drinking water.
30:38So this is the, after that you have taken loan,
30:41the CAG report of Madhya Pradesh and Indore,
30:43Muspal Corporation Performance Audit clearly says
30:45that 5.45 lakh people are affecting with waterborne diseases.
30:49Those are shocking.
30:505.4 lakh people are affected even after taking a loan for clean drinking water.

30:58Lots of questions, Manish.

31:01You see, forget the politics for a moment.
31:04This is a governance crisis.
31:05Whether it is cough syrup the other day,
31:07or whether it is these contaminants,
31:09something has gone wrong with your Madhya Pradesh government of the BJP.

31:16and you think governance does not matter?
31:18And Rajdeep Jeev, you remember the last time when the previous government was planning Right to Water and Right to Health Act,
31:26and that time we tried to make an investigation about what's happening.
31:31And this was the crisis.
31:33And with this crisis, Congress was coming out with the Right to Water Act and Right to Health Act.
31:37This was a severe crisis.
31:38The people are not able to get a free quality access water.
31:41Right.

31:48What is a smart city if it cannot provide people with clean drinking water?

39:37You know, I want to ask Amulya. Amulya, you have worked on water. Is there a solution? Amulya, do you see a solution?
39:54The solution is very clear. First of all, the government and the representative, government
40:00should be sensitive towards this issue. This is not about the politics. First, the second thing,
40:04the governance system in Indoor Municipal Corporation has failed. So the important point, Indoor
40:09has become now unhealthy city. So the solution is that water audits should be done immediately.
40:16All the, every year, all the wards or Gram Panchayat's water testing reports should be in the public
40:22domain every year. And at the mass level, in six months, whatever the report, the CAG report is
40:27available, water policy, implement that report, call an urgent meeting of all the stakeholders,
40:34and then show us the, show us how the confidence within the citizens. This is very clear. You do a
40:40water audit immediately and put a, every year, the water policy and testing reports should be
40:45available in public domain. You do it the public sources as well as the household sources. You take
40:50a sample of households and put in the public domain. So was these things. Because there is a water
40:54scarcity also. Clearly, clearly, and we've said this before, this is an absolute shocker. Remember,
40:59India today was the first national channel to take this up a few days ago. Credit also to the Indoor
41:05journalists and indeed all the journalists on the ground who've asked the tough questions of the
41:11ministers. We want accountability. Jawab Dehi. You cannot get away by simply passing the buck.
41:18That's really very, very clear. This is shocking. And this is criminal negligence. My take in a moment.

41:30Okay, let's then give you my take. Indoor has been consistently ranked India's cleanest city for
41:37eight consecutive years, which makes the criminal negligence that led to water contamination deaths in
41:43the city even more telling and worrying. If this happens with piped municipal water in Indoor,
41:50think of other towns and cities in the country. The Modi government's smart city project has not
41:56been able to usher key urban governance reform yet, nor have state governments risen to the big
42:03challenge of our times. Worse still, as we have seen in Indoor, accountability is a word that is simply
42:11not in the dictionary of our netas. Let me therefore ask a basic question to the netas and officials of
42:19Indoor again, those who are in charge to ensure proper tendering. How many of you, I ask you again,
42:27how many of you will drink the water that a majority of common citizens have to live with?
42:33Kailash Vijay Vargya Ji, you're the strongman of Indoor. Answer that question. The mayor of Indoor,
42:41answer that question. The municipal commissioners and officials should answer that question. And when
42:47you answer that question, please do me a favor. For God's sake, don't blame Jawala Nehru for your
42:54failings today. Think about it.
43:03Okay, let's turn from there to another big story that's coming in India. Today's investigation on
43:08the ground has exposed once again, the possibility of illegal constructions in Goa, where remember,
43:15only last month, a horrific fire led to more than 20 people dying. The demolition order against a major
43:22club, Bastion, was taken back. Bastion has been allowed to run despite violations. The Bastion
43:29Riviera is, among others, co-owned by actor Shilpa Shetty. Remember also, the nightclubs that were shut in
43:36the crackdown last month have reopened during this New Year week. India Today's Divesh Singh is going to
43:43bring you a report that shows how Shilpa Shetty's nightclub, Bastion Riviera, is still running despite
43:49getting a demolition notice, once again focusing on the quality of governance and indeed policing in
43:56Goa. Take a look at this special report tonight.
44:00The fire at the nightclub, the perch by Romeo Lane in Arpora in December exposed Goa's ugly truth. The nexus between
44:10politicians, bureaucrats, bureaucrats, bureaucrats, police and club owners. After the tragedy came the
44:18crackdown on clubs set up without NOCs from the fire department. Without valid permits and in violation of coastal zone norms. More than 10 clubs were sealed. But many escaped the net. One of them, the Bastion Riviera,

45:25The permission was received for temporary construction, but it did complete concrete.
45:31And when local fishermen, traditional fishermen, complained there, as usual, there was no action.
45:39The Caddic Brand Realty has left everything and left its address.
45:44India Today accessed a show cause notice issued by the Goa Coastal Zone Management Authority to Carrick Bend Realty LLP.
45:54According to the notice, the Goa Coastal Zone Management Authority had flagged off illegal constructions after a site inspection conducted on June 13, 2024.
46:07Demolition orders were issued more than a year later, on October 7, 2025.
46:13But Carrick Bend Realty claimed they were not aware of these orders and did not get a chance to present their side.
46:24Following this, the Goa Coastal Zone Management Authority set aside the demolition order and issued the latest show cause notice on December 26th.
46:36Carrick Bend Realty has been given time till January 8th to give a reply.
46:42Why did the GCZMA not take care to have the notice served properly in order to conclude the proceedings?
46:50What action are the authorities taking against those who are responsible for it?
46:54You can't keep silent.
46:55Until the hearing is concluded, the proper course of the matter should have been that operations in this establishment should have been directed to be stopped.
47:10The deputy collector under whose jurisdiction falls, Purnim Thaluka, where the club is located, also claims the club is illegal.

49:31This is a land, but it's like a hotel.

50:25Who is that?
50:26Ranjit Bindra, the founder and CEO of Bastion, in a statement to India today, denied the charges of illegal construction.
50:45Bindra claimed the work has been done as per Goa Coastal Zone Management Authority and other clearances.
50:51He added that the project has all fire and pollution treatment norms in place.
50:56And it has been inspected by all relevant departments.
51:02Bindra claimed the jetty has valid permission from the captain of ports department, Goa.
51:08He also claimed the land wasn't mangrove zone or residential zone.
51:13They had initially constructed some structures in respect of which a complaint was filed on 3rd of February 2023.
51:21Post that, they demolished the structures.
51:23Simultaneously, they had applied for a permission from the GC Zademi, which was granted on 15 January 2024.
51:30This begs the question that are these bigger clubs getting a VIP treatment?
51:36Shilpa Shetty's club, Bastion Rivera, in Goa, had been flagged by the Goa Coastal Zone Management Authority for illegal constructions and coastal zone violations.
51:50There was also a demolition order issued.
51:53But few days back, the GC Zademi recalled their own order and have now issued a show cause notice for a date in January.

52:20Michael, let's be very clear.
52:22We saw what happened with the birch fire.
52:26The birch by Romeo Lane, 25 fatalities.
52:29Fire permissions were not there.
52:30As this story shows, there were demolition notice orders.
52:33They've got stay on them.
52:35But there is still a huge question mark over the way these clubs are being allowed to run.
52:40Whether panchayats, local police and dare one say even state government officials are involved.
52:45What is happening in Goa?
52:47There seems to be no control over these clubs.
52:51See, I have had a meeting with the Honorable Chief Minister.
52:57And I have informed him what is the need of the hour and what the government needs to do.
53:04And what we all need to do as legislators.
53:09Because the power, there is no power with the panchayat to issue nightclub permission.
53:16And it should be governed by the Home Department.
53:18And I have told him to work out a policy which is in process.
53:28Sir, but by the time this policy is in process, our report shows, according to some people,
53:32there are still hundreds of nightclubs and clubs that are running without due permissions.
53:36Even those that you shut down after the fire last month have been revived for New Year's Eve.
53:41See, whichever club was shut down, were told what is less in their restaurants or in their clubs.
53:53Whatever is less means fire safety norms.
53:55And they had to see that they put all those fire safety norms.
54:00All those clubs who have completed the formality or completed the process of putting all the fire safety norms
54:09only will be allowed to open.
54:11Sir, but are you telling me our story, sir, our story clearly shows that money is changing hands
54:16and there are clubs that are continuing without permissions.
54:19Are you telling me all the clubs that are functioning this New Year's in Goa
54:22are working with full permissions that they've got all the fire permissions
54:26and the coastal regulation permissions?
54:28The main permission for a club has to come from, according to me,
54:35it has to come from Home Department, where the club policy is underway.
54:39The Home Department is run by your Chief Minister.
54:41Home Department is Pramodh Savan's Department.
54:44Home, what I'm saying is, this is the future licensing authority,
54:52whether it will be home, whether it is going to be entertainment society.
54:55Sir, that is for the future.
54:56But till then, what happens, sir?
54:57I take your point.
54:58That is for what will happen till then.
55:00Fire safety norms, like fire safety protocols have to be followed.
55:08Pollution control board norms have to be followed.
55:12Then FSSI license has to be taken.
55:16Excise license has to be taken.
55:18Sir, but they are not happening.
55:19The question is, many of them are running illegal.
55:21Without these licenses, the Honorable Chief Minister has directed the collector
55:30to seal such premises who do not have fire and emergency services license.
55:36It is very important thatโ€ฆ
