08:57This is a problem that's been persisting for months right now

11:38That claim collapses against ground reality and DJB's own data.
11:45Between October and December 2025, DJB's own sample data shows contamination across several zones.
11:52Dwarka and Nangloi among the worst affected.

12:09In Mayur Vihar Phase 2, residents say the water is so filthy and foul smelling, that even touching it feels unsafe.

14:12And even the RWA chief is saying they're constantly taking those requests to the government, taking it to their local MLA, MLC, going to jail board.
14:23But who's listening, really?

14:26And we've decided to take up matter in our own hands now.
14:30Shreya Chatterjee joins us now.
14:32Shreya has been bringing all those absolutely brilliant reports from yesterday, which was part one, to today, which is in Mayur Vihar.
14:40Shreya also, you know, with us today are some residents you would like to know from Mayur Vihar.
14:46Residents Vikas Nakpal actually wrote to us on Twitter and said that he saw the report yesterday and wanted to talk about the situation in his colony today.
14:57Even before I could get that message across to you, you were already in Mayur Vihar.
15:01So clearly, everybody has an issue with the area.
15:04I'm going to come to the residents in just a bit, but I want to get a sense from Shreya first.
15:09Shreya, when you're going from colony to colony, the constant thing that I'm hearing from everyone is
15:16that this is an issue that has existed only in the past couple of months, number one.
15:21Second, they have complained about it, but nobody's listening.
15:25And third, the absolute denial by authorities who are saying,
15:29haan ji, kardenge, or they're saying, no, no, everything is fine.
15:32When clearly, even the documentation that you found says otherwise.
15:36So there is no way left where anything, you know, to say that the water is not dirty.
15:44Documents, witness on ground, and also what you're seeing is evidence, you know, with their own eyes and smelling with their own nose.
15:52Everything points towards dirty water, but nobody's listening.
15:56Absolutely. You know, Sonor, what is really scary is the fact that there's no urgency with which this matter is being looked at.
16:04Now, remember the first report we showed, they said that for two months they're suffering with the issue.
16:09Namdhari colony, they say for 10 months they're suffering with the issue.
16:12Mayur Vihar, they also say it's a month long matter right now.
16:15So the fact is that they know this, it's recorded.
16:18We got that document, which is the tender document of the Delhi Jaal board in the Namdhari colony,
16:25where the acknowledgement is there that yes, water is contaminated and there's an urgency to repair the pipeline.
16:31Yet we are being told it will take till March for the repairment to take place.
16:35This is one paper that we've accessed and multiple more online documents on the Delhi Jaal board website show that between the month of October till the month of December alone, 92 samples were actually found to be contaminated.
16:48So what was the result after that? Why do we not see the corrective measures being taken?
16:53And remember that by it we showed, Sonor, the MD, NDMC vice chairperson, he's saying that we are sampling it and we don't get a negative report, yet their own data is saying something else.
17:03So clearly the apparatus in the national capital, despite one party at the helm of affairs, is still not being able to work together.
17:11That is a bigger challenge that the people are right now facing.
17:15And Shreya, we yesterday spoke about it, that you did a very nice thing of collecting the water actually, everywhere you go.
17:22And you've now sort of put labels on it, right?
17:25How big is your basket right now? Because after you put that out yesterday, I got so many messages.
17:31And everybody is saying this is a brilliant idea, we must put together an area-wise basket of water.
17:38Please show us where all you've visited so far and what is the water looking like?

17:43We have one which is from the first location in Vikaspuri Assembly Constituency.
17:49This is Niloti colony.
17:50The second one is from the Namdhari colony, which falls under the Motinagar Assembly Constituency.
17:57And then we have the other one, which is from the Mayur Bihar area.
18:00So we are collecting these water bottles.
18:02Wherever more we go, we will.
18:04And yes, Sonal, this is the idea that we put together, that we will probably be sending this hamper so that there's some acknowledgement.
18:09Because denial is something that we will not sit with this time.
18:12We have evidence on the ground.
18:14We have documents there.
18:15People in the national capital can't be left suffering with contaminated water, because water is a basic right.
18:20This is the basic that we can expect our government to fix at an urgency.
18:25And let me add to it now.

27:06Well, you know, first we saw the Enforcement Directorate moving the Calcutta High Court against, you know,
27:13the infringement of what they call the illegal obstacles being created by the West Bengal State Administration,
27:20Chief Minister Mamata Banerjee, because we saw what happened.
27:23Mamata Banerjee came here, you know, at the premises where the ED was conducting the search and raid operations.
27:28Two premises. Of course, one is Prateek Jayan's house and the office behind me, which is, of course, the IPAC headquarters.
27:37And now the IPAC itself, the organization, the private agency, which is helping as a consultant to the Tribunal Congress,
27:45they have now moved the Calcutta High Court.
27:47They are seeking an immediate, you know, stay on the search operations and the raids that have been carried out by the Enforcement Directorate at their offices.
27:57So, it's a counter, you know, move, legal move that the IPAC, you know, organization has now resorted to.

28:12Why is it so critical? And why do you have Mamata Banerjee herself march into the office to say that these papers will not be taken?
28:19Well, look, IPAC is an organization, the Indian Political Action Committee that was formed by Prashant Kishore,
28:31who, you know, consultant, political consultant turned politician in Bihar.
28:36Now, Prashant Kishore is no longer with IPAC anymore.
28:39It's been looked after by Prateek Jayan, who was one of the co-founders of this political consultancy firm.
28:44Now, they got engaged with the Trinimal Congress in 2020, right after the Lok Sabha elections in 2019.
28:52That was the time when IPAC was brought in on the Trinimal Congress fold to work with the political party.
28:58You would remember, in 2021, that is the last West Bengal assembly elections,
29:02IPAC played a very, very crucial role in the campaign, in designing the campaign for Mamata Banerjee and the Trinimal Congress.
29:08Since then, they have been working at tandem in West Bengal.
29:12You know, this is the building, the Gold Ridge Waterside building.
29:15And the IPAC headquarters, of course, is housed here at this very building.
29:21And they have been working here.
29:23They have a huge, you know, force working for the Trinimal Congress as a consultancy firm.
29:29And in 2021, they played a crucial role.
29:33In 2024, that is, last year's Lok Sabha election, they played a very crucial role.
29:36And now, Mamata Banerjee and the Trinimal Congress is alleging that this is an extension of their political activities.
29:43That this is the IPAC office here, the headquarter, is an extension of the 3MC party office.
29:48Because its campaign strategy, you know, its candidate list, everything, all the data has been kept here.
29:54And she is now alleging that the central government, that the BJP, specifically Home Minister Amit Shah, is using central agencies to steal these information.
30:03These are very sensitive information, secret information, parties' plans.
30:07The TMC is alleging that they are trying to steal that because they can't fight them electorally in the election.
30:14So, this is how the Trinimal is trying to set the narrative.
30:16And Mamata Banerjee has now stated that she will be out on the streets of Kolkata tomorrow.

33:35She's saying that this is the IT centre of the TMC,
33:39which has been now raided by the ED.
33:41And clearly her question is that it's happening three months before elections.
33:45Why do you want all the intelligence of what's happening within the party?

33:54That's the narrative that the, you know,
33:56Trinamore Congress wants to set
33:58in order to take this fight politically head on against the BJP.
34:02Now, there are two things.
34:03One, of course, is a legal battle
34:05because Mamata Banerjee being the state chief minister
34:07at a time when there is a formal raid and search operation
34:12being carried out by a central agency at a premises.
34:15Can she enter?
34:17Can she, will that be construed as, you know,
34:21obstructing a central agency from doing their job?
34:24Now, that is exactly what the enforcement directorate has said in their statement.
34:29And they have also stated that, you know, electronic evidence,
34:33you know, documents have been taken away by Mamata Banerjee
34:37and her team of bureaucrats who entered the location this morning.
34:42So that is the allegation.
34:44On the other hand, now you see the IPAC,
34:46which is the external agency working for the Trinamore.
34:48They have also moved the Calcutta High Court.
34:50And they are saying that this raid and search operation
34:53should be immediately stayed.
34:54So it's a legal battle that would be fought.
34:58But the political battle would be fought...
35:00I have a question because I'm looking at the sequence of visuals that happened
35:04of how Mamata Banerjee came in, got inside, took the paper.
35:08She comes outside with that file that she's holding

35:51who actually calls the shots in IPAC.
35:53He has settled in Kolkata for the past several years.
35:57He was looking after the campaign in 2024
35:59and of course the 2026 campaign as well.
36:01So it was his residence where the ED officials went.
36:05ED officials also came to this office,
36:08which is the headquarter of the Indian Political Action Committee
36:12here in Kolkata.
36:14So these are the two locations ED started their search and raid operations simultaneously.
36:19Mamata Banerjee came out of her house.
36:21She was en route to the secretariat.
36:23She got the information.
36:25She first went to Prateek Jain's house,
36:27you know, just before Mamata Banerjee.
36:30It was the Kolkata Police Commissioner, Manoj Verma,
36:32who entered Prateek Jain's house.
36:34Then Mamata Banerjee went there.
36:35Immediately she comes out.
36:37She comes out with a file in her hand, a blue folder.
36:40And then she says that the BJP has unleashed the central agencies
36:44to steal vital political data,
36:48TMC's campaign strategy and candidate list
36:51from Prateek Jain's house and from the IPAC office.
36:55And then she said that I'm also visiting the IPAC headquarters.
36:58So she came here.
36:59This is the office where about 100 people from the IPAC works.
37:02This is where Prateek Jain also sits.
37:05So she came here at about quarter to one in the afternoon
37:07and she left this premises at 4.30.
37:11Only when Prateek Jain,
37:12after the raids were over at his residence,
37:16he was allowed to leave.
37:18He came to this very office.
37:19I will ask my camera person to once again pan and show.

37:23and only then Mamata Banerjee left.

41:09their campaign strategy.

41:13that Mamata Banerjee
