00:11Commission for Ukraine, a newly established international body that was signed off on
00:17by 34 countries and the European Union on Tuesday. It is to incorporate the over 86,000 claims
00:25already submitted to the two-year-old Register of Damage. Every mechanism for compensation from the
00:33Register of Damage and Claims Commission to the actual payments will start working and receive
00:40strong, strong and sufficient international support so that people can truly feel that any kind of
00:48damage caused by the war can be compensated. The Council of Europe has agreed to oversee the
00:55new Commission, but it was not confirmed who will foot the bill. European leaders want it to be
01:01Russia. Without accountability a conflict cannot be fully resolved and part of that accountability
01:07is also paying in damages that have been done. But for Kaya Kalis, Vice President of the European
01:16Commission, it is inconceivable that Moscow will ever pay voluntarily. We already see the attempts to
01:23exclude reparations and in fact any form of accountability from the potential peace agreement.
01:31And this puts a huge responsibility on the international community, including the participants
01:37of this International Claims Commission. One proposal is to mobilise tens of billions of dollars of
01:43frozen Russian assets to help pay for compensation. But Moscow says that would amount to theft and has
01:50promised harsh retaliation if its sovereign funds are used.
