00:00Tuluyan ang sinampahan ng kasong kriminal ng Department of Environment and Natural Resources,

00:05ang developer ng residential projects sa Cebu City,

00:08na una ng itinurong dahilan ng matinding pagbaha sa lunsod.

00:12Ayon sa DNR, halos maubos na ang mga puno sa site para sa pagpapatayo ng proyekto.

00:20Si Vel Custodio sa Sentro ng Balita.

00:25Naghainan ang criminal case ng Department of Environment and Natural Resources,

00:29laban sa developer ng Monterazas de Cebu,

00:32na isa sa itinuturong sandhit ng matinding pagbaha sa Cebu noong nakaraang buwan,

00:37matapos manalasa ang Bagyong Tino.

00:39For the Monterazas case, we already filed a criminal case on December 3, 2025,

00:47for violation of Section 77 of Presidential Decree No. 705

00:53or the Revised Forestry Code against the corporation.

00:57Ayon sa ahensya, handa silang ilatag ang mga ebedensya,

01:01kabilang ang satellite imagery at inventory.

01:04If I'm not mistaken, there was an intention to apply for something

01:07because an inventory was conducted in 2022 which identified 745 trees.

01:15And last we checked, I mean, when we checked recently,

01:21there were only 11 trees left.

01:25So, sa kaso na yan, siyempre maglalabanan ng ebedensya.

01:31They have their claim and we have our,

01:33before this case was filed, of course, we studied whatever we had in the region 11.

01:37Maaharap ang developers sa dalawa hanggang tatlong taong pagkakakulong

01:41na may isa hanggang sampung libong pisong multa.

01:45Kukumpis kahindi ng kanilang mga gamit

01:47at otomatikong kakansilahi ng permit o lisensya.

01:50At tuloy naman ang pagkikipag-ugnay ng DENR sa Local Government Unit

01:54patungkol sa nangyaring anomalya.

01:56Samantala, dahil sa lumulubhang problema sa baha,

02:01nakikipag-ugnay na ang DENR sa iba't-ibang ahensya ng pamahalaan

02:05para sa flood mitigation at implementasyon ng National Flood Master Plan.

02:10Flood mitigation, as the President has constantly stressed,

02:15must begin at the headwaters with forests, wetlands, and watersheds

02:22not merely at the point where this water overflow.

02:27So we have worked closely with the team of Secretary Vince Dijon

02:33in order to make sure that infrastructure projects,

02:38especially for flood control, are aligned with the river basin plans

02:45as well as with the nature-based solutions.
