02:36The driver was a first-hand witness of what had happened, so we needed to try to get
02:48information from him all at the same time.
02:50We're doing what we can with our CPR and holding direct pressure to make sure she is taken care
02:57of as best as possible until the ambulance arrives.

03:30Obviously, he wanted to get her help, and so we were getting on the radio telling the
03:35fire and ambulance to expedite.
03:36We're trying to get her help as soon as we possibly can.
03:46The ambulance arrived.
03:53They loaded her on the ambulance, and her care was then turned over to them, and she
03:57wasn't doing very well.

04:01The gentleman she was with, we needed to get information from him to figure out who had
04:05done this so we knew who to look for or where they had went.

04:58And then Terrence told officers that they were there to meet up with somebody to basically
05:05sell drugs, marijuana.

05:09So, how many people were shooting?
05:11I seen two guys in the car.

05:17The driver.

05:20Some of the people that were calling said they heard a couple of different volleys of shots.

05:25I heard it was at least like, I want to say like 10.

05:34It was a handgun.
05:35It sounded like a 9mm.

05:41Like, I really, I really can, like, really get a chance to see them.

05:47Because, like, we was coming from our families.
05:50They, they skeet, like, I skeeted off on them.
05:53And when we was coming this way.

05:56They rolled right past me.
05:58So I stopped.
05:59I was sent a bag up.
06:00And as I'm bagging up, they came back this way.
06:02And they started shooting at us because I was trying to get down and go.
06:05Terrence gave us information as to what the suspect vehicle was driving.
06:09Uh, we were looking for a mid-sized dark colored or black Chevy SUV.
06:14Okay.
06:15So they went past you this way?
06:16Yeah.
06:17Turn around and come back and shot at you.
06:18We need to get an identity of the victim.
06:21Um, so with Terrence being the point of contact, I was informed that it was Destiny or Clark, um, when she was 19 years of age.
06:29Destiny was very outgoing.
06:36Brave, smart, intelligent.
06:42Never was scared to let you know anything that was on her mind.
06:46That night, that Friday night, I got a phone call.
07:02And it was from her, one of her friends.
07:04It was from Izzy.
07:05And she was telling her that she had got a phone call from Destiny and some gunshots was out in the background.
07:12So I'm like, what?
07:14I woke up to her calling me, um, to let me know that she had just been robbed.
07:20And then she was like, well, matter of fact, here they go right here.
07:23And I'm like, what?
07:24And then I hear gunshots on the phone.
07:27And the phone dropped.
07:30And I just kept calling her name, like, as you'd answer me.
07:37And then the phone turned off and I just kept calling her back, like, what happened?
07:43While on scene, detectives started arriving.
08:08Upon my arrival, the car was, uh, sitting basically in the middle of 36th Street.
08:17Uh, one of the doors, if not both of the doors, were open at the time.
08:21And there were bullet holes throughout the car.
08:24We're a small town with big, bigger city problems.
08:26In this case, it was surprising to me the amount of gunshots.
08:31Destiny's phone was, uh, located in the vehicle.
08:39So we were able to get that phone, get it to the forensic unit, and start getting the information that we needed.
08:47That takes time.
08:49Every time we walk onto a scene, it's quite, it's quite a mystery.
08:53So we take photos throughout the scene.
08:56We collected all the casings, and we processed that vehicle.
09:01There were obviously bullet holes throughout the car.
09:04There was a shattered window.
09:06You're trying to figure out why somebody would do this.
09:10And especially in this incident where it was, you know, a female victim.
09:14And trying to figure out, um, the who, what, where, when, and why.
09:19So a lot of that's interviewing people, um, canvassing.
09:24Trying to get surveillance video.
09:26We got somebody coming from our, from the town hall here.
09:31Uh, to view all the cameras.
09:34I'm up there someday.
09:35There's nothing for famous, Dave.
09:37So another key aspect investigation would be checking our exterior cameras.
09:41So we came across a residence that had cameras.
09:45Um, the residents let us into the residence to check them.
09:51We had a shooting tonight.
09:53And we believe the suspect vehicle went down the street.
09:56And we're trying to get a good picture of the suspect vehicle.
09:59So that we can solve this.
10:00About, uh, is your clock correct?
10:04Yes.
10:05A lot of cameras on.
10:06Yes.
10:07At about, uh, 12, 32.
10:10Some of his cameras did have video.
10:12Then he leads us back to the room.
10:13And we're just hoping that this video helps lead us to identify, uh, who's responsible for this.

10:48So we expanded the canvas further than just the immediate vicinity.
10:52And came across a residence that had cameras.
10:55They let us into the residence to check them.
10:58Letting us hopefully identify who's responsible for this.
11:02This car, cops, and you'll hear the shots.
11:09Except for the smoke goes by.
11:14A lot of shots.
11:19I got like 16.
11:20Yeah.
11:2116 or 17.
11:22About 18.
11:23Is this or 20?
11:24Yeah.
11:25That's pretty close to 20.
11:40So in reviewing the video, several cameras revealed the sound of one gunshot followed by several other gunshots in rapid succession.
11:53And the video was timestamped at approximately 12.31 a.m. right before we get the 911 call.
11:59Uh, we wouldn't be able to, but, man, that almost reminded me of it.
12:07I got down to the police station, they got a big screen, so they might be able to.
12:13Yeah, but we can't zoom in and get it on the plate.
12:16And that's, I know it looks really good on TV, but, uh, I wish we had that capability.
12:22Can you try to stop it right as it gets in front of your, or like, slow-mo or anything?
12:29Yeah, it looks like it's just a smaller SUV.
12:45We, unfortunately, weren't able to determine the specific make and model of the vehicle.
12:50Any time a homicide is on camera, to locate that is such an exciting moment.
12:58But in video canvases, you're doing a needle in a haystack.
13:01In this circumstance, it shows a black SUV.
13:05Now we at least had an idea of what we were looking for.
13:16Uh, no, she's dead. The victim's dead. They called it.
13:20Once we see this vehicle on the video, and we're back on scene,
13:24we were informed that Destiny succumbed to her injuries, and it was a homicide.
13:28My phone rang, and it was a detective.
13:38They asked me, did I have a daughter named Destiny?
13:44And I said yes.
13:46And then that's when he asked me, can I meet on my back to the hospital?
13:51I was praying. We were all praying.
13:53You put yourself in the shoes of family, right? And you, you want some closure for them.
14:05Nobody deserves this.
14:06So they had us in this room for a while, and that's when we were told.
14:12That, uh, she didn't make it.
14:19That's when we found out that she was sitting in a cold room.
14:22And that's when we were told that, uh, she didn't make it.

14:40found out after sitting in the cold room in the hospital out of my heart i felt like my whole
14:47world it was a part of me that laugh
15:01we're not putting any of that information on us i'm sorry yeah
15:12definitely tell you what we can it's very screwy right now yeah
15:31i just felt empty
15:40and i felt like i felt
15:44because i let her walk out that door that night
15:49and then her birthday was two days later
15:54that was the killing part about it
15:58i had called her mom and asked her what happened and she's like my baby's gone
16:06she just said my baby gone and was crying and
16:12i think i just stopped listening
16:16i went home and just cried honestly
16:25i didn't really call nobody or talk to nobody for a really long time
16:30i was just mad at the whole world
16:35i didn't know who to trust at that time
16:39who did it like
16:41what was going on
16:43during this time destiny's ex-boyfriend
16:59cameron was stopped by police officers in the vicinity of the emergency room
17:04cameron's causing some type of disturbance
17:07so at that point officers apprehend him
17:10you know i wouldn't give you no problem no other time
17:27i'll stop whenever they want me anything
17:29i don't give a i didn't stop this time
17:31bro i'm trying to see my girl right here

17:54and struggling with the situation
17:56the emotions were what i call true emotions
17:59but then again we have to rule out
18:02and do our investigation properly
18:04cameron was to some extent involved with the victim
18:08so that is another red flag
18:10so we start putting the pieces together
18:12he may be involved

18:20there's a pistol

18:26there's a pistol in his left pocket

18:28officers on scene
18:31end up locating a firearm
18:33on his person
18:34he is her ex-boyfriend
18:36and he shows up to the hospital with a gun
18:38cameron is a viable suspect
18:41as a detective in this case
18:44your immediate thought is
18:46got him
18:47one of my officers who was at the hospital
18:59encounters cameron
19:00cameron identifies himself as
19:04destiny orr's ex-boyfriend
19:06and he locates a handgun
19:09with cameron
19:11i just want to see my girl
19:12my girl is dead
19:13bruh
19:14i'm not joking
19:15i'm not playing
19:16look up destiny orr's
19:17see her there laying right now
19:18that's all i want to see
19:20that's it
19:22get a 32 in this pocket
19:25please mark it in the home
19:27hold in the right pocket

19:34run around with a pistol
19:35and run from the police
19:36at that point we're able to bring him down to the station
19:39at this point we're working on cameron
19:44where was he at
19:45what was he doing
19:47who was he with
19:48so cameron mentioned that he was at a house party
19:51he passes out
19:53falls asleep on the couch
19:55and wakes up to his phone
19:56blowing up as he called it
19:57and answers the phone
19:59and responds to the hospital
20:01where destiny's family's at
20:02and gets later arrested by
20:05dad for police
20:06cameron provided the information that he was at a friend's house
20:15and that's where we would be able to put him
20:19on the night of homicide
20:20that was followed up on
20:22the next morning we locate and we speak with the owner of the residence
20:29okay so um
20:33on
20:33may 3rd
20:35we're doing follow up
20:36basically kind of give you a little background
20:38is
20:38uh
20:39he's not in any trouble
20:40um
20:41we're doing follow up reference to destiny or clark
20:43homicide
20:44um
20:45and
20:46i've heard about that
20:47her
20:47ex-boyfriend cam
20:50said that he was
20:53uh
20:53around this area on that day
20:55it's probably a good thing
21:11that he made himself memorable
21:13and she was able to corroborate
21:15where he was at the time of the homicide
21:18we also get information references
21:20pistol that he had on him
21:22that the caliber doesn't match
21:25the gunshots on the vehicle
21:27it was not the same caliber as the casings that were on the scene
21:31and then he was taken off the table as a potential suspect
21:34when we work in these cases
21:41we're trying to get some closure for the family
21:43that's
21:44the most important things
21:46get these people into custody
21:47so what it does get frustrating
21:50striking out
21:51you just gotta
21:52keep working
21:53one of the most important pieces of evidence was
21:58the victim's phone
22:00the phone was on the scene
22:02located in the vehicle
22:04the analysis of destiny's phone came back
22:06and it showed some interesting interactions
22:08we located a facebook conversation that she had with
22:12a keith smith
22:13so destiny was arranging to meet a keith smith
22:20for a drug deal
22:21in the area of the homicide
22:23just prior to the homicide
22:24keith smith's profile didn't have a lot of information
22:28but it did have a photograph of two individuals
22:31standing next to each other
22:33we put the photograph out to law enforcement
22:37and one of the suspects
22:40the police
22:41has been involved with law enforcement before
22:42and we were able to identify him as a person named jayvonte
22:45that social media profile picture was shown to terence murphy
22:51the driver
22:52okay i understand that
22:55terence then points at jayvonte
22:58and advises that he believes that is keith smith
23:02and involved in the robbery
23:06that obviously piques our interest and we try to focus on him and what he was doing
23:10where he's at
23:12and what exactly happened
23:14at that point we believe we have a suspect
23:21we needed to speak with jayvonte because he is definitely a person of interest in this homicide
23:29so we formulate a plan to attempt to locate him
23:33we set up surveillance on an address that we believe that he would be associated with
23:37and observe him going to a local store
23:44at that point we enter that store
23:46all right you ready

23:52if jayvonte is the murderer and we as plainclothes detectives are going in to confront him
24:01there's always a possibility of violence
24:03so we have to go in with the mindset of this could be a dangerous situation

24:34inside the store he surrenders without incident
24:44and we take him down to the davenport police station for an interview
24:47yeah okay
24:54so this week
24:56we have been investigating a shooting

25:03in this whole grand scheme of things
25:06right now
25:06okay and it's not looking good

25:38we allowed jayvonte to provide an initial statement
25:42without a lot of questioning to go along with that
25:45because once we get him locked in on a statement
25:48we can then break down with evidence
25:52if he is not telling the truth

28:44for his arrest
28:45in this circumstance
28:49since the keith smith
28:52social media profile
28:53had two different
28:54people
28:55in the profile picture
28:57jayvonte eventually
29:00confirms to us
29:02that the keith smith
29:04profile page
29:05is a
29:06fake profile page
29:07and it was established
29:09by the other subject
29:10in that photograph
29:11was art lobley
29:13and another law enforcement
29:15officer was able
29:16to identify him
29:17so at that point
29:18we're looking for art lobley
29:20we couldn't find art
29:25and we reach out
29:25to the news media
29:26to request their assistance
29:27and help locating him
29:28crime stoppers
29:30is offering a $1,000 reward
29:32for the arrest
29:33of a rock island man
29:34arthur lobley
29:35wanted for escape
29:36and robbery
29:37he's considered
29:38armed and dangerous
29:39the news media
29:47had a $1,000 cash reward
29:49for any information
29:50in regards to his whereabouts
29:51I eventually were able
29:53to locate art
29:54take him into custody
29:56and bring him down
29:58to the station
29:58for an interview

32:48associates
32:49and basically stated
32:51that they had been
32:52at her house
32:52planning this robbery
32:54so we have to start
32:57doing some
32:58background investigation
32:59on Craig Coleman
33:00Craig Coleman
33:04did have criminal
33:05history
33:05but as a juvenile
33:06he was on probation
33:08for a stolen vehicle
33:09at this point in time
33:13it was still possible
33:14that Craig was
33:15the shooter
33:16in this incident
33:16but we were still
33:19unable to determine
33:20that
33:20Craig was staying
33:25with his mother
33:26in Rock Island
33:26we made an approach
33:29to apprehend Craig
33:31when we are going
33:36to apprehend
33:37a suspect
33:37involved in a
33:38homicide
33:39we have to
33:40take into
33:41consideration
33:42the level of
33:43violence that
33:43could occur
33:44are they
33:46armed
33:46because
33:49they've caused
33:50harm to others
33:51there's always
33:52a possibility
33:53that they can
33:54cause you harm
33:55that they can

34:09Craig Coleman
34:10it's infested
34:11you guys
34:15anybody
34:15Officers were able to apprehend Craig, and at that time, Craig did not provide any resistance.
34:35He was staying with his mother, and when he came outside to let his dog back in, they
35:03took him into custody.
35:11He was then detained and brought down to the Downport Police Department for an interview.
35:17So we just want to first kind of let you tell us what happened the night Destiny Orr died.
35:38Craig wanted to speak with us.
35:41He said, I'm going to tell you everything, so we think that we're going to get exactly
35:46what happened at the time of the homicide.
35:49It's super exciting.
35:51OK, so let me get it.
35:53I was on 35th.
35:55I got a text from Jay Monte.
35:58Last thing I know, he come get me out here in the car, and there was another person
36:05in the car with him, which is Arthur.
36:06He was in the front pass, and I didn't even know he was going to be there, so he went down
36:11towards the gas station on Star on 35th.
36:13OK.
36:14And then it was behind the Star, and then some girl hopped in the car.
36:19Craig advised that he was with Jay Monte earlier.
36:38They pick up Jay Monte's girlfriend, Antoinette.
36:42They drive towards Antoinette's house, where they drop off Antoinette and Jay Monte.
36:48Craig gets into the front passenger seat of that suspect vehicle with Art Lowbley.
36:55So I'm thinking we're going to go, like, driving back up to Craig.
36:59And the dude was like, well, I'm going to buy some weed.
37:01I'm going to buy some weed real fast.
37:03I'm all right.
37:04And when I got the weed, well, no, we pulled up the back of the days, and we waited.
37:09And then the car pulled up, and that's when some dude got in the back.
37:15Once and now I know his name is Terrence, he got in the back.
37:19Craig's easy to talk to.
37:23He's cooperative in that aspect.
37:27He states that he witnesses Art rob Terrence from the vehicle get out,
37:32and then rob Destiny at her own vehicle.
37:35And then they flee.
37:37He got gas.
37:39And then from there, he drove back towards, like, behind Chuck E. Cheese.
37:43And we passed him up.
37:44When we passed him up, I looked at my little side mirror,
37:49because I was in front passenger now.
37:51And I told Art, I'm like, bro, he's going to shoot you.
37:53Or he's going to shoot at you, basically.
37:55Art did it.
37:56He pulled in some lights right away, did a U-turn.
37:59He came back, and he was blowing it, shooting that dude.
38:02And then he pulled up next to the car, blowing it the car,
38:04grabbed the steering wheel, and I'm moving like this.
38:08He believes Terrence has a firearm.
38:13Art then swings the vehicle around and proceeds
38:17to drive towards the vehicle while shooting.
38:19Craig was more forthcoming than Art,
38:22which makes us extremely confident
38:24that Art Lobley is our shooter.
38:26I would qualify this homicide as a targeted homicide

38:51that occurred for no reason outside of gun violence.
38:58A weapon was never recovered from the victim vehicle.
39:03The homicide is just useless violence.
39:11Art Lobley was charged with murder.
39:16The charges were later reduced
39:17to voluntary manslaughter and robbery first.
39:23He's currently serving 60 years in prison.
39:28Craig Coleman was arrested for murder first.
39:33He eventually pled guilty to theft first
39:36and was sentenced to 10 years.
39:38Once this case concluded,
39:44it was very nice to call Destiny's mom
39:48and let her know that the two people
39:50that we believed were responsible
39:52for her daughter's death
39:53were arrested and charged
39:55and sentenced in this case.
40:04Accepting that she's gone.
40:06That's the hardest thing to get past.
40:14Accepting that she's truly, really gone.
40:20I felt like when they were sentenced,
40:24it wasn't enough time.
40:26I felt like she was sentenced by foot cost,
40:30my body was sentenced by knee.
40:47I felt like she was a traitor there.
