01:20obviously you're heightened you're definitely concerned you the 911 callers were pretty
01:27distraught typically that means that you know this is this isn't uh like a prank call or this
01:32isn't somebody mishearing something didn't know what we were getting ourselves into uh so as i
01:36need the area i turned my body cam on
01:38the driver that vehicle he was sitting at the side with the female who was unresponsive
02:04okay back up for me i can't i don't want to take you off the first rule right here okay you got it you
02:09got to hold on it yeah we need medic to get in here quickly she's hitting the torso i mean you could
02:17see she had she was bleeding um she did not appear any older than early 20s anytime you respond to a
02:24call like that and somebody's been shot it's sad so you let your training take over do what we need
02:28to do the driver was a first-hand witness of what had happened so we needed to try to get information
02:48from him all at the same time we're doing what we can with our with our cpr and holding direct pressure
02:54to make sure she is taking care of as best as possible until the ambulance arrives
02:59okay listen we're gonna pull her out of there okay we're gonna start doing cpr we're gonna try
03:07helping her out is there anything else you can tell me about these guys in the truck

03:22because they're gonna need to get the medics in here to help her hey if you want to help her you
03:26got to get up and come with me okay the driver was upset understandably so obviously he wanted to
03:31get her help um and so we were getting on the radio telling the fire and ambulance to expedite we're
03:36trying to get her help as soon as we possibly can the ambulance arrived
03:47they loaded her on the ambulance and her care was then turned over to them and she wasn't doing very
03:58well come on come on the gentleman she was with we needed to get information from him to figure out
04:04who had done this so we knew who to look for or where they had went okay um let me hold on to this

04:21okay well they're working on her i can't i'm not a doctor man i can't speak for her okay
04:25she's got the medics here with her now they're gonna get her to the hospitals

04:51the ambulance got her to the hospital as soon as they could
04:57and then uh terence told officers that they were there to meet up with somebody to uh basically
05:06sell drugs marijuana okay so how many people were shooting
05:11uh i i seen two guys in the car two guys in the car yeah one shooter or two
05:17i i want the the driver okay some of the people that were calling said they heard a couple of
05:23different volleys of shot how many shots did you hear i heard it was at least like i want to say
05:28like 10 oh once like it was like no no no no no no no no no no no no no no no no no no okay
05:34i found like a nine millimeter sound like a nine millimeter okay what else can you tell me about
05:39these guys what they look like uh one i really i really can't like really get a chance to see
05:47like really really because like we just come from our families they they skied like i skied it off
05:53on them and when we was coming this way they rolled right past me so i stopped i was in the
06:01bag up and as i'm bagging up they came back this way and they started shooting at us because i was
06:04trying to get down and go terrence gave us information as to what the suspect vehicle
06:09was driving uh we were looking for a mid-sized dark colored or black chevy suv okay so they
06:16went past you this way yeah turn around and come back and shot at you we need to get an identity of
06:20the victim um so with terrence being the point of contact i was informed that it was destiny
06:27or clark when she was 19 years of age
06:37destiny was very out of mind brave smart intelligent
06:42never was scared to let you know anything that was on her mind
06:56that night that friday night
07:02i got a phone call and it was from her one of her friends it was from izzy
07:06and she was telling her that she had got a phone call from destiny and some gunshots was out in the
07:12background so i'm like what i woke up to her calling me um to let me know that she had just been rocked
07:21and then she was like well matter of fact here they go right here and i'm like what and then
07:25i hear gunshots on the phone and the phone dropped
07:34i just kept calling her name like as you answer me
07:39and then the phone turned off and i just kept calling her back like what happened
07:44i'm going to have to tape off
07:52over some train and put it set a tire track right up over the curb right over there
08:00sounds like everything happened here
08:06yeah while on scene detectives started arriving
08:09upon my arrival the car was uh sitting basically in the middle of 36th street
08:18one of the doors if not both of the doors were open at the time and there were bullet holes
08:23throughout the car we're a small town with big bigger city problems in this case
08:28it was surprising to me the amount of gunshots
08:31destiny's phone was located in the vehicle so we were able to get that phone get it to the forensic
08:44unit and start getting the information that we needed that takes time every time we walk onto a scene
08:51it's quite it's quite a mystery so we take photos throughout the scene
08:56we collected all the casings and we processed that vehicle there were obviously bullet holes throughout the car
09:06there's a shattered window
09:08you're trying to figure out why if somebody would do this and especially in this incident where it was
09:14you know a female victim and trying to figure out um the who what where when and why so a lot
09:21of that's interviewing people um canvassing trying to get surveillance video
09:38so another key aspect investigation would be checking our exterior cameras
09:42so we came across a residence that had cameras
09:45um the residents let us into the residence to check them
09:52we had a shooting tonight and we believe the suspect vehicle went down the street
09:57and we're trying to get a good picture of the suspect vehicle so that we can solve this
10:01about uh is your clock correct yes
10:07at about uh 12 32. some of his cameras did have video then he leads us back to the room
10:15and we're just hoping that this video helps lead us to identify uh who's responsible for this
10:32sir if you wouldn't mind if it doesn't screw anything up can i see the video you start thinking
10:38who's going to be on this video what's it going to reveal
10:45can i see the video quick oh sure yeah so we expanded the canvas further than just the immediate
10:52vicinity and came across a residence that had cameras they let us into the residence to check them
11:00letting us hopefully identify who's responsible for this
11:07this car comes in the area of shots
11:13except for this high base fire
11:14i got like 16. yeah 16 or seven yeah that's pretty close to 20. so in reviewing the video several cameras
11:44revealed the sound of one gunshot followed by several other gunshots in rapid succession
11:53and the video was time stamped about approximately 12 31 a.m right before we get the 911 call
11:59uh we wouldn't be able to but man that almost reminded me i go down to smaller i go down to the police station
12:11they got a big screen so they might be able to yeah but we can't zoom in and get it on plate and that's
12:18i know it looks really good on tv but i wish we had that capability can you try to stop it right as it
12:27gets in front of your door like slow-mo or anything
12:30it looks like a smaller suv we unfortunately weren't able to determine the specific make and model of the vehicle
12:49any time a homicide is on camera to locate that is such an exciting moment but in video canvases
13:00you're doing a needle in a haystack in this circumstance it shows a black suv
13:06now we at least had an idea of what we were looking for
13:21once we see this vehicle on the video and we're back on scene we were informed their destiny succumb to
13:27her injuries and it was a homicide my phone rang and it was detective they asked me did i have a
13:43daughter named destiny and i said yes and then that's when he asked me can i meet him up at the
13:50hospital i was praying we were all praying
14:02i'm just gonna i don't know if i might explain to you but you have to be out here just because
14:06there's forensic evidence part of her okay so i'll have a home with her
14:14you put yourself in the shoes of family right and you you want some closure for them
14:18um nobody deserves this
14:30so they had us in this room for a while and that's when we were told
14:36that uh she didn't make it that's when we found out after sitting in the cold room in the hospital
14:43that's when we found out of my heart i felt like my whole world it was a part of me that
14:50she couldn't stop it
15:07yeah we're not putting any of that information on me so i'm sorry yeah
15:12I just felt empty.
15:42And I felt like I fell.
15:47Because I let her walk out that door that night.
15:52And then her birthday was two days later.
15:56That was the killing part about it.
16:02I had called her mom and asked her what happened,
16:04and she's like, my baby's gone.
16:09She just said my baby's gone and was crying.
16:14I think I just stopped listening.
16:19I went home and just cried, honestly.
16:26I didn't really call nobody or talk to nobody for a really long time.
16:33I was just mad at the whole girl.
16:36I didn't know who to trust at that time.

16:56During this time, Destiny's ex-boyfriend Cameron was stopped by police officers in the vicinity of the emergency room.
17:03Cameron's causing some type of disturbance.
17:07So at that point, officers apprehend him.
17:10You know me, I wouldn't run from you for no reason, bro.

17:21I'm just trying to see my girl that just got shot, bro.

17:52Cameron was visibly upset and struggling with the situation.
17:56The emotions were what I call true emotions.
17:59But then again, we have to rule out and do our investigation properly.
18:04Cameron was, to some extent, involved with the victim.
18:08So that is another red flag.
18:10So we start putting the pieces together.
18:12He may be involved.

18:28Officers on scene end up locating a firearm on his person.
18:34He is her ex-boyfriend.
18:36And he shows up to the hospital with a gun.
18:38Cameron is a viable suspect.
18:41As a detective in this case, your immediate thought is, got him.
18:47One of my officers who was at the hospital encounters Cameron.
19:00Cameron identifies himself as Destiny Orr's ex-boyfriend.
19:06And he locates a handgun with Cameron.
19:10I just want to see my girl.
19:12My girl dead, bruh.

19:31At that point, we're able to bring him down to the station.
19:36At this point, we're working on Cameron.
19:40Where was he at?
19:41What was he doing?
19:42Who was he with?
19:43So Cameron mentioned that he was at a house party.
19:47He passes out, falls asleep on the couch, and wakes up to his phone, blowing up, as he
19:54called it, and answers the phone and responds to the hospital where Destiny's family's at and gets later arrested by Davenport Police.
20:06Cameron provided the information that he was at a friend's house, and that's where we would
20:18be able to put him on the night of homicide.
20:20That was followed up on.
20:23The next morning, we locate and we speak with the owner of the residence.
20:29Okay.
20:30So, um, on May 3rd, we're doing follow-up, basically kind of give you a little background.
20:38He's not in any trouble.
20:40Um, we're doing follow-up reference to Destiny or Clark Homicide.
20:43Um, and her ex-boyfriend Cam said that he was, uh, around this area on that day.
20:55Yeah, he was over here.

20:59How do you know him then?
21:00Uh, they were over here drinking.

21:06I had to clean it up.

21:08It's probably a good thing that he made himself memorable and she was able to corroborate, uh, where he was at the time of the homicide.
21:17We also get information, reference his pistol that he had on him.
21:21That the caliber doesn't match.
21:24The gunshots on the vehicle.
21:27It was not the same caliber as the casings that were on the scene.
21:30And then he was taken off the table as a potential suspect.
21:38When we work in these cases, we're trying to get some closure for the family.
21:42That's the most important thing is to get these people into custody.
21:47So what it does get frustrating, striking out.
21:51You just gotta keep working.
21:55One of the most important pieces of evidence was the victim's phone.
22:00The phone was on the scene, located in the vehicle.
22:03The analysis of Destiny's phone came back and it showed some interesting interactions.
22:09We located a Facebook conversation that she had with a Keith Smith.
22:13So Destiny was arranging to meet, uh, Keith Smith for a drug deal in the area of the homicide just prior to the homicide.
22:25Keith Smith's profile didn't have a lot of information, but it did have a photograph of two individuals standing next to each other.
22:32We put the photograph out to law enforcement and one of the suspects has been involved with law enforcement before and we were able to identify him as a person named Javonte.
22:45That social media profile picture was shown to Terrence Murphy, the driver.
22:52Okay, I understand that.
22:55Terrence then points at Javonte and advises that he believes that is Keith Smith and involved in the robbery.
23:03That obviously piques our interest and we try to focus on him and what he was doing, where he's at, and what exactly happened.
23:14At that point, we believe we have a suspect.
23:21We needed to speak with Javonte because he is definitely a person of interest in this homicide.
23:27So we formulate a plan to attempt to locate him.
23:32We set up surveillance on an address that we believe that he would be associated with and observe him going to a local store.
23:44At that point, we enter that store.

23:52If Javonte is the murderer and we as plainclothes detectives are going in to confront him, there's always a possibility of violence.
24:02So we have to go in with the mindset of this could be a dangerous situation.

27:34My opinion was he was potentially still involved.
27:39And in order for him to not be a suspect,
27:42he has to provide us information and the ability
27:45to corroborate his statement.
27:46I don't know where you're saying that, uh, witnesses saw someone
27:54from Ace on the Park coming to see you.
27:58The young person was seen going into the house.
28:00So therefore, that leads me to believe that you were probably home.

28:24By the end of Javonte's interview, he has placed himself
28:28prior to the homicide with someone named Arthur Lobley.
28:35Art Lobley, who had recently been released from prison,
28:41was currently on probation and had a warrant for his arrest.
28:45In this circumstance, since the Keith Smith social media profile
28:53had two different people in the profile picture,
28:59Javonte eventually confirms to us that the Keith Smith profile
29:05page is a fake profile page.
29:08And it was established by the other subject in that photograph
29:12was Art Lobley.
29:14And another law enforcement officer
29:16was able to identify him.
29:18So at that point, we're looking for Art Lobley.
29:24We couldn't find Art.
29:25And we reach out to the news media to request their assistance
29:28and help locating him.
29:30Crime Stoppers is offering a $1,000
29:32reward for the arrest of a Rock Island man, Arthur Lobley.
29:35Wanted for escape and robbery, he's considered armed and dangerous.
29:44The news media had a $1,000 cash reward for any information
29:50in regards to his whereabouts.
29:52Eventually, we were able to locate Art, take him into custody,
29:57and bring him down to the station for an interview.

30:11It sounds like you talked to Sergeant Ellerbach down on the scene.

30:52about what was going on with this Facebook profile on May 3rd and May 4th.

31:11So you start talking to Destiny on May 1st, actually,
31:13and it looks like you're just trying to buy some weed off of her.
31:21She asks where you're parked.
31:23You say you're parked in the front.
31:26So do you know where she never got?
31:28She never pulled up.
31:29Wait, okay.
31:30And you're saying she never showed up?
31:31She never showed up.

31:35Art admitted to being the person behind the fake Facebook page of Keith Smith
31:40and going to the location of where the drug deal was set up for.
31:45But he denied that Destiny had ever arrived there.
31:50We can tell Art's not being truthful.
31:52The only information he's admitting to is information that we already have.

32:31After we speak with Arthur, a tip came in through Javonte's girlfriend's aunt.
32:39During that statement, she basically advised Javonte was not involved in the homicide,
32:44but provided the names of Art and Craig Coleman as two of his associates
32:49and basically stated that they had been at her house planning this robbery.
32:55So we have to start doing some background investigation on Craig Coleman.
33:03Craig Coleman did have criminal history, but as a juvenile, he was on probation for a stolen vehicle.
33:12At this point in time, it was still possible that Craig was the shooter in this incident,
33:18but we were still unable to determine that.
33:21Craig was staying with his mother in Rock Island.
33:28We made an approach to apprehend Craig.
33:33When we are going to apprehend a suspect involved in a homicide,
33:39we have to take into consideration the level of violence that could occur.
33:45Are they armed?
33:49Because they've caused harm to others,
33:52there's always a possibility that they can cause you harm.
33:55You guys, Craig Coleman, he's infested.

34:16Officers were able to apprehend Craig,
34:31and at that time, Craig did not provide any resistance.
34:35He was staying with his mother,
35:00and when he came outside to let his dog back in,
35:04they took him into custody.
35:10He was then detained and brought down to the Downport Police Department for an interview.
35:15Craig wanted to speak with us.
35:41He said, I'm going to tell you everything.
35:42So we think that we're going to get exactly what happened at the time of the homicide.

35:54I was on 35th.
35:56I got a text from Jake Monti.

36:01he come get me out of the car.

36:09so he went down towards the gas station on,

36:17and then some girl hopped in the car.
36:19And then when everyone went to Americano,
36:24from Americano,
36:25Javonte switched my hands up,
36:27got out with the girl,
36:28we were to go f*** her.
36:32Craig advised that he was with Javonte earlier.
36:35They pick up Javonte's girlfriend,
36:40Antoinette.
36:42They drive towards Antoinette's house,
36:44where they drop off Antoinette and Javonte.
36:48Craig gets into the front passenger seat
36:50of that suspect vehicle
36:52with Art Lobley.
36:54So I don't think we're going to go,
36:58like, driving it back up to Craig,
36:59and then the dude was like,
37:00well, I'm going to buy some weed.
37:02I'm going to buy some weed real fast.
37:03I'm all right.
37:04And when I got the weed,
37:06we pulled up the bank of the days,
37:08and we waited.
37:10And then the car pulled up,
37:12and that's when dude,
37:14some dude got in the back.
37:15Now I know his name is Terrence,
37:17he got in the back.
37:19Craig's easy to talk to.
37:21He's cooperative in that aspect.
37:27He states that he witnesses
37:29Art rob Terrence from the vehicle
37:31get out and then rob Destiny
37:33at her own vehicle.
37:35And then they flee the scene.
37:38He got gas.
37:40And then from there,
37:41he drove back towards,
37:42like, behind Chuck E. Cheese,
37:44and we passed him up.
37:45When we passed him up,
37:47I looked at my little side mirror
37:50because I was in front passenger now.
37:52And I told Art, I'm like,
37:53bro, he's going to shoot you.
37:55Bro, he's going to shoot at you, basically.
37:56Art did it.
37:57He pulled into somebody's driveway,
37:59did a U-turn.
38:00He came back,
38:01and he was blowing it,
38:02shooting that dude.
38:03And then he pulled up next to the car,
38:04and he blew it at the car,
38:05grabbed the steering wheel,
38:06and I'm moving like this.
38:09He believes Terrence has a firearm.
38:14Art then swings the vehicle around
38:16and proceeds to drive towards the vehicle
38:19while shooting.
38:23Craig was more forthcoming than Art,
38:27which makes us extremely confident
38:29that Art Lobley is our shooter.
38:33Uh,
38:34we'll get a lunchtime back into the courthouse.
