00:00I'm Tom Morris, Jr., and this is Fugitives Caught on Tapes.
00:22This guy has no regard for anybody else in the road.
00:24First up, we're in Glendale, Wisconsin, where police are pursuing a
00:54suspect wanted for retail theft, hit-and-run, and fleeing eluding.
01:00Earlier, a big-box store reported that two customers were indiscriminately filling shopping
01:05carts with items without looking at sizes or prices, and while police were being dispatched,
01:11they say one of the suspects left the store carrying several unpaid items of clothing.
01:16She can be seen here on the store's surveillance cameras running through the parking lot, and
01:22then by a Glendale PD officer's dash cam as he entered the lot.
01:27As the suspect ran to this SUV and put the clothes in the back seat, she seemed to notice the
01:32police cruiser and quickly got into the passenger side of the vehicle.
01:37Officer Alexander Simon pulled up to the suspect's front bumper in an effort to block it in.
01:43They just pull out and put the squad.
01:45The driver bumped into a car park behind them and then the squad car as he attempted to wiggle
01:50out of the tight spot.
01:52Just as they began to pull away, a second cruiser, driven by Officer Andrew Rischel, arrived on scene.

02:06Officer Rischel then exited his cruiser with his gun drawn.

02:14The driver still refused to comply and continued trying to escape when a third officer, Marissa
02:20Myers, pulled up.

02:27Despite now being surrounded by three police cruisers, the driver somehow manages to break
02:33away and a parking lot chase ensues.
02:36The store's security cameras capture the action as all four vehicles exit the parking lot.
02:417, 6, 8, I'm behind you, we're going to be exiting on the Bayshore Drive.
02:45Going through the Washington parking, the male black driver, going around across Chubby's
02:50Cheese Steak, speeds are at 20, they're going to have to pop the grip to get out of here.
02:55But as the driver tries to do just that, their SUV gets t-boned by one of the police cruisers.
03:07Despite suffering serious damage to their vehicle, the driver manages to
03:11escape again.
03:127, 6, 8, off the curb, going eastbound through the lot.
03:17We're going to go past First Citizens Bank.
03:20We're in pursuit, come out past, still in the bank lot, still in the bank lot.
03:26Eventually, they make it out of the parking lot and onto local roads.
03:30Okay, we are northbound on Bayshore Drive, passing also.
03:34Again, if you want it for retail thefts, speeds are 40.
03:37There's no traffic, there's no pedestrians, still northbound passing.

03:43He did strike multiple times.
03:51Despite hitting this oncoming car, the suspect continues to drive recklessly.
03:58Someone check on that car, it's a black sedan.
04:01It's going to go southbound on court in the wrong lanes of travel.

04:09But seconds later, after crossing back into the correct lane...

04:15...the SUV hits this median...
04:17...and then, while attempting to make this right turn, it skids into a construction zone.
04:23...the driver takes off.
04:37And multiple officers begin foot pursuit.
04:45But one officer stays behind and approaches the SUV.

05:15With the passenger in custody, officers continue pursuit of the driver.

05:43both suspects along with the third accomplice who stayed in the store were arrested
05:49they were id'd as 27 year old robert hill 29 year old little cherry galleon and 18 year old
05:57velocity mcbride hill the driver was charged with fleeing eluding police second degree
06:04recklessly endangering safety resisting an officer retail theft and hit and run involving injury
06:11galleon and mcbride were both charged with retail theft hill took a deal pleading guilty to fleeing
06:17eluding police second degree recklessly endangering safety and resisting an officer the retail theft
06:24and hit and run charges were dismissed he was sentenced to two years in prison and three years
06:30extended supervision galleon pled guilty to misdemeanor retail theft and was sentenced to one
06:36year of probation the case against mcbride was dismissed by prosecutors after they were not
06:42able to meet the burden of proof two officers suffered minor injuries during the pursuit but
06:48made full recoveries the victim struck in the oncoming car was taken to the hospital and received
06:54treatment for three broken ribs as well as neck and shoulder pain
06:59that's where in fountain valley california where an officer is struggling with an attempted carjacking
07:09suspect who's trying to take her gun earlier a witness told police she saw a woman pulling out of a local
07:19middle school parking lot when a man approached her car and tried to open the door officers benjamin
07:26osorio and new may were dispatched to the area and found the shirtless suspect at a nearby gas station

08:04surprising location uh he's in the parking lot across from the pd as he cautiously walks toward the
08:09suspect osorio coordinates with officer may who's parked nearby he uh tries to run again just let him
08:16go happy i haven't been in the car when the suspect unexpectedly approaches officer may's car
08:24she opens her door with her gun drawn but after an exchange of words the suspect grabs her weapon
08:30and a struggle ensues officer osorio who's approaching on foot hears the struggle and calls it in
08:39she's in a fight call three
08:42as the struggle continues the danger intensifies as the suspect takes control of officer may's gun
08:59as she runs behind this postal truck for cover
09:11officer osorio arrives with his gun drawn

09:23the suspect ignores his commands and heads back toward the cruiser still holding officer may's gun
09:30hey put it down and when he makes it all the way to the police cruiser's driver's seat

09:53the suspect is shot and the officer calls for medical support start 80 start 80

10:05paramedics soon arrive and perform cpr on the suspect
10:07we have him out of the car
10:09we have the gun secured ten four we're uh performing first aid cpr copy cpr and first aid and confirming
10:16it's the suspect that's the firm officers are code four ten four officers code four
10:24despite receiving medical aid and cpr the suspect now i.d. as 26 year old ocean mcclintock died from his injuries
10:33no one else was injured during the incident
10:40next we're in milwaukee wisconsin where local police are in pursuit of a man wanted for hit and run
10:48earlier officers andrew langer and justin torres were on patrol when they spotted a vehicle matching the description of a truck involved in a hit and run incident with a pedestrian the day before
11:00the victim was left in critical condition with a punctured lung and two fractured femurs
11:07officers followed the truck down an alley and attempted a traffic stop but the suspect took off
11:15now additional ground units join in the pursuit as the fugitive drives erratically ignoring traffic laws
11:29and then speeding up onto the freeway

12:01As the suspect exits the freeway and hits local streets,

12:13and then almost running over this pedestrian.

12:26Headed up, he's squirping at officers when they're throwing sticks.
12:29In an attempt to slow the fugitive down,
12:32police set up multiple sets of stop sticks just up the road.
12:36But as he approaches, the driver speeds directly toward a cruiser
12:40parked in the left emergency lane.

12:49But at the last second, he swerves away from the cruiser
12:52and directly into the stop sticks.

13:12and up ahead, another set of sticks is waiting.

15:35as 19-year-old Thomas Poe.
15:37He was charged with hit-and-run,
15:40recklessly endangering safety,
15:42fleeing and looting an officer,
15:43and possession with intent
15:45to deliver cocaine.
15:47Poe pled guilty to all charges
15:49and was sentenced to six years in prison
15:51plus five years extended supervision.
15:54The passenger in the vehicle
15:56was not charged.
15:58The victim in the original hit-and-run incident
16:00suffered serious injuries
16:02but made a full recovery.
16:04Next, we're in Panama City, Florida
16:09where Bay County deputies
16:12are in pursuit of a fugitive
16:14wanted for aggravated assault
16:16and drug charges.
16:19Earlier, while other officers
16:21were engaged in high-speed pursuit
16:22of the suspect,
16:24these deputies set up a roadblock
16:26at this intersection
16:27along the chase's likely route.
16:30And when the suspect arrived there,
16:35deputies sprung into action.

16:50The driver,
16:51who appeared to be boxed in
16:52by other cars waiting at the roadblock,

17:06he saw an opening
17:07and made his move.

18:43The fugitive was identified
19:07as 59-year-old
19:09Rex Allen Taylor.
19:10Investigators found
19:13meth,
19:13marijuana,
19:14and $2,200
19:15that Taylor
19:16had thrown out the window
19:18during the chase.
19:19And he later told police
19:20that he'd just traveled
19:22to Pensacola
19:23to purchase
19:24$7,000 worth of meth.
19:27Taylor was charged
19:27with resisting
19:28an officer without violence,
19:30aggravated assault
19:31on law enforcement,
19:33manufacture of
19:34narcotics paraphernalia,
19:35trafficking over
19:36200 grams of meth,
19:38possession of marijuana,
19:39and other charges.
19:42He pled no contest
19:43to drug trafficking
19:44and fleeing
19:45attempting to elude
19:46and was sentenced
19:47to 20 years in prison
19:48with credit
19:49for 271 days' time served.
19:52Taylor is scheduled
19:53to be released
19:54after 19 years
19:55when he'll be
19:5679 years old.
