01:54as patrol officers we're always out and about and we always arrive before the fire department

09:32from their burning home in the chaos it is unclear how many people are still inside

12:43it was definitely panic inducing you know i started thinking what if we hadn't found all of them
12:49it was a huge sign of relief that we did not miss anyone
13:19we got everyone out and all of my co-workers all the officers were safe outside
13:27we started to look into getting medical aid for everyone

13:36i was standing with the mother and she had fainted
13:39and i was trying to wake her up get her on the side
13:42i believe the mother did not realize that her daughter was out of the house she was still in

14:17i couldn't begin to imagine how traumatic this was for the family i couldn't imagine you know having
14:22a child and and not being able to help them out of the house i'm just glad that we were there and
14:27able to you know make a difference for them
14:31all family members are accounted for
14:38does anyone know what started the fire were you all sleeping and it was just a fire
14:42the family was asleep when the fire had started the cause of the fire remains unknown

15:06it was really an incredible job by everybody that was involved
15:08i remember i was coughing like non-stop and one of the firemen was like i think you guys might need
15:20to get checked out because i just i could barely stay a sentence without non-stop coughing
15:26so we ended up getting loaded into the ambulance and taken to um corwell farmton hills hospital
15:33and uh inevitably getting intubated and and requiring you know breathing treatment and
15:40and medical aid for a few days there was some scar tissue built up in my lungs
15:46but luckily recovery is doing good i'm back to full duty the family has recovered and everyone's safe

16:48don't assume the worst we might be surprised at what we're going to run into but if we assume the

18:07as i get to the door one of the children comes out he says she's in the back

18:22we actually entered the bedroom where the victim was lying on the ground

18:46her pupils were dilated she wasn't breathing yeah it's
18:55it looks like brain batter on the other side yes yeah it looks like entrance in the cheek
19:04she had a head wound that was significant she had a couple of other injuries that i noted
19:11they appear to be gunshot wounds
19:19the woman is kimberly foster mother of four including a four-year-old boy

19:34everybody else need to get out of this house as soon as it's clear and we need these kids out
19:37we need to remove them from the scene for their own safety and well-being that little boy that was
19:54in that room is going to remember the last time he saw his mother lying on the floor and that's going

20:22in the corner of course and those are 40s at least where there's a shooting we can have a couple of
20:31casings in this case there were eight all directed at her i would argue that there was some level of
20:40hatred at least in that moment towards her and he was going to make her pay for it can we get suspect

20:55we had other officers who interviewed victims children and they actually identified who the suspect
21:03was by name dorian larkin kimberly foster's neighbors say she and larkin had a volatile relationship
21:13he brought extreme violence in front of children he needs to be brought in
21:25we did receive information that he was driving a silver passenger car
21:29with the technology there's license plate reader cameras really everywhere you can't really drive
21:36without hitting one of these cameras it's harder to hide
21:43at that point we have a hit at a particular location came back to temecula california 30 miles away
21:51riverside county sheriff's deputies engage in a pursuit they lead larkin back within city limits
22:02where oceanside police can pick up the chase
22:06io rso has located the vehicle you're currently in pursuit south of the street approaching rainbow valley
22:15larkin won't pull over officer cisneros joins the chase
22:21about 55 miles an hour number one when you weren't down from that two
22:25and north river being ready to turn back up and down let's get some spikes set up on this
22:29array he's gonna do circles we were alerted that he's going southbound on the 15 deputies are in
22:36pursuit of him and he's coming back to oceanside he's doing the same turns he's doing the same things
22:43and he's buying time for himself to plan his next move
22:48i don't know how much gas he has in his car or how many rounds he has in his gun but something's
22:57going to happen you know they might be coming back here yeah you need to paste uh 76 college for a

23:11officers get ahead of the chase to set up stop stakes

23:47we're pursuing a murder suspect who is still armed with a handgun

24:04the only appropriate thing to do is stop him as quickly as possible before he can hurt anyone else
24:20the community is at risk we need to catch this guy
24:40the murder suspect's vehicle runs straight over the stop sticks but the chase isn't over
24:54he hit some spikes and he continued pretty fast
25:18at that point i'm now number two in the pursuit trying to maneuver my way around
25:24to put myself in the best position if he did crash and and foot bail
25:32and up to right down to north river guns
25:36there's possibly 65 pressure about him
25:38we're in the parking lot

25:44larkin pulls his damaged car into a shopping center parking lot
25:48the suspect larkin was coming out
26:16the suspect larkin was coming out of the driver's seat and had the gun in his right hand
26:22kind of shooting it across his body like this at us
26:28that front door of his car pops open and i'm looking right at him i see his face and he's squaring me up
26:40i'm hearing the gunshots go off
26:46that's when it kind of slows down and those gunshots get pretty muffled
26:52but i can see the orange flashes right in front of me it was just
26:57kind of just just survive at that point don't get hit
27:01that's when i get up on my gun and and i start shooting at him
27:15we have to engage violence not because we want to but because we have to
27:19we don't have like night vision or stuff like that so i don't know if he gets hit or not
27:33larkin abandons his car and flees on foot now we're going from a closed shopping center to
27:42occupied homes so now the immediate threat is is he going to break into somebody's home and then
27:49are we're going to have a barricade hostage type situation looks like he's been running toward gold

28:16officers close in and surround larkin who is lying in the middle of the road
28:46he is on the ground laying on his back and not moving
28:53as we started to walk up you definitely could see a handgun in his right hand right at his head
29:23it was my belief that time he had inflicted his own gunshot to himself
29:38the deceased subject is identified as dorian larkin once we confirm that he was dead
29:50i won't say it brings me back down but now we know that the threat is neutralized
29:55yeah yes i mean the biggest thing is he's not a threat to officers anymore
30:01so i i fired you did yeah okay he fired too about five six
30:07you try to kill a lot of people on scene
30:15he's shooting at the police he's shooting at the badge i don't take it personal at the same time
30:28people didn't get to put to justice him being dead on the ground he decided that for himself and he
30:34ended on his terms i think the most significant thing that stands out here is the violence in
30:40front of children because that's pretty rare the child that walked me to the apartment you could
30:46clearly see the sense of urgency to help his mom but there was nothing we could do that family's
30:53going to be devastated those children are going to be devastated for the rest of their life
30:56the annual skyway 10k race is taking place across the iconic skyway bridge
31:22between teresia and saint petersburg the bridge of southbound lanes will be free flowing and open
31:29to traffic but the northbound lanes will be closing at 3 30 a.m and will reopen at 11 a.m you're looking
31:36at anywhere from seven to eight thousand runners coming northbound across that bridge over the course of
31:41several hours sergeant carter and trooper shuck from the florida highway patrol are stationed at the i-275
31:50northbound toll plaza i am the closest to the race participants so if anything's going to happen
31:56the last person they're going to get to is me everybody was having a good time and you know it was
32:03getting towards the end of the race steve we just had a car come running through the barricade down here

32:50stopping i was worried because this hasn't happened before we have now people on a bridge and they have
32:59nowhere to go if a car comes through this she's well in excess of 100 miles an hour northbound

33:16thousands of people still on that bridge and so i said tony alan go stop her
33:20i just accelerate as fast as i can to go southbound to try to intercept the car coming northbound i want
33:31to get as far as away from the bridge as possible because i want to have enough time to do whatever
33:37i need to do to stop the car signal 14 i've lost visual on her she's well in excess of 100 i can't
33:43even see her anymore she's probably just about to the toll plaza at that point you get a little bit of
33:49a knot in your stomach you get um you know the hairs on the back of your neck stick up and you're
33:54thinking okay what's going on this is not normal officers station themselves in front of the toll plaza
34:03and try to get the driver to stop silver bmw two door an elderly white female mid-aged white female
34:13she's coming she's coming she's coming it's going through your mind what's the intentions
34:31a possible terrorist attack does play into it is she going to plow through the runners and you know
34:38try to hurt and kill people we didn't know at the time and that's why it was so critical to to stop her
34:44get going at least 100. when she hit the toll plaza she was roughly about a half mile from where
34:54the runners actually started running the suspect driver is coming up behind them they're running in
35:00the opposite direction so it's not like you could even see this coming there's a wall and then there's
35:05a wall and then there's water there's nowhere for them to go even if somebody at the tail end started
35:12screaming the people in the middle wouldn't know anything about it watching her coming past that
35:24second checkpoint there with those other officers you now realize that you're going to have to take
35:29some sort of action to to get this person to stop

37:26It was just within those last seconds that I realized she wasn't going to stop.
37:31And then that's when I pretty much braced for impact.
37:33I don't initially have pain because I have all that adrenaline going on.
37:46But I wanted to get out of the vehicle because, of course, you know, your next concern is, is the car going to catch on fire?

38:59when i arrived on scene uh within a few minutes of the crash occurring tony's vehicle was still
39:06on the roadway devastating damage to the vehicle tony was already being treated by emergency
39:12medical personnel the suspect's vehicle again devastating damage to that vehicle as well
39:19had spun out along to the shoulder trooper shuck sustained a concussion two herniated discs
39:27and a tear in her back leaving her with lifelong injuries we are not trained to go ahead on with
39:35any vehicle and that was not my intention that day my intention was to get her to slow down or to get
39:43her to swerve off and stop the crash was not the intent the crash was um or the crash was was her
39:50choice she struck me the suspect kristen watts sustains a broken ankle in the crash
39:59after stating she suffers from mental health issues watts pleads guilty to driving under the influence
40:06with property damage and personal injury and fleeing or attempting to elude law enforcement
40:12she's sentenced to 10 years in prison and four years probation
40:16i don't even think she knew what she was doing her level of intoxication uh was over three times the legal limit
40:29a head-on collision is probably the deadliest collision to get any vehicle to stop ever since
40:36i've been in law enforcement i carried my grandmother's bible
40:38my grandmother um she uh was like a second mother to me
40:48when my mom was at work she took care of me i think i had a guardian angel
