00:33there's nothing on there that the Russians haven't asked for over and over in their maximalist demands.

00:38And that caused the U.S. government, the president and the secretary of state to cancel that

00:44proposed summit in Budapest a couple of weeks ago. So this is a nonstarter for the Ukrainians. I think

00:51it's probably a nonstarter for the Americans. And it's clearly a Wyckoff-Dmitriev document.
