00:37Based on IMF projections that the war could end by the end of 2026, Ukrainian budgetary and military needs for the next two years amount to 135 billion euros.
00:49In a letter on Monday, the president of the European Commission outlined three different options for providing additional financial support to Ukraine.
00:5890 billion euros in EU countries' bilateral contributions, the assistance would be disbursed as a non-repayable grant and be accounted against a member state's national budget.
01:09Joint debt, the interest would have to be covered by either national guarantees or the bloc's common budget.
01:16And 140 billion euros in a reparations loan based on frozen Russian assets, Kiev would be asked to repay the loan only after Moscow agrees to compensate for the damages.
01:26Fearing potential legal ramifications, Belgium has repeatedly opposed issuing reparations loans to Kiev based on Russian assets held at Euroclear, a financial services company headquartered in Brussels.
01:39Fond der Leyen's meeting with Belgian Prime Minister Bart Deweyver last Friday to advance the talks has so far resulted in limited progress.

01:59Ukraine's president Volodymyr Zelensky signed a letter of intent in Paris alongside his French counterpart Emmanuel Macron.
02:06This agreement is expected to take place over a 10-year period, according to the Elysee Palace.
02:13Zelensky called the deal historic and in addition to fighter jets, Ukraine will also purchase drones and other defense systems.
02:40Macron believes that the agreement will strengthen Kyiv's deterrence capability and prevent any attempt at incursion in the future.
03:08At least three people have been killed and 11 others injured in an overnight Russian missile strike on the Ukrainian town of Balaklija in the Kharkiv region, local authorities said on Monday.
03:24The head of the regional military administration said four girls aged 12, 14, 15 and 17 were among those injured.
03:32He added that the missiles struck residential high-rise buildings and vehicles parked nearby.
03:38Russian drones also attacked the Odessa region, damaging energy and port infrastructure in several cities, according to the regional administration head there.
03:48The attack sparked multiple fires and damaged an unspecified number of civilian vessels.
03:54One person was injured in the strikes.
03:56Ukraine's air force said Russia fired two ballistic missiles and 128 strike and decoy drones across the country overnight.

07:33Former Labor Minister Jeanette Jara of Chile's ruling Communist Party secured a narrow lead against far-right candidate José Antonio Cust in Sunday's first presidential election round.
07:43Jara received 27 percent of the vote, against Cust's 24 percent, meaning a runoff will be held on the 14th of December.
07:52Jara faces a challenge ahead of her as the first-round results showed strong support for right-leaning candidates.
07:59Businessman and celebrity economist Franco Parisi performed better than most polls suggested by securing roughly 20 percent of the vote, finishing third.
08:08Another 14 percent of the votes went to Johannes Kaiser, a libertarian congressman and a former YouTube pundit, positioning himself further to the right than Cust.
08:20Chile's traditional center-right coalition under Evelyn Matei won around 12 percent of the vote.
08:26Not all of the divided right is guaranteed to go to Cust.
08:30Several Kaiser and Matei voters interviewed at polling stations on Sunday said they would refuse to support Cust, citing his strongly conservative platform.
08:43In a referendum held on Sunday, Ecuadorians voted against a proposal to host foreign military bases, as well as another to launch a process that could lead to a new constitution.

09:42South African-born artist Ralph Zeman has spent his life fighting violence, not with weapons but with art.
09:53His monumental installations were interpreted military symbols to transform them into tools for dialogue and reflection.

10:03I was brought up by my parents but also very much by the African staff who worked at my house.
10:07To see the sheer brutality that the apartheid state brought down on black people to keep them in fear and suppressed really made an impression on me.
10:17Weapons of mass production is a three-piece art project consisting of replicas of an AK-47 assault rifle, a Casper armoured personal carrier and a MiG-21 fighter jet.
10:26Each of these objects was covered with millions of glass beads crafted by African artisans.
10:31It was seen as a low craft. It was done by black people under apartheid.
10:37And perceived as having very little value.
10:39I wanted to take those skills and those talents and turn it into modern contemporary art.
10:45According to the artist, each part of the project symbolises a different dimension of violence.
10:50So the first was the AK-47. It dealt with gun violence. It dealt with the proliferation of weapons.
10:55The second in the series was the Casper. It was designed and built in South Africa in the 80s.
11:01And they sold them to repressive governments around the world.
11:04So thirdly, coming to the MiG-21 is the most mass-produced supersonic fighter jet of all time.
11:11Ziemann believes that physical proximity to an object of war transformed into an art piece is an act of reclaiming power over violence.
