00:00We have breaking news in Washington tonight where it appears a deal has been reached to end the
00:04government shutdown. You're going to take a live look at a live picture here of the Senate floor
00:09where senators just took a procedural vote to advance legislation to reopen the government.
00:15The bill advanced by a vote of 60 to 40, just barely meeting the 60 votes needed to keep it
00:20moving forward. Now that the bill has cleared this major hurdle, it's a question of when the
00:25bill passes, not if. The vote came after a handful of Democrats agreed to support the Republican bill
00:31that would extend government funding through the end of January. Some of those Democrats shared
00:36concerns about the devastating impact of the shutdown now in its 40th day.
00:43I need a moratorium on the punishing of the federal workforce. That's what I need. And so I joined this
00:49group to make sure that we could get important protections for federal employees. And what we
00:54have in this bill is the restoration of all the furloughed employees and a guarantee of their
01:00back pay, the restoration of all RIFT employees who got RIFT after October 1 with all of their back
01:06pay. But the deal does not include the Democrats' key demand. They called for an extension on Obamacare
01:13subsidies to keep premiums from skyrocketing. There is just the promise of a future vote on health
01:19care. Despite that, Illinois Senator Dick Durbin is one of the Democrats supporting the plan. He released
01:25a statement saying, in part, at Democrats urging, today's bill is not the same one we voted down 14
01:31times. Republicans finally woke up and realized their groundhog day needed to end. This bill is not perfect,
01:38but it takes important steps to reduce their shutdowns hurt. Not only would it fully fund SNAP for the year
01:44ahead, it would reverse the mass firings the Trump administration ordered throughout the shutdown.
01:51Illinois Senator Tammy Duckworth is not supporting the plan. Tonight, she says,
01:55I simply cannot and I will not vote to do anything to protect them from Trump's vindictive and malicious
02:02efforts in exchange for a vague promise from the least trustworthy Republican Party in our nation's
