00:41Russ takes no pleasure in this.
00:42Russ wants to see a smaller, more efficient, more lean, effective federal government as
00:46we do, but he doesn't want people to lose jobs.
00:49He doesn't want to do that, but he has.
00:51That's his responsibility, so he's very carefully, methodically, very deliberately looking through
00:56that to see which decisions can be made in the best interest of the American people.
01:00That's his obligation, and that's his real desire.
01:03They have taken hostage the federal government and, by extension, the American people, who
01:08are the only losers in this.
01:09Everybody's talking about who wins and who loses and who gets the blame.
01:13That's not what this is about.
01:14This is about what's doing in the best interest of the American people.
01:17They have an opportunity, a fourth opportunity, fourth time today, fourth time to vote, to open
01:23up the government, and to allow us to do the rest of the work that the American people
01:27expects us to do.
