00:00Have you or someone you love ever felt trapped in an abusive home or just needed someone to talk to?
00:06Sometimes, help starts with a single call.
00:09When someone dials 15999, trained officers from Taliyan Kase are on the line,
00:14ready to listen, assess, and connect callers to the help they need.
00:18The 24-hour hotline, run by the Women, Family, and Community Development Ministry,
00:22handles thousands of calls every month.
00:25Rosie Lakatan, the ministry's head of corporate communications,
00:28said the process begins as soon as a call or message is received.
00:32Agents first determine whether it's a complaint or a simple inquiry.
00:36For inquiries, information is given directly through a phone call, WhatsApp, or the mobile app.
00:42If it's a complaint, agents collect the victim's details before sending the report to the nearest District Welfare Office for immediate action.
00:50Investigations by the Welfare Department follow strict procedures, and officers must report back within 14 days.
00:56Urgent cases, such as domestic violence or child abuse, are prioritized and refer to the police or welfare officers for rapid response.
01:05Between May and September this year, Taliyan Kase received more than 13,000 requests for welfare aid,
01:1111,000 counseling-related calls, and 3,000 child-related complaints, a sign of growing awareness and trust in the service.
01:18According to Women, Family, and Community Development Minister, Nancy Shukri,
01:23many callers seek guidance from how to apply for welfare aid to where they can turn for protection or counseling.
01:29So, we will receive issues with women, such as sexual assault,
01:37so what we can do is people ask about the program-program for women.
01:43So, our children, our UQ, our people, our people, our people, our families,
01:49who were left with children, they were in a prison, they were in a prison,
01:55issues such as these issues, they wanted to ask where they could go.
01:58The rising calls, Nancy said, shows that more Malaysians are aware of where to seek help and are willing to reach out.
02:28That growing awareness is part of the ministry's Awat OK Thought campaign, launched in October to normalize conversations about emotional well-being and community care.
02:43Nancy said the campaign and Talian Kase share the same goal, ensuring no one in distress is left unheard.
