00:00Cebu City has been placed under a state of calamity as Typhoon Tino's devastation continues to unfold.
00:07Authorities are working around the clock to provide relief, with thousands displaced and critical infrastructure severely damaged.
00:14Emergency funds have been mobilized to speed up recovery efforts, but challenges remain in restoring power, water and access to affected areas.

01:04Cebu City can now access P153 million in calamity funds.
01:10On the ground charms, the situation remains dire.
01:14Some communities are still buried in mud and debris.
01:18Homes were swept away, and major roads remain blocked.
01:21Only 46% of the city has electricity restored, and water service has been restored thus far, just 47% of affected areas.
01:34More than 15,000 residents are currently in evacuation centers.
01:38City officials are urgently appealing for volunteers, including heavy equipment, operators, truck drivers, chainsaw crews, and debris clearing teams.
