00:00Welcome back. Security is sustained through justice, development and respectful life, not through war.
00:06Declared President Claudia Sheinbaum as she announced a new strategy to bring peace and justice to the people of Michoacan in the southwestern region of the country.
00:16Her statement follows the assassination of Ur-Wapan's mayor by organized crime groups.
00:22Antonio Aranda provides more details in the forum report.
00:24President Claudia Sheinbaum announced the Michoacan Plan for Peace and Justice to address the security crisis affecting the state in response to the violence perpetrated by organized crime groups.
00:42We act with responsibility, with justice and with respect for the people.
00:46That is why today I announced the Michoacan Plan for Peace and Justice and Integrated Strategy, rooted in a deep conviction that security is not sustained through war, but through justice, development and respect for life.
01:01President Claudia Sheinbaum explained that this plan will be built with the participation of all social sectors and will not involve a military deployment, as was the case during the neoliberal period.
01:18This plan, in order not to be imposed from the top down, seeks to be enriched by the voices of indigenous communities, of women, of young people, of municipal and state authorities, of rural workers, of victims, and of families who, despite their pain, continue to believe in justice and the common good.
01:39The president pledged to present the plan in detail next week.
01:50Throughout this week, we will listen to communities, traditional authorities, churches, and the productive and social sectors to strengthen the plan with their perspectives and experiences, so it can be presented in the coming days.
02:04President Sheinbaum faces a climate of violence in Michoacan, a legacy of the failed militarization experiments during the neoliberal administrations of former presidents Philippe Calderen and Enrique P. E. Anito, according to this investigative journalist.
02:24It stems from a poorly implemented security strategy dating back to the launch of the joint Michoacan operation in 2006.
02:36The arrival of Philippe Calderen to the presidency is not necessarily a consequence in that sense, but it marked the beginning of a security approach that has failed an approach with various nuances, carried out in different ways, and whose long-term consequences we are now witnessing.
02:52The main challenge of the plan to bring peace to Michoacan is to overcome decades of impunity.
03:03I believe impunity is the first and foremost issue in Michoacan as long as there are no consequences for any crime, homicide, extortion, kidnapping, all the offenses we've seen grow and explode in recent years.
03:19No strategy will work.
03:21No, no, no, no van a funcionar las estrategias.
03:25Grecia Quiroz, viuda de Carlos Manzo, Grecia Quiroz, widow of Carlos Manzo, called on society to demonstrate peacefully and urged that the pain of the Michoacan people not be exploited for political gain.
03:38I ask the citizens who are demonstrating in certain areas of Europe and engaging in acts of vandalism to please do so peacefully because we know that many groups will try to take advantage of this situation.
03:59Grecia Quiroz, viuda de Carlos Manzo, Grecia Quiroz will assume office in the coming days as mayor of Uria Appen, and she has pledged to continue the fight against insecurity in the municipality.
