ಬಿಹಾರದ ಔರಂಗಬಾದ್‌ನಲ್ಲಿ ಪ್ರಚಾರ ಮಾಡುತ್ತಿದ್ದ ವೇಳೆ ರಾಹುಲ್ ಗಾಂಧಿ ತಮ್ಮ ಭಾಷಣದಲ್ಲಿ ಭಾರತೀಯ ಸೇನೆ ವಿರುದ್ದ ಮಾತನಾಡಿದ್ದಾರೆ. ಮೇಲು ಜಾತಿಯವರೇ ಭಾರತೀಯ ಸೇನೆಯನ್ನು ನಿಯಂತ್ರಿಸುತ್ತಿದ್ದಾರೆ. ಹಿರಿಯ ಅಧಿಕಾರಿಗಳು, ಬ್ಯೂರೋಕ್ರಸಿ, ಕಾರ್ಪೋರೇಟ್ ಕಂಪನಿ, ನ್ಯಾಯಾಂಗ ವ್ಯವಸ್ಥೆಯಲ್ಲೂ ಇದೇ ಮೇಲು ಜಾತಿಯವರೇ ಇದ್ದಾರೆ. ಭಾರತೀಯ ಸೇನೆ ಕೂಡ ಇದೇ ಶೇಕಡಾ 10ರಷ್ಟಿರುವ ಮೇಲು ಜಾತಿಯವರೇ ನಿಯಂತ್ರಿಸುತ್ತಿದ್ದಾರೆ ಎಂದು ರಾಹುಲ್ ಗಾಂಧಿ ಹೇಳಿದ್ದಾರೆ. 
Congress MP Rahul Gandhi on Tuesday stirred a controversy during a campaign rally in Bihar's Kutumba, ahead of the Assembly election that begins on Thursday, after claiming that the Indian Army is "under the control of 10 per cent of the country's population", in a reference to the upper castes.
