03:39The report finds that only 60 parties to the Paris Agreement, covering 63% of greenhouse gas emissions,
03:46had submitted or announced new mitigation targets for 2035.
03:49Implementing only current policies would see global temperatures rise by 2.8 degrees Celsius,
03:57progress from last year's predicted 3.1 degrees but not enough, the authors say.
04:02They add that countries now need to go all-in on climate action.
04:06The European Union is one of the six largest contributors to total greenhouse gas emissions, the report said.
04:12The EU's current target is to reduce net greenhouse gas emissions by at least 66% to 72% from 1990 levels by 2035.

04:33shortly after he had been rescued.
04:36Part of the medieval Torre dei Conti collapsed Monday morning during renovation work.
04:42Three workers were rescued unharmed, another worker was hospitalized in critical condition,
04:48and the fifth worker, a 66-year-old Romanian man, had remained stuck under the rubble.
04:54The man was rescued on Monday night after being stuck for almost 12 hours.
04:59He was rushed to the hospital but his heart stopped while he was in the ambulance.
05:03Firefighters were in the midst of the first rescue attempt when another part of the tower crumbled.
05:17The tower had been closed since 2007 and was undergoing an almost 7 million euro restoration.
05:25Rome's prosecutor's office has opened an investigation into the incident.
05:29Belgium has raised concerns over what it called unidentified drone flights near a military base
05:39where U.S. nuclear weapons are stored.
05:42According to Defense Minister Theo Frankin, the flights spotted during the weekend
05:47seemed to be part of a spying operation.
05:50The Belgian defence chief on Monday confirmed that drones had flown into the area near the
05:57Klain-Brugel airbase in northeast Belgium in two phases on Saturday and Sunday night.
