00:20have been found for probable cause to warrant their inclusion in the latest list of suspects to be charged in the flood control scam,

00:30The Independent Commission for Infrastructure, or ICI, will recommend the filing of charges against three new incumbent and former Senators
00:39over alleged anomalous flood control projects.
00:43ICI Chair and retired Justice Andres Reyes Jr. said these three were not included in their initial recommendations.
00:50We will be filing at least cases against three sitting or former Senators, at least three, next week.
01:03Chairman Reyes declines to release their names for now, but it can be recalled that Senators Joel Villanueva and Jingoy Estrada
01:11were already implicated by the ICI before the Ombudsman on its previous recommendations.
01:17Other Senators also allegedly involved in flag control mess, but were not yet recommended for charges,
01:23are former Senate President Francis Cheese Escudero and former Senators Bong Revilla and Nancy Binay.
01:30Meanwhile, the ICI also submitted its fifth referral to the Ombudsman,
01:35recommending the filing of additional charges against former Department of Public Works and Highway Secretary Manuel Bonoan
01:41and other former DPWH officials over a discovered 74 million peso ghost flood control project in Hagonoy, Bulacan,
01:50implemented by Bulacan First District Engineering Office and contractor Darcy and Anna Builders and Trading.
01:57The project involves the construction of labor bank protection structure at Barangay Carillo, Hagonoy, Bulacan.
02:06Based on the report endorsed by the Commission on Audit, COA,
02:13it was established that no structure was constructed at the location specified in the approved bid plans.
02:23Among those recommended to face criminal charges are former Bulacan First District Engineer Henry Alcantara,
02:30former Bulacan Assistant District Engineer Bryce Hernandez,
02:33and contractor Darcy Kimmel Respecio.
02:36Administrative cases were meanwhile recommended against Bonoan and former DPWH undersecretaries Roberto Bernardo and Maria Catalina Cabral.
02:45The ICI moreover confirms it sent subpinas to top 15 contractors who bag most flood control projects in the country,
02:53and they were asked to submit documents and records of their flood control projects from 2015 to 2025.
03:00The ICI then assured thorough case buildup and gathering of evidence amid President Ferdinand R. Marcos Jr.'s pronouncement
03:08that all cases to be filed will be strong and firm,
03:11and they will stay and last until the persons involved are put behind bars.
