00:00A federal judge has blocked the Trump administration from deploying the National Guard in Portland,
00:08saying there's no credible evidence protests there were out of control, more than sporadically
00:13violent. National Guard troops had been staging a training basis after the administration
00:18activated units from both Oregon and California to protect the city's ICE facility, a focal point
00:24for protests since last summer. Judge Karen Immergut ruled the move exceeded the president's
00:30authority, violated state sovereignty, and did not meet the constitutional definition of a rebellion.
00:36Similar Guard deployments to cities like Los Angeles and Chicago have also faced resistance
00:41from local officials and sparked court challenges. The administration is expected to appeal while a
00:47related case continues in the Ninth Circuit.
