00:00A federal judge in Oregon on Sunday temporarily blocked President Donald Trump's administration
00:06from sending any National Guard troops to police Portland.
00:09The ruling by U.S. District Judge Karen Emmergut came just one day after she temporarily blocked
00:14Trump from deploying 200 Oregon National Guard troops to the city, saying that protests there
00:20did not warrant a military presence.
00:22The administration then moved to call in troops from California and Texas, which Judge Emmergut
00:28blocked on Sunday, saying that, quote, nothing had changed since her earlier ruling.
00:34National Guard troops are state-based militia forces that answer to their governors, except
00:38when called into federal service.
00:40Trump has said their deployment to Portland is necessary to respond to protests at an
00:44immigration facility in the city, which continued on Sunday evening.
00:49Emmergut's ruling will remain in effect until at least October 19th.
00:53That means the Trump administration will be blocked from sending National Guard troops from
00:57any state or Washington, D.C. to Portland, while Oregon and California seek a longer-term
01:03ruling in court.
01:04The ruling is a setback for the president as he seeks to dispatch the military to cities
01:09over the objections of their Democratic leaders.
01:12There was no immediate comment from the White House or Pentagon on the latest court ruling.
01:17Earlier Sunday, Trump said Judge Emmergut should be ashamed of Saturday's decision.
