00:00President Trump is now threatening to invoke the Insurrection Act, saying he'd do it, if necessary,
00:08if courts or local officials try to block his deployment of National Guard troops.
00:13The comment comes as Illinois Governor J.B. Pritzker accused the administration Monday
00:18of staging a military-style invasion of Chicago.
00:22The state and the city filed a lawsuit Monday to block the federalization of the Illinois Guard.
00:26There is no invasion here. There is no insurrection here.
00:31And local and state law enforcement are on the job and managing what they need to.
00:37Without my permission and against my vigorous objections,
00:42the president has federalized 300 Illinois National Guard military troops
00:47and hundreds of National Guard members from Texas.
00:51Let me be clear. Donald Trump is using our service members as political props
00:58and as pawns in his illegal effort to militarize our nation's cities.
01:04The Department of Homeland Security shot back, calling Pritzker's claims a smorgasbord of lies
01:09and saying he should, quote, get out of his mansion and see Chicago.
01:13If J.B. Pritzker actually walked the streets of his own city,
01:17he would see domestic terrorists and violent rioters attacking police officers
01:21and the scourge of violent crime as a direct result of his own policies.
01:26Later in the Oval Office, Trump described when he would actually invoke the Insurrection Act.
01:32We have an Insurrection Act for a reason.
01:34If I had to enact it, I'd do that.
01:36If people were being killed and courts were holding us up
01:40or governors or mayors were holding us up, sure, I'd do that.
01:44I mean, I want to make sure that people aren't killed.
01:47We have to make sure that our cities are safe.
01:49The Insurrection Act of 1807 allows the president to deploy the military
01:53for law enforcement purposes under limited circumstances.
01:57It was last used during the 1992 Los Angeles riots.
