The Finance Minister has confirmed late payment of salaries to government workers. Responding to a question in the House of Representatives today, Minister Tancoo attributed the ongoing delays to the re-alignment of various Ministries. Rynessa Cutting has more.
00:00After months of complaints from government workers of late payment of salaries, the finance minister has offered the following explanation.
00:08The delays relate to the ongoing realignment of government ministries and departments, which took effect at the beginning of October 2025.
00:18The process involved several steps, including the transfer of personnel, budgetary allocations and related administrative systems between ministries.
00:27During this transitional period, specific payroll and accounting processes required additional verification to ensure the accuracy and accountability of fund displacements.
00:40Stakeholders include the affected ministries and their employees, the Public Management Consultant Division, the PMCD, of the Ministry of Public Administration and Artificial Intelligence,
00:52the Service Commission's Department, the Treasury Division, and the Commercial Banks.
01:00Although 25 ministries were aligned in May and October 2025, the ministries experiencing severe challenges in processing their October payroll are the Ministry of Land and Legal Affairs,
01:12the Office of the Attorney General, the Ministry of Justice, the Ministry of Education, the Ministry of Tertiary Education and Skills Training, and the Ministry of Sport and Youth Affairs.
01:22Until employees under realignment are transferred to their newly assigned ministries, salaries will be paid and funds assigned by a hybrid process of the IHRIS system and manual payments.
01:37Minister Tangu says the majority of workers have already received their salaries and the remainder should be in receipt by Monday.
01:46As of today, most of the issues have been resolved and officers paid.
01:51The Ministry of Finance through the Office of the Comptroller of Accounts is working assiduously with the relevant affected line ministries, agencies and banks
01:59to finalise the finalise the necessary adjustments and to ensure that the remaining affected officers are paid by Monday, November 3rd, 2025.

02:17In saying so, we sincerely regret any inconvenience caused and thank all public officers for their patience and understanding during this period of administrative transition.
