00:00The House of Representatives approved and the Senate quickly rejected a seven-week extension of government funding.
00:07We are now 11 days out from a government shutdown, and there are no viable options on the table.
00:14The Republican-led funding bill was what's called a Clean Continuing Resolution, or CR, so it's a copy and paste of the current budget.
00:23In both the House and Senate, the votes were largely along party lines.
00:26Republicans say this is the best way to give Congress a chance to make a funding deal for all of fiscal year 2026.
00:33And so instead of working with Republicans to fund the government through a clean, nonpartisan, continuing resolution,
00:41so that we can get back to bipartisan negotiations on appropriations,
00:47Democrats are yielding to the desires of their rabidly leftist base
00:51and are attempting to hold government funding hostage to a long list of partisan demands.
00:57Senate Democrats introduced their own proposal, which included measures to extend Obamacare tax credits
01:03that help low-income Americans pay their insurance premiums,
01:06reverse Medicaid cuts Republicans passed in July,
01:09and prohibit the White House from blocking funding that's been approved by Congress.
01:13Republicans can vote to undo the destruction Donald Trump has inflicted on American health care
01:19and instead work on a bipartisan bill, the only bipartisan bill.
01:25So the big question is, if and when the government shuts down,
01:28who will the American people blame, Republicans or Democrats?
01:32A new poll from the progressive polling firm Data for Progress reveals
01:3559% of voters would blame President Trump and congressional Republicans,
01:40while 34% would blame congressional Democrats.
01:43In addition, 72% of voters support extending the Obamacare tax subsidies
01:47and 67% support restoring Medicaid.
01:50So with that in mind, Democrats are taking a stand in telling Republicans
01:54either include those measures or we'll vote against government funding.
01:57I don't want the government to shut down.
01:59I think that would be terrible for the American people.
02:01But the instructions that Republicans were given from the administration
02:04is don't work with the Democrats, don't talk to the Democrats,
02:06don't make any deal with the Democrats.
02:08And so, look, I hope it doesn't happen.
02:10I hope we can make some sort of deal.
02:12I hope we can save people's health insurance.
02:14You're feeling confident right now voting against this
02:17that the American people are going to blame Republicans if there's a shutdown?
02:20I think one thing is, this is about one thing.
02:22This is about the cost of health care and helping people out.
02:25And I think we're going to make it very clear, as we did today,
02:28this is a very easy thing to do,
02:30which is to help get people's health care costs down.
02:32So if the premiums came in, you would see yourself potentially voting yes?
02:36That's what we're expecting here,
02:38from the step up and do something on the premiums.
02:40And if they do that and help people out with premium costs,
02:42I think you're going to have a lot of good conversations.
02:43It's important to remember that everything Congress is debating right now is temporary.
02:48They need to come up with a permanent solution for funding for all of fiscal year 2026.
02:53And if they do that by the books,
02:55they need to pass 12 separate appropriations bills.
