00:00Joe Biden's presidential library will be located in Delaware, the state that shaped much of his
00:05political career. The project marks a new chapter in his legacy, with fundraising now taking center
00:11stage. But previous donors have signaled they don't plan on helping it take shape.
00:18Sources tell NBC News the library aims to raise between $200 million and $300 million.
00:24Some donors have expressed hesitation about contributing again,
00:28citing prior commitments and preferences to support other initiatives.
00:33Among them is Florida lawyer John Morgan, who raised $800,000 for Biden during his presidency,
00:39but says the money went to Kamala Harris after she became the Democratic presidential nominee.
00:44He told NBC News that he would like his money back. Presidential libraries are more than buildings
00:50filled with papers. They combine archives, museums and educational exhibits, giving the public a
00:56window into a president's time in office. Building and maintaining these libraries
01:01is costly. Staffing, maintenance and technology push annual expenses above $100 million,
01:07according to the National Taxpayers Union Foundation. Congress requires former presidents
01:12and their foundations to cover part of the cost, but taxpayers still fund most operations.
