00:00In Wales, companies such as Bute Energy and Green Gen Cymru, which are both owned by Windward Energy Limited,
00:05are prompting local concerns that the rules separating the electricity generation and distribution are being undermined by corporate restructuring tricks.
00:15Is the Minister confident that Ofgem's rules will deliver operational independence?
00:22Well, at the independence point, I am, but I'm always happy to have more conversations with Ofgem about the regulatory rules.
00:28So if he has specific things he wants to raise with me, I'm very happy to follow up with him.
00:32I'm not going to give away again because we've got very short time.
00:35Let me just be clear.
00:36While it is absolutely right that communities should have a voice in this, should be able to scrutinise planning applications,
00:42should be able to object and should understand what those objectives turn into in terms of the proposals,
00:48it is also right as a country that we recognise we do have to build infrastructure, and that has to be built somewhere.
00:54It is vital for our energy security and for the future of our country.
00:57And on the grid in particular, which I'll just focus on, it's suffered from decades of underinvestment.
01:04The legacy means that we are constraining much more of the cheap, clean power that we have in our system than we should have.
01:10The upgrading and expanding of the electricity network grid is not optional.
01:14And the reason that I challenge some of what the honourable gentleman said earlier was that a number of the proposals that he brings forward were not in the plans that the previous government had for the future of the energy grid.
01:23It was the previous government that said we need the great British grid upgrade and outlined actually many of the plans that are now being delivered across the country.
01:32Undergrounding wasn't a feature of those plans either.
01:35It's critical that our current grid, which was largely built in the 1960s, wasn't designed to handle the type of power generation we have now,
01:43but also wasn't designed for the electricity demand that we have now.
01:48It needs to be upgraded.
01:49It needs to be upgraded.
01:51It needs to be upgraded.
01:53It needs to be upgraded.
01:54It needs to be added.
01:56It needs to lead.
01:56It needs to haveilosofed mediaさい push.
01:58It needs to be generated.
02:00It needs to be upgraded.
02:01It needs to be upgraded.
