02:26I'm Mildred Galarpe.
02:28And I'm DJ Moises.
02:30Today on Beyond the Headlines, we turn our attention to Northern Cebu, where President Ferdinand Bongbong Marcus Jr.
02:37recently visited communities affected by the September 30, 2025 earthquake.
02:44Accompanied by key national and local officials, the President assessed the ongoing relief and rehabilitation efforts,
02:51including the installation of modular shelters under the Bayanihan Village projects in San Romeo and Bugo City.
03:00We'll also report on the status of the aid distribution, shelter conditions, and other developments in the government's response.
03:08Our reporter, Claudine Flores, who is currently in Bugo City, will provide us an update of this situation.
03:16Claudine, good afternoon.
03:19Good afternoon, Mildred.
03:20Okay, on the phone, kaoban na ito, Claudine, si DJ Moises.
03:25Good afternoon, DJ.
03:26DJ ang name.
03:27Good afternoon.
03:57Good afternoon.
04:27According to the SUD website, modular shelter for prefabricated structures designed for rapid development, often used for temporary housing after disasters, but also for emergency.
04:42Meanwhile, according to Bogos City, Mayor Mariachelle Miguel Martinez, in a separate interview, that previously during the quake hit,
04:56DHSUD commits that there will keep around 130 units of modular shelter to be built in Bogos City.
05:09However, this has no timeline, according to Mayor Martinez, yet that they are targeting two barangays to the house of the modular shelters.
05:21Second visit of President Marcos is the Philippine Red Cross tent city in Bogos City, where he specifically wants to check on the services being delivered to the family's intent, including water and food.
05:42According to CRC, Philippine Red Cross camp manager, there are 176 family tents, including other facilities.
05:57And these are housed by 162 families at 894 individuals.
06:05According to Marcos, he's happy to report that all damaged houses were in 10 cities already.
06:14Meanwhile, according to Department of Social Welfare and Development Secretary, Rex Gachalian, that there is an ongoing cash assistance release for the affected households for partially damaged families will receive 5,000 pesos.
06:36Also, for totally damaged houses, there will be 10,000 pesos they will receive.
06:42And Gachalian stressed that BSWD is basing on the data of the local social welfare and development.
06:51However, when asked if this is a final assistance that will be received by the affected families, Gachalian said that this is too early to say.
07:00He added that they are awaiting full assessment from each affected local government unit.
07:06Mildred, Mildred, Mildred, Mildred, specifically, I can't remember.
07:22However, when we asked Gachalian, as of the exact count of the partially and totally damaged families, he cannot specifically say because some LGUs have still assessing their data.
07:39But for Bugo City?
07:41Mayor Mayel earlier have said the damaged, the affected families.
07:54However, I cannot remember it exactly.
07:58Okay.
07:59Okay.
08:00You mentioned actually Claudine, 15 days after his last visit.
08:06And then, so this is already the 15th day, no?
08:09The second, the second na po din yan.
08:10Oh, oh, after his last visit.
08:12And then, ka na makita namang ginato from the photos that the 10th city and also the modular houses, they are already in place.
08:21Did the president communicate, unsa namang po ang priorities na po na to moving forward after this visit?
08:28The president, in a small speech, actually, did not mention the next move of the national government.
08:40However, as per the WD secretary, currently, only the cash assistant as of now that they have been doing.
08:51Okay.
08:52Okay.
08:53Okay.
08:54So, pila kamo dyan.
08:56Ang niabot, ang na-set up for now is 45 modular houses.
09:00But, ang matod pa ni Mayor Mayel is niingon ang disood nga.
09:06They're targeting 100 modular houses.
09:09Sakto ba to?
09:10Yes, 100.
09:10Okay.
09:11Okay.
09:12Okay.
09:12How big?
09:13Unsa kadakon ang kanang, mo ba nang kanang murag size of a 40-footer van?
09:18As per the photo, Mildred, it is a container.
09:26Yes.
09:27Kanab, ang gidakon niya, murag-murag ka ng 40-footer?
09:33I cannot give exactly the specifics.
09:36Sige, sige.
09:37Sige, kanang, makita mo lang ito sa photo noong, ano, yung mga tents also for kids, no?
09:44Redwoods, yeah.
09:44And also for children.
09:45What other kanang resources, no, that you can see sa tent city or sa modular city that actually gives additional services, no, to those who are there aside from basic housing?
10:03Okay.
10:04Aside from basic housing, since I was in Philippine Red Cross tent city, aside from the free meals and water services, the tents, the Philippine Red Cross gives free, they call it, a small swimming pool for children.
10:31So that for their post-traumatic, yeah, part sa recovery.
10:38Rebriefing, part of the recovery.
10:41So they can use it early in the morning and late in the afternoon.
10:46So according to PRC, so that hindi maka-affect ang weather which is medyo init sa morning.
10:55Sa tent city, I am sure that they have electricity.
11:06Pero ang modular houses, di pa sigurado.
11:09Prog na na siguro, okay na man ito'y modular house nga na electric pan.
11:14Yes, miss, naana.
11:16And then, kanang, I know nga natubag na nini mo earlier, Claudine ba, but at least if it's not from the president, kanang, are you also hearing any moving forward, kanang, focus on how education is going to resume?
11:34Yes, I have interviewed some families, a mother in the Boko City, tent city.
11:45Yes, they have started their education.
11:52Specifically, last Tuesday, ang ilangang mga schools, nagkuana, ni-convert into modular learning, which is ang mga parents magkuha sa mga modular materials at school, and then ipadala sa mga bata.
12:10And then, after that, on Fridays, ilang ikatod nasad sa school, and then for Monday, nasad magkuha sa mga modular materials.
12:21Morag, arang-arang na no, kay, I think, kanang, morag na na'y activities ang mga bata, kay taas-taas na po ang two weeks nga idle sila.
12:29So, kung idol man sa gug ka, and you're not doing anything, and you'll just have to feel the ground that shakes from time to time because of the aftershocks, so ang atensyon sa bata will still be dito ba?
12:41So, this is like a positive distraction.
12:43Oh, mag-positive distraction niya.
12:44So, divert, mother-focus.
12:46I think that will be part of the, di-man ko psychiatrist, but that will be part of the therapy, I think, nga.
12:51They'll be occupied ba, kanang, nasli activities rather than, you know.
12:57The other thing, also, isa't ko, kanang, expert on the subject, pero there are also schools of thought na support, that will support that the sooner, they get back to normal routine, marag, there's semblance to it ba?
13:11That's also a psychological communication na things are going to be okay.
13:16Yes, despite the fact na, sige pa ba yag yun o aftershocks, especially in that area.
13:22So, it's not na maanad sila, but kanang, I think, ang processing, kanang, we're going, we're moving forward.
13:30We're moving forward.
13:31We're moving forward.
13:32So, unsa pa may laing, did Governor Pam made any announcements while naa siya dito, ganina, Klo?
13:39Unfortunately, Mildred, Gok Pam was only in San Romano, Bayanian Village.
13:47However, I was not there.
13:49However, she did not proceed in Bogos City, Tent City.
13:54So, ang gisulti na, unsa na mag-gisulti di ay, kita man kung nga naay mo nag-interview si Marcos, si President Marcos,
14:01for first name basis kayo.
14:03President Marcos only gave his own short speech in Bogos City, Tent City.
14:10Okay.
14:11So, Claudine, napakikwestiyon ni Claudine.
14:13Thank you kayo Claudine sa IMO ang update.
14:16Gikandiha sa, are you in San Romano or Bogos City?
14:20We're proceeding to Sanrem currently, now.
14:23Okay.
14:24So, proceeding.
14:25Nag-guyog na mo ni Juan Carlo, not yet?
14:28Yes, yes ma'am.
14:29Ah, okay. Sige. Magkita ta ninyo later this afternoon.
14:33Amping mo sa biyahe diya, Claudine.
14:35Oh, Carlo. Salamat.
14:37Thank you, Mildred. Ang DJ.
14:39Okay, thank you. So, that was Claudine Flores, ang atong reporter.
14:43Kuan na ihang beat capital. So, ihahan na ang probinsya.
14:46So, that's why to us.
14:47She was also there.
14:48Oo, Bungo.
14:49So, moto ni bisita. Second time ni visit si President Marcos to check.
14:54And I think, Murag na nasatisfy siya sa modular houses na mag-order po siya for Davao Oriental.
15:01Ang motong nangutan ako about moving forward, although this is my opinion.
15:05Yes.
15:06I was actually...
15:07Intitled to our own opinion.
15:08I was actually hoping lang na there will be...
15:12Kanabi taong instead of kanang looking at it on upper peace basis,
15:16I was hoping actually na Murag, he could have articulated what are the succeeding steps ba.
15:23Okay, Murag, it's important man good for people who are there especially,
15:27na they know how we are moving forward.
15:30Maybe kanang bisan man lang, bisan in the conversations,
15:35di mag-hinanglan nga na i-program, but kanang some kind of a statement nga...
15:38Na-set naman ang itong modular houses.
15:42Nga naman itong modular houses.
15:43Ang next na itong button is itong i-hattag ba sa LGU to find out kung makabalik ba mo sa inyong respective homes.
15:51Make sure nga ato sa i-check.
15:53Kanang, ay, ay, ay...
15:54Okay, Murag, it's, it's, it's, muram mo ko siya, at least,
15:57sakuan ba, Murag, at least they can, they know what to expect, no?
16:02Para mas ma, ma...
16:04Ang expectations ba, no?
16:06Ma, ano sa kanang mga tao nga, okay, he's on top of things,
16:12even if na aang mayor, even if ang non-governor.
16:14So, Murag, there's an assurance nga, dili mo biyaan nga,
16:18dili lang ni paepal nga, okay, na, may da rin yung mga tag-may din,
16:21iguman, bahalaan mo diya, inana ba?
16:23If maumanggan ni ang, ang, ang, ang concept sa new government,
16:29sa, sa, sa Marcos administration kay Murag,
16:32ang the last, kanong sagay siya nag-present? 22, di ba?
16:3522, 23, 24, 25, it's, it's the midterm ba yan ni Nia?
16:41So, ang ihang midterm na, na, na, na, na, na bulabog man sa kuans,
16:46siya ramansad ang nag-bulabog, na bulabog man sa flood control.
16:50So, seeing that, grabe ang corruption,
16:53sa kaning ihang, next, last, three years,
16:58I hope, moni, ang ihang panahon to,
17:00To recover.
17:02To recover.
17:02And, knowing sa, iyang, sa, sa, sa image na, na-picture sa mga tao sa administrations,
17:11siyang papa, if this is the time to clean up their name,
17:14then this is your last chance, your last three years.
17:17Unless mag-presidente ka pala yun, or unsa, di ba?
17:20But the law says you'll only be president for the next six years.
17:26And then, the, the, the reason also na, I was also hoping that he could have articulated more on the moving forward.
17:32Okay, if we look at it on the change curve,
17:35Murag, humana mangud ang conceptual phases na,
17:39you can do it, we will move you forward.
17:42I think na na sa phase karun nga, how.
17:44How, and when.
17:46And when.
17:47Murag, kwa naman, it's been over 15 days na, no?
17:51So, humana na sa,
17:52In-next na tong mata, DJ, one month na di.
17:55Oh, humana na na sa ra-ra-ra, we can do this.
17:57Yes, we can do this.
17:58Humana na na na niya ang phase.
17:59Na, ano na niya ang spirit sa mga tao nga, yes, the disaster happened, but,
18:03we can, we are on top of things, anak.
18:06But now, okay, naka, ano na ang mga tao, naka-accept na siguro nga,
18:10guba akong balay, namatyan ko, and everything.
18:14So, unsa na, how and when, no?
18:16How can we move forward?
18:17Maybe dili pa enough ang grieving, but we need to really move forward.
18:20But, ang panguta na, unsa, un, unsa ang strategy.
18:25Correct.
18:26Maano nagyukos sa strategy?
18:27Kaya, wag tayo strategy ni Brian to pa.
18:30So, we really need to have a strategy, a clear strategy for Northern Cebu,
18:36unsa na to, pag-move forward.
18:38And then, when, kanagud, when.
18:41And then, earlier, ganit, katong, before pata nag-start,
18:44we were even, kanang nangumusta about how the assessment results actually went, no?
18:49Katong mga infrastructure assessments, okay?
18:51Because what we're getting now are also, kanang piece-by-piece reports
18:55that this is the state of the school,
18:57that people are still not wanting to go back to their homes,
19:01pero, unsa man, gini, how are we integrating them together, no?
19:06So that we can also craft the moving forward strategy, no?
19:10Kanang murag, by piece, pag-i siya.
19:12O, different, kung an ba, like, for infrastructure,
19:15how do we move forward?
19:18Will there be no-build zones for health?
19:21Unsa man na to?
19:22Like, right now, one init, one init, daghan na nga sakit.
19:25Unsa man, I think na to, unsa man ang strategy sa Department of Health
19:29to ensure nga,
19:31dilibe na ang normal mo environment,
19:33ang 10th city.
19:33And they're also crowded.
19:35Yeah, 10th city and the modular homes, dilibe ya.
19:37So, unsa man na to, to make sure nga, kung na ay magkasakit,
19:41dilibe, magtinaktanay.
19:42Okay, I think they have a common kitchen.
19:44Yes, they have common kitchen.
19:45Common toilets.
19:47So, unsa na siya na to.
19:48Unsa yung strategy na to nga,
19:50even in there, they are in a temporary situation,
19:53normal ilang,
19:54no, it's,
19:55di pa magiging normal.
19:56At least, kanang, approaching normal.
19:58Approaching normal ba nga.
20:00Kanang,
20:01protected sila, safe sila,
20:03sa kanang mga sakit-sakit,
20:05in terms of health,
20:06water,
20:07ang supply sa water,
20:09ang quarantine.
20:10And then, kanpud,
20:11kanang,
20:12ako lang observation sad,
20:14murag shifting rabapud ang mga,
20:17which is,
20:18which is,
20:18which is part of the,
20:20unsa man na,
20:20sya kanang,
20:21we cannot 100% forecast everything.
20:23But yesterday,
20:24we just talk about,
20:25kung unsa yung mahitabo sa small nga sinkhole,
20:27and then a few hours later,
20:28nanaginus.
20:30Nakatong,
20:30a small one in Sanrem,
20:32is now already a big one.
20:33And the residents are already concerned,
20:35kung maabot pa ba sa dalan,
20:37nagyod ang sinkhole.
20:38It's ongoing pa man,
20:42ang geologic investigations,
20:44kung unsa basan ang situation underneath,
20:48ang cavities,
20:49ang cavities,
20:49mag-unusood,
20:50kung nananang,
20:50cavities sa ngipon,
20:51tinanod man,
20:53kung unsa ang situation underneath.
20:56And then,
20:57yesterday,
20:57you asked,
20:58put about,
20:59will this result to a possible change,
21:02in locating residences,
21:06and now,
21:06na naman po yung emerging reports nga,
21:09they are already getting,
21:10I mean,
21:10the LGUs are already receiving,
21:13kanang recommendation,
21:14that they need to revise their zoning.
21:17Comprehensive Land Use Plan.
21:18Correct.
21:19Kay,
21:19kanang kinahanglan man yun,
21:21akong nahibauan,
21:22matod ni,
21:24ni,
21:25Director Bacucol Batonga,
21:28kanang,
21:28kanang,
21:29fee folks,
21:30the scientists,
21:31mga,
21:31the science nga,
21:32mga size agencies,
21:34before ang usaka,
21:35lugar,
21:36usaka longsod,
21:37or syudad,
21:38muhi mo sa ilang CLUP,
21:40ikonsulta gini sila.
21:42Nagi,
21:42nagi-murag ka ng,
21:44ano ba nga,
21:45okay mo,
21:45ni ang sitwasyon mga lugar,
21:47so,
21:47maybe,
21:48dili pwede ang high rise,
21:50dili pwede,
21:50ang say,
21:50pwede.
21:51Sakto sa tuging mo ni,
21:53Director Quenyo kagahapon,
21:56nga hina ot unta,
21:58kay,
21:58there will always be new administration
22:00every three years.
22:01Whatever learning sa current administration,
22:04murug mo,
22:05murug mo gina iwaan na to,
22:06DJ,
22:07ang proper turnover,
22:08kay,
22:09kung dili kaibaw ang current administration,
22:11sa earlier nga gihatag,
22:13and they will plan new things,
22:16the same mistakes will happen.
22:17And,
22:18but,
22:19ang ako pong kuan,
22:20na,
22:20no,
22:21hopefully,
22:22matchange din po,
22:23ang mindset,
22:23kaya murug,
22:24ang impression sa na ko,
22:26for every new administration,
22:28murug magkawalan nila,
22:29if they continue the previous,
22:31kalaasad,
22:32so,
22:32I think,
22:33we change na po na,
22:34murug,
22:34we take pride ba,
22:35for continuity,
22:36kaya murug,
22:37by default,
22:38I'll change the people,
22:40I'll change the leaders,
22:41and then,
22:42we create our own.
22:43But,
22:43I think,
22:44na muna siya rason nga,
22:46nung padayon,
22:46gitagway,
22:47as in so,
22:47because,
22:48there are good projects,
22:50na angay ipadayon,
22:51but because,
22:52diliin mong thumbprint,
22:53diliin ka mo padayon,
22:55kanang,
22:55so,
22:55it has to change also.
22:57para sa tao,
22:58or your personal,
23:00nga,
23:00ano nga,
23:00this is my legacy,
23:02legacy.
23:03Oh,
23:03and it actually,
23:04kanapod,
23:04it also applies to both,
23:06ang kanang outgoing,
23:07dilipod ishare.
23:09Okay.
23:10Facebook page,
23:10idilit.
23:11Or,
23:12anana,
23:12dipod ishare kay,
23:13Basin,
23:14Maangkon.
23:16Maangkon,
23:16or Malabuan,
23:17no?
23:18Pero,
23:18at the end of the day,
23:19if we really expect,
23:20the country to move forward,
23:22the next administration,
23:24should be better,
23:25than the previous.
23:25We should expect that.
23:27That should always be the case.
23:28Nakatun,
23:28nabukas sa leso nila,
23:29ayong balikagpada yun.
23:31Ayong balikagpada yun pag yun.
23:32So,
23:33nga nung taguan,
23:34ang katong projects,
23:35di ba?
23:36Nga,
23:36supposedly,
23:37ma-enhance to siya dapat.
23:39Nakanauntang,
23:39pero wagi ko'y kaayaw yung nakita,
23:42nga proper na turnover.
23:43Mogi na.
23:44Because of,
23:44I think,
23:44of that mindset.
23:46Kanabang,
23:46for example,
23:47DJ,
23:48ako na yung mayor ka yun.
23:49Jed,
23:50ikaw na yung mayor ka yun.
23:51Moni,
23:52akong gibuhat.
23:53Moni,
23:53ang mga lessons,
23:54mga sayop na mo.
23:56What's wrong with doing that?
23:58And it is okay,
23:59for your administration,
24:01to be better than mine.
24:03I challenged you.
24:04Okay,
24:04murah man siya,
24:05because this is how,
24:06nanagugkay koan,
24:06nanagugkay benchmark.
24:07And that's also how,
24:08the Philippines should rise.
24:10Each administration should be better.
24:13Mura ba siya,
24:14kung family pa,
24:15mas maayang iyong anak,
24:16mas successful kaysa ginikanan.
24:18Meaning,
24:18your family is improving.
24:20Pero kung iyong pamilya,
24:21maayon yan,
24:22ikaw na,
24:23nakawa na.
24:24Nagyuntay problema,
24:25ana.
24:25Anyway,
24:26kagahapon di ITJ,
24:27naghimo si,
24:29Mayor Nestor Archival,
24:30o 100 days.
24:34Ang unza iyang nabuhat sa 100 days.
24:36So,
24:36nakabuhat siya o 100,
24:39pila to 128 jobs,
24:41ba to niya.
24:42Pero ang habano yung gudniya,
24:43is ang pagtang-tang 30%.
24:4630% of the manpower.
24:49So,
24:50mga 2,000 kapin,
24:528,000,
24:536,000 na lang,
24:54mga 2,000 kapin,
24:55ang natang-tang.
24:56So,
24:56it's about 250 million
24:58in,
24:59kanang,
25:01sweldo.
25:02Sweldo sana.
25:03Ikaduha,
25:04that's,
25:05there's fuel costs.
25:06Kanilang nalingaw lang ko gamay sa fuel costs.
25:08Pwede ma-display ganito atong fuel.
25:11Kay moment ni presentation ni,
25:12ni,
25:14ni Mayor Archival kagahapon,
25:17na ako i-forward na as a,
25:19is boy.
25:20So,
25:21ang fuel nila,
25:22ni,
25:22ni-claim si,
25:24Mayor Archival,
25:25na nakasave sila,
25:26o 3.5 or 3.2,
25:293.2 million
25:30from July to September.
25:33Ito ganin ni Tanahong DJK.
25:34Ako yung nag-edit,
25:35anak kagabi eh.
25:36Murag,
25:37I'm not best in math,
25:39pero,
25:40kanang,
25:42in any man good,
25:43diba,
25:43if you compare,
25:44apple to apple,
25:45orange to orange.
25:46Oh.
25:47Sa gipakita ni Mayor Archival,
25:50yun siya nga,
25:51then,
25:52sa una,
25:52in 2024,
25:54ang previous administration,
25:55ang monthly average,
25:58January to December,
25:59so that's 12 months,
26:00is 12.9 million.
26:03Gasolina lang na.
26:05Pag 2024,
26:07to,
26:07pag 2025,
26:09nalaman na,
26:10pwede pala ka na siya gamay.
26:11Ang 2025,
26:13monthly average,
26:15is 12.2 million,
26:17January to June.
26:19So,
26:19dili ka comparative,
26:20ang 2024,
26:21ito,
26:21kayo po manang man,
26:22ang 2025.
26:24So,
26:246 months,
26:25for 6 months,
26:26ang ilang average,
26:27is 12.2.
26:28Now,
26:29ang iahang,
26:30taron sa now,
26:31kung no,
26:322025,
26:33July to September,
26:34that's 3 months,
26:36ang monthly average nila,
26:37is 8.7 million.
26:39Okay,
26:413 months.
26:42So,
26:43ang,
26:43ang pasabutan na,
26:44savings,
26:45versus 2024 and 2025,
26:47ang ianggibutang diri,
26:49from January to December,
26:512024,
26:52versus July,
26:54to September,
26:552025,
26:56kainihang term,
26:57is 3.3.
26:58I-compare nyo mo,
26:59ang January to June,
27:02o July to September,
27:033.5.
27:05Tili ko kasabut,
27:06asa ang,
27:07savings niya,
27:08the PTJ.
27:09Kaya nga no,
27:10kung 20 lang ta,
27:11mag-2024,
27:122025 lang ta,
27:13sa 2025,
27:14January to June,
27:1712 months,
27:18ang,
27:1812 million,
27:20ang average,
27:21monthly average.
27:24Kung ang monthly average,
27:26sa 3 months,
27:27is 8.7,
27:29ang 8.7,
27:30kinalanin mo,
27:31i-times to,
27:33para,
27:33pariho siya,
27:34o period,
27:356 months.
27:35So,
27:36mas taas pa noon,
27:37at 7.4,
27:394,
27:40DDI,
27:418.7 times 2,
27:43is 14,
27:44it's about 16,
27:4617 point,
27:47ano?
27:48Basta more than 17.
27:4917.4.
27:51So,
27:51mas dakot pa noon.
27:52Actually,
27:53Murag,
27:54ang ila sigurong,
27:55g-compare,
27:56ang angay nilang,
27:57i-compare,
27:58is,
27:59July to September,
28:002024,
28:01same period.
28:03Murag,
28:03kanipod siya,
28:04I don't know,
28:04kung,
28:05what science,
28:06or math,
28:07they use,
28:08no?
28:08Because,
28:09basi,
28:09kanang,
28:09basi,
28:10wala ko kabalo,
28:11nga,
28:11nga,
28:12nga,
28:12nga,
28:12nga,
28:12nga,
28:12nga,
28:12nga,
28:12nga,
28:12nga,
28:12nga,
28:12nga,
28:13nga,
28:13nga,
28:13nga,
28:14nga,
28:14nga,
28:14nga,
28:14nga,
28:15nga,
28:15nga,
28:15nga,
28:15nga,
28:16nga,
28:16nga,
28:17nga,
28:18nga,
28:18last year's quarter,
28:19to this year's quarter,
28:20last year's full year,
28:23to,
28:24ano,
28:24di pa man full,
28:25no?
28:25Last year's half,
28:27to this year's half,
28:28no?
28:28Okay,
28:29kung i-mo siyang tinamba noon lagi,
28:30three months,
28:318.7,
28:32dili siya,
28:32dili ka makaklaim of savings.
28:35And,
28:35I believe,
28:36but maybe,
28:37naisayan sila niya,
28:38and I believe,
28:39si Mayor Archivelle should also know,
28:40nga,
28:41namagoy ka ng mga seasonal expenses.
28:43Yes.
28:43So,
28:43that's why it's always quarter to quarter.
28:45Okay.
28:46Best ang,
28:46July to September,
28:48July to September,
28:49kinaan naman yun ka.
28:50Okay,
28:51more or less,
28:52the,
28:52the,
28:52the,
28:53the play among variables are almost the same.
28:57Kaya di man pwedeng,
28:57typhoon season,
28:59i-compare ni mo siya sa lean season.
29:03Nagoy,
29:04nagoy,
29:04noticeable na difference.
29:06Correct.
29:07Diba?
29:07So,
29:07murag nag,
29:07nagbasa ko ni kagahapon,
29:11inani man sa guna,
29:11when kami sad,
29:12mag-report siya,
29:13let's say,
29:13for example,
29:14ni Saka ang dengue,
29:15pila man ni ay,
29:16okay,
29:16January to June,
29:18inani,
29:19hindi ni mo i-compare sa,
29:21June to December,
29:23should be the same period.
29:24Kaya pareho man sila,
29:26diba?
29:26And also,
29:27and the least that they can do na lang,
29:29is to annotate,
29:30no?
29:31Basin ka ng dako ni siya,
29:32because,
29:33mo ni nahitabo during this time.
29:35Gamay ni siya,
29:36because,
29:37these are the things that happened,
29:39along this time.
29:39Kaya also,
29:40get to see,
29:40magod ka ng year on year comparison,
29:43as if,
29:43ang COVID year,
29:44is the same as the non-COVID year.
29:47We're in an extreme situation.
29:51So,
29:51that's where the annotation should also go.
29:53So,
29:53just presenting the numbers as it is,
29:57would appear misleading.
29:59O,
29:59kalang time pa,
30:00nga nung six months,
30:01ang usa,
30:02ang 20,
30:0312 months,
30:04ang usa six months,
30:05ang usa three months,
30:06so,
30:06hindi ni mo siya i-compare.
30:08Maka-imagine ako sa justification,
30:10because,
30:10ang ilang gigamit na constant is monthly.
30:13I can anticipate.
30:15Pero,
30:16ang monthly of this period,
30:17is not necessarily comparable to the monthly of another period.
30:22Dili,
30:22okay ka mag-monthly for three months,
30:24but,
30:24nga nung mang mag-monthly ka,
30:25i-compare to one whole year,
30:27o six months,
30:28mo na naman,
30:28is siguro is something.
30:29So,
30:29I think,
30:29mureg,
30:30kapag kalimagine ako,
30:31sigeunhan na lang ako sila nga,
30:32this is a different monthly average,
30:35because,
30:36ang periods are not the same.
30:38It should be period to period,
30:39around the same period.
30:41So,
30:41maybe na ay agamayang i-
30:43But maybe,
30:44I don't want to think that this is misleading,
30:47but maybe they just want to present nga,
30:50okay,
30:50moni ang among-
30:51Or maybe naging mathematical comparison nga,
30:54walang gin kukabalo.
30:55Nga ang government nga,
30:56wakta kahibaw sa private sector.
30:58So,
30:58ang ngay tangmangutanaan na siguro, no?
31:01So,
31:01mona siya,
31:02aside na i-hang,
31:03ah,
31:04kanipa,
31:04usan sa update ato is,
31:06ang CCMC,
31:07ikibobyo,
31:08akakakang doon na doon,
31:09ikahumana ng CCMC,
31:11world class,
31:11kukina kay,
31:12a decade in the making.
31:14Pero what was the update?
31:15The update is,
31:17what he said when he guessed that,
31:18but start with the update.
31:19Ang target niya on ta is,
31:21mahumana by next year,
31:23last quarter of next year.
31:24But,
31:25gipush niya to 2028,
31:27to give,
31:28kanong,
31:28kanang,
31:30buffer ba?
31:32But I remembered,
31:34nga,
31:34one of the,
31:35kaya ka na siya,
31:35that's the end goal,
31:37no?
31:37But I remembered,
31:38na one of the steps,
31:40to get there,
31:41was supposedly,
31:42to baseline.
31:43Kay Morag naglainlain naman niya,
31:45saog ka ng contractors.
31:46So,
31:47ang nahitabo,
31:47in,
31:47na siya update,
31:48na siya update,
31:49ang hitabo niya,
31:51naghahirman to siya,
31:53mga volunteers.
31:53O,
31:54para ma-baseline na langit sa.
31:55So,
31:55the volunteers identified,
31:57four,
31:58construction defects,
32:00that is worth 400 million.
32:02Wow.
32:03Okay,
32:03400 million,
32:04400 million.
32:06Now,
32:06buhaton sana ang construction defects,
32:08at 400 million,
32:09then the last phase,
32:11which is about 600 to 700 million.
32:14In ana kamahal na nga,
32:17hospital.
32:17Grabe,
32:18the cost of that hospital,
32:20which always,
32:21mubaloon na to,
32:22more than a billion,
32:22is already equivalent to
32:24Duwaka Hospital.
32:26Kay kanako nung,
32:27cancer center sa,
32:29Vicente Soto,
32:30is about 500 million.
32:34Actually,
32:35Morag,
32:35akong naglingo-lingo,
32:36kay because of the,
32:37Morag,
32:37ang atong,
32:38ang ato ang,
32:39expectation,
32:40ang expectation na set sa toa,
32:43is by the hundreds of millions na gyan.
32:45Ba't nagbilyon na taso.
32:46Oh, Morag,
32:47in ana na gyan.
32:47Ako ba,
32:48if there were defects,
32:51dili siguro enough nga,
32:52kanabitang,
32:53nag-identify tag defects niya,
32:55atong ilabay sa past administration,
32:57kinsa nga administration,
32:59kinsa nga contractors,
33:01are we not going to make them accountable?
33:03That's also my question.
33:04Are we just going to accept,
33:05na we wasted 400 million in,
33:08construction defects?
33:11And I'm not,
33:12I may sound alluding to the other projects
33:15that are hitting the news recently,
33:18ba?
33:18But this is an example of,
33:21and I'm referring to accountability,
33:23nga sareg.
33:23This is an example of a focus
33:25that could have been,
33:27kanabitang,
33:28gibutang diha,
33:29rather than on some,
33:31other important items
33:33that may not be as important as this.
33:35And I'm talking about the accountability part.
33:37Kimoragdugay na manggidgay ni nga,
33:39para nako,
33:40kanang,
33:41let's stop politicizing projects.
33:44Kung naay accountable person,
33:46then let them be accountable.
33:47Kapo'y manggugay nang,
33:48kanang,
33:49naay issue,
33:50naay issue,
33:52instead nga,
33:52atong,
33:53atong sulbaron onsa,
33:55ang issue,
33:55ay kaysa past administration,
33:57kanang,
33:57it's so blanket,
33:58bitaw nga,
33:59kinsa nga past administration,
34:01up to asa nga extent,
34:02ang past administration.
34:03And kanilang,
34:04kanilang,
34:05who are really involved,
34:06if truning 400 million,
34:08in defects.
34:09How did,
34:10we get into the 400 million,
34:13and who are responsible,
34:14or accountable for this,
34:15miss?
34:16Ang kinsa,
34:17ang contractors.
34:18Yan nga,
34:18asa man di,
34:19ang atong department,
34:20ang atong department of engineering,
34:22na nagmonitor anong project,
34:23na,
34:23nga,
34:25pila,
34:25tulung na gudika face,
34:27agarabi naman sa,
34:28uy,
34:28onsa di,
34:28ay niya.
34:29I don't think si Mayor Archival can just,
34:32you know,
34:32manghunaw lang siya,
34:33because he was part of the city council,
34:35in the previous administration.
34:37The last,
34:38I think last year,
34:39grabe siya,
34:40ug-oppose.
34:41He is one of those,
34:42nagsig-oppose.
34:43So,
34:43unsa manday ni ba,
34:44kanabitang,
34:45it's not enough,
34:46na mo point out ka nga,
34:47mauni siya,
34:47and yet,
34:48what now,
34:50what's next?
34:51Correct.
34:51And,
34:52and,
34:52and,
34:52and,
34:52and,
34:52and we're hoping for change,
34:55Mia.
34:56I think the people needs to know,
34:58Gjudich,
34:58nga,
34:58dili enough,
34:59nga,
34:59maingon lang ka nga,
35:01sa past administration,
35:02na ay 4 million worth of defects.
35:04I think we need an explanation,
35:06giunsa na unsa ni,
35:08nga,
35:08na aning defects.
35:09Defects.
35:10And why did we keep,
35:11it's huge,
35:11huge money.
35:11Yeah,
35:12and why did we keep paying those contractors,
35:14nga,
35:14depectoso,
35:15manday ilang trabaho.
35:16So,
35:17kung,
35:17kung naalaw na.
35:18And are these contractors still active,
35:20no,
35:21nga,
35:21kanabitang with other projects.
35:23I hope not.
35:24Uy,
35:24nag-hisgut kag-projects.
35:25I learned.
35:26I hope not.
35:26Nga,
35:26katong project,
35:27yung mong nakitaan,
35:28ditong,
35:28tuyok-tuyok na ang dance,
35:29bukid,
35:30gamay na lang,
35:31giko no,
35:31ang mga narabaho.
35:32So,
35:33usasad na.
35:34Kanusama na mahuman.
35:40Kuhanggid kita sa monitoring,
35:42kanang,
35:42we should remember,
35:43uy nga,
35:43ang kanang tax,
35:44bitaw no,
35:45dugu og singot na sa middle class.
35:48Ah,
35:48unsa ba?
35:50Not just the middle class,
35:51but bitaw ka nang buhis na sa tao nga,
35:54napugus og bayad,
35:55instead nga kaunon,
35:56or to a better,
35:58kuhang niya,
35:58lisud mo,
35:59sa'yo namagod mo gasto,
36:00sa dili mong kwarta-dige mo,
36:02na diya.
36:02Usually,
36:03that's an indicator,
36:04pag lose ang money,
36:05most likely lose ang acquisition sa na anak.
36:08So,
36:08I think,
36:08mas maayog,
36:09mga higala,
36:10kamudihang nagtanaw,
36:12magbinantayon kita,
36:13kay ato ng kwarta,
36:15kanang magbinantayon ta nga,
36:16na yung mga projects,
36:17for example,
36:18anong CCMC,
36:19we demand,
36:20nga nung naingunani,
36:21it's not enough,
36:21reportan lang ta nga,
36:24okay,
36:24na-reportan ta na last time,
36:25mo tayo gibuhat,
36:26matkaroon,
36:26mang mata na siguro ta,
36:28kita,
36:29we have to be responsible citizens,
36:31that we have to be part of whatever project nga buhatun nga,
36:35dilita enough,
36:35nga sultian lang ta,
36:36sulti,
36:37imi nga nung naingunani ni.
36:38And the other thing lang,
36:39maybe I have missed this,
36:41but kumusta na ganing ang bus rapid transit?
36:44Ipagamit,
36:45nahangyot na siya nga,
36:46for now nga,
36:47kanang,
36:48si Gipaglinog,
36:49ipagamit sa kuno,
36:50ang Gipangclose,
36:51bitaw na,
36:51didge,
36:52pero karo nakakita ko,
36:53diha sa south bus,
