The next phase of Vice President Sara Duterte’s impeachment trial is approaching, but could the proceedings reach a conclusion before November ends?
With the defense set to present its evidence starting November 9, attention is turning to the remaining allegations, the possibility of the Vice President taking the witness stand, and how the impeachment court will proceed.
A recent Social Weather Stations survey offers another dimension to the debate: 78 percent of respondents believe it is important for Duterte to personally testify. The survey also reveals differing public assessments of the prosecution and defense teams.
Beyond the courtroom, what do these developments say about public perception of the impeachment case?

01:00The latte is not brushed. It is crafted. One cup at a time.
01:05Your perfect latte is ready. Coffee first. Then, everything else.
01:12Will the impeachment trial of Vice President Sara Duterte finally come to an end this month?
01:19Good afternoon. Welcome to Beyond the Headlines. I'm DJ Moises.
01:22And today's conversation is brought to us by Coffee First.
01:26It's November, and that is the possibility being raised by lead House Prosecutor Jervil Luistro, who says the proceedings could
01:36wrap up before the end of the month if the defense takes only 10 full trial days to present its
01:44evidence.
01:45The trial resumes on November 9, with the defense expected to answer the remaining Article 2 concerning allegations of unexplained
01:54wealth.
01:55In a recent Social Weather Station survey, 78% say it is important for the Vice President to personally testify
02:04before the impeachment court.
02:07Yet, the same survey shows that more Filipinos are satisfied with the defense's performance than the prosecution's.
02:15Vice President Sara Duterte also still command a substantial support as presidential candidate.
02:23So, what are Filipinos really saying?
02:27So, that's today's episode.
02:29We're going to make a commentary about the recent SWS survey result.
02:35First, on how the general public is assessing the performance of both the prosecution and the defense, and then we'll
02:46end with the approval rating also of the Vice President.
02:51So, if we are to look closely, the period that's covered by the recent survey was September 21 to 27.
03:01So, the survey was conducted before the impeachment court granted the prosecution's motion on October 13 to drop three of
03:15the four articles of impeachment.
03:17So, what's their drop actually were the grave threats, and then what's their bribery of DepEd, bribery in the Department
03:26of Education, and then supposedly after the unexplained wealth, supposedly it will proceed to,
03:35to, nakalimot na nung ko, supposedly after the unexplained wealth, there's another article na said na ang itry nila.
03:45But all three were actually dropped.
03:48Ang nabili na lang is ang katong ongoing, which is ang unexplained wealth, in which they went through the statement
03:56of assets, liabilities, net worth, Salen, of the Vice President, along with her business interests.
04:03So, ang kuwan, since nakapresent naman ang prosecution specific to this article, then move forward na ta ang defense sa
04:16ilahapong side on November 9.
04:18So, that's this coming Monday.
04:20Now, let's take a look at also how each of the regions assess the performance of the, both the prosecution
04:30and also the defense.
04:32So, overall, ang net satisfaction sa prosecution is actually lower.
04:41In fact, if we look at it on a per region, ang prosecution na net satisfaction is negative all across
04:49the different regions, including Metro Manila, negative 15, Visayas, negative 15, Mindanao, negative 8.
04:58Ni positive lang ang prosecution sa balance of Luzon.
05:03So, this is the rest of Luzon, except Metro Manila, which is positive 4.
05:08And then, if we look at on the defense, the net satisfaction, so positive siya all across, positive 6 in
05:17Metro Manila, positive 14, balance of Luzon, positive 27, Visayas, and positive 48 in Mindanao.
05:32So, if we're going to look at these numbers, it would tell us that the defense, it's really true, that
05:40the defense has the more net satisfaction compared to the prosecution.
05:46Now, the other follow-up question that a lot of us would be curious is education because there is a
05:56growing perception that it's probably those who are less educated who are driving the survey.
06:07But if we're going to look at the education, and this time on the net satisfaction of the prosecution per
06:15education,
06:16ang prosecution actually ni positive 6 lang yun siya among the non-elementary graduates.
06:23So, katong below grade 6.
06:26But, in the other kanang segments na of education, negative yun siya po ang prosecutions na net satisfaction rating.
06:34Negative 5 among graduates sa elementary, negative 11 among junior high school graduates, negative 5 among some senior high school
06:46and up to college, and negative 1 among graduates.
06:50So, as far as the prosecution overall is concerned, negative yun siya across, in terms of how each of the
07:00education bracket of the country,
07:03ni positive lang sila sa katong wala ni graduate o elementary.
07:07Now, let's take a look at per education sa overall net satisfaction with the defense.
07:14Positive 27 siya among non-elementary high school graduates, and then plus 23 siya sa katong nakagraduate o elementary.
07:25Positive 17 siya among junior high school graduates, and then positive 27 siya among those with some senior high school
07:36up to some college,
07:37and positive 31 siya among college graduates.
07:42So, in short, as far as the net satisfaction rating sa defense, ni positive gid siya all the different segments
07:51of education.
07:53Whether wala ba silang nakagraduate o elementary, nakagraduate ba sila elementary, nakagraduate ba sila high school, nakagraduate ba sila college,
08:01positive tanan ang satisfaction rating sa defense.
08:04So, kung akong tanawan din, ang comparison sa to, di ay necessarily true, no?
08:12When we say nga ang vice president has, or the defense actually is just popular with the less educated na
08:22sector,
08:23because ang satisfaction rating of the defenseman covering that same period, positive man gid siya all across the different sectors.
08:31Well, ang defense, negative siya all across, except sa katong wala kagraduate o elementary.
08:37Now, let's take a look at also about whether ang Filipinos truly want an explanation, no?
08:46And let's see, no?
08:47So, din hi, makita na to sa graph na katong mga impeachment, di ay, no?
08:54Ang mga impeachment accusations.
08:55So, ang number one, which is ang katong threat, no?
09:02So, karun, katong nalimta na ako, masulti na na ako karun.
09:04Number one was katong grave threats.
09:06Katong the video that was shown years ago in which the vice president allegedly threatened the president along with some
09:15other factors.
09:16In terms of how the public actually believes or does not believe, for the grave threats, 44% actually does
09:25not believe, no?
09:28And then, ang nibilieve is only 23%.
09:32Katuling next, which is ang bribery of kanang DepEd officials.
09:37Ang wala ni Tuo, Annie, is 39%, while ang those nibilieve is 27%.
09:44So, mas daghan gihapon ang wala ni Tuo sa accusation.
09:48And then, when it comes to the misuse of kanang, ah, okay, when it comes to unexplained wealth, which is
09:55karun ang ongoing,
09:57ang wala ni Tuo is 38%, while ang nituo nga, this is a valid accusation, is 25%.
10:06And then, ang final, supposedly, is the misuse of the 612.5 million confidential funds.
10:14Ang wala ni Tuo is 38%, ang nituo is 29%.
10:19So, overall, if we look at these numbers, it would actually say na ang wala ni Tuo sa accusation actually
10:28is more compared sa nituo sa accusation.
10:32And this is true in all four articles of impeachment.
10:36Mas daghan ang wala ni Tuo compared sa nituo nga.
10:40These are really kanang valid accusations.
10:44Now, so, but still, ito ang also i-highlight nga in the intro,
10:5178% would still want to hear the Vice President kanang to testify at the impeachment court.
11:00But what these numbers would tell us is for the general public to actually want to hear the explanation or
11:08the side of the Vice President while it's at 78%,
11:11but it's not also the same as they believe that the accusations that were hurled around her is she's guilty
11:20of them.
11:20So, that's a good distinction.
11:23So, in the coming days then of the impeachment, which would resume on November 9,
11:30then ang prosecution, di pa sila ka-conclude, said, no?
11:34Nga because the public wants to hear from the Vice President, it does not actually constitute as a proof of
11:41guilt.
11:41On the side of the defense, while those that were surveyed, the overall sentiment is the people do not believe
11:51the accusation,
11:52but it does not also mean that they're not interested to hear what the Vice President had to say, no?
11:58So, in the coming days, it would be very crucial, no?
12:02Kaling mga 10 remaining full trial days in November to evaluate evidence and not just popularity.
12:10So, again, I'd like to highlight na ang survey period was September 21 to 27.
12:16So, this was before gi-drop ang three articles of impeachment, which happened on October 13.
12:23And, Kenny, I would be interested also the succeeding survey that would cover this period because polarizing man said niya
12:30siya.
12:31Some quarters, especially on the side of the prosecution, they said nag-i-drop nila ang three articles because they
12:38wanted to streamline the hearing, no?
12:41Para di na siya mo spill over to 2027, which is also a valid na kanang point.
12:46Kaya sayang po kayo ang oras o ang kanang money that we're spending for every impeachment trial.
12:53So, it's a good idea to actually streamline it, no?
12:56So, it's a valid ground.
12:58But the side of the defense also, not necessarily the defense team, but people siding with the defense,
13:05it's also an indicator na kumusta di ay ang strength of the evidences that were presented, no?
13:12So, kumusta si Mary Grace Piatos di ay?
13:15Why, nga, after all the hype that Mary Grace Piatos and Company created since last year pa,
13:23it turned out nag-i-drop pra manday gi hapon.
13:26So, that's the question on the side of the defense.
13:29And then, number two, kanang the amount of money also that were spent, no?
13:33In those trial days, no?
13:35Especially for Articles 4 and Articles 1, nga, na-try magigit sila full-blown, at least on the prosecution side.
13:43So, kumusta po ang money nag-i-spend at those people siding on the defense also thought na it's a
13:49waste of money
13:50and it's a waste of time.
13:52Kaya di-try pa ang Articles 4 and Articles 1 only to be dropped later, no?
13:58So, I'm curious also how the public is perceiving that decision.
14:03Kaya di man siya appeal aning survey, period.
14:06Now, again, as a refresher, ang nabili na lang karun is Article 2, which is the unexplained wealth, no?
14:13Motong natay ka ng financial forensic analysts who were presented by the prosecution team.
14:21And they were analyzing the vice president's statement of assets, liabilities, and network, or SALEN,
14:29as well as her business interest.
14:31And it's coming November 9, ang defense na po na-signed.
14:35Tanaw na to kung unsapod ang ila, ang counter-argument to what was presented by the prosecution.
14:42Now, we're also curious, and I'm glad that SWS also provided a comparison kay Kaningat Trial,
14:49while this is the first time for a vice president to be impeached,
14:54although technically second na kay na impeachment si Vice President Sarah also last year,
15:00but it was nullified by the Supreme Court.
15:06But anyway, first time na ang vice president is tried for impeachment.
15:11But prior to her, there was then President Joseph Estrada and Chief Justice Corona.
15:19Now, kung tanaw na to ang prosecutions, kanang net satisfaction rating,
15:24sa tuloy, i-compare na to.
15:26During the impeachment trial of then President Joseph Estrada,
15:31ang satisfaction rating sa prosecution was at 19%,
15:36that it went even to as high as 21%.
15:40And then, kanang Chief Justice Corona,
15:43ang satisfaction rating of the prosecution was at 39%.
15:49Pero kung tanaw na to sa kanang Vice President Sarah Duterte,
15:56ang net satisfaction sa prosecution is actually negative 5%.
16:01So, again, kanang Joseph Estrada, it's positive 19%,
16:06and then ni Saka siya to positive 21%,
16:09and then kanang Chief Justice Corona,
16:11ang net satisfaction rating sa prosecution was at positive 39%,
16:15while kanang Vice President Sarah Duterte,
16:18ang net satisfaction rating sa prosecution is negative 5%.
16:23So, it is the lowest, and it's also at a negative.
16:26Now, it's also interesting because at least,
16:31ang katupong people who were surveyed,
16:34they actually agreed na ang 51% of them actually agreed
16:38that the Senate decision should be accepted,
16:41whether acquitted ba ang Vice President or convicted.
16:45But, if we dig deeper na sad,
16:49ang net, meaning ang percentage of those who agreed
16:54minus the percentage of those who disagreed,
16:57it's actually at plus 25%,
17:00which is still the lowest.
17:02Kay kang then-President Estrada,
17:06ang acceptance of the decision was at plus 45%.
17:10And then, kang Chief Justice of Corona's impeachment,
17:15ang net agreement for those na i-accept ang result is plus 49%.
17:22While sa Kang Sara Duterte, it's only plus 25%.
17:26So, it's also the lowest among the three impeachment trials
17:30that we've seen in recent times.
17:34Now, the other thing also which is interesting also to note
17:40is the Vice President's net satisfaction rating
17:45among those na ni-believe sa accusation
17:48lower pod ang satisfaction rating sa Vice President.
17:52Again, I will say na it's interesting to note
17:55na sa katong ni Tuo na valid ang four accusations,
17:59ang four articles of impeachment against the Vice President,
18:02that her net satisfaction rating is low also.
18:06While, for those po na wala ni Tuo,
18:10sa nga valid ang four articles of impeachment,
18:13that she's guilty of the four articles of impeachment,
18:17ang iya ang satisfaction rating sa katong wala ni Tuo
18:19is also high.
18:21So, to a certain extent,
18:23there is consistency
18:25about perceptions of accountability
18:29and they seem to be reinforcing each other.
18:33So, for those na na curious,
18:36kay not all of us are aware man said
18:39on how the survey is conducted.
18:41So, ang SWS survey is actually,
18:43ang sample size niya is 1,500 adults
18:47and then 18 years old and above.
18:50So, mauna ang survey composition nationwide
18:53and it's face-to-face interview.
18:56And then, ang distribution,
18:59para makita sa na ito kung kinsa may naglabaw,
19:02it's actually weighted.
19:04So, 13% of the respondents were from Metro Manila,
19:0845% coming from the balance of Luzon,
19:1219% coming from the Visayas,
19:15and then 23% coming from Mindanao.
19:17So, naka-weight po dee siya
19:19based on the population of that specific area.
19:23And then, kanipo siya,
19:24it's worth noting
19:25because 57% were from urban areas
19:29and then 43% were from rural areas.
19:34And in terms of male-female,
19:36equal ang ilang ratio, 50-50.
19:39And the same period in the survey,
19:43ang net satisfaction of the president,
19:46So, this is Marcos Jr.,
19:49is negative 11
19:51while the net satisfaction of the president
19:55is at 21.
19:57And then, as mentioned earlier,
19:5951% are satisfied with her performance.
20:04And in terms of the trust measure,
20:06ang katong much trust,
20:0956% is said na they trust
20:13Vice President Sara Duterte
20:16and then 36% said na they trust
20:20President Marcos Jr.
20:22So, taas ang trust rating
20:23ni Vice President Sara Duterte.
20:27So, she's able to retain
20:29a positive net satisfaction
20:31and a higher level of public trust
20:35days into the impeachment.
20:38So, let's see if the situation
20:40would change
20:42beyond September 2027.
20:44Okay, dinhi naman ito
20:45ge-drop ang katong three articles.
20:47Dinhi na po ni full-blown
20:49ang katong statement
20:50of assets and liabilities
20:52and net worth
20:52o business interest.
20:54So, let's see if
20:55mo change na siya
20:56when the survey period
20:58would cover
20:59ka na nga
21:00development.
21:02And then, when it comes
21:04to other surveys side
21:05and then later on,
21:06I'll explain to you
21:07nga nung
21:08gisummarize na ko
21:09ang mga survey ratings.
21:10So, for
21:12lainlaing survey,
21:13so this is from
21:14the National Momentum
21:15Survey na po,
21:16Sara Duterte is also
21:18leading
21:18as a
21:20presidential candidate
21:21kung
21:22mu-field si
21:23Lenny Robredo
21:24o si
21:24Rafi Tulfo.
21:25But Lenny Robredo
21:26was at
21:2619.4%
21:28and then
21:28Rafi Tulfo
21:29is at
21:3011.1%.
21:31But I'll also
21:32add, no,
21:33kanipod siya nga
21:34survey was
21:35under the
21:35premise that
21:36ang former
21:37Vice President
21:38Lenny Robredo
21:40did not
21:41confirm that
21:42she would run.
21:43In fact,
21:43she said that
21:44she will not.
21:45So, this is,
21:45this number is also
21:47influenced by that,
21:48no?
21:48So, and then
21:49kung nai-head-to-head
21:50match up,
21:52Duterte actually
21:53is leading
21:53Robredo
21:5653%,
21:56no,
21:57by Robredo's
21:5937%.
21:59And then,
22:00for those of us
22:01also nga-curious
22:02what's the
22:02credibility of
22:03SWS,
22:05no,
22:05daghan man kain
22:06siyang lain-lain
22:07na mga
22:07surveys,
22:08no,
22:09sa Philippines
22:10and as I
22:11mentioned earlier,
22:12SWS is among
22:13the institution
22:14and among
22:15considered to be
22:16credible.
22:17And in terms
22:18of predicting
22:19Philippine
22:20presidential elections,
22:21they were
22:22correct in
22:23predicting
22:23in 2010
22:24that
22:26then-president
22:28Pinoy
22:29would win.
22:31So, they also
22:32predicted
22:32the win
22:33of
22:34then-president
22:35Rodrigo Duterte
22:37and they also
22:37predicted accurately
22:38the win
22:39also of
22:40Ferdinand
22:41Marcos
22:41Jr.
22:42Now, what
22:43does this
22:43mean then
22:44for the
22:45vice
22:45president?
22:46Now,
22:46her current
22:47lead
22:48does not
22:49necessarily
22:51translate
22:51nga-
22:52she would
22:53win
22:53the election.
22:54I would
22:54also highlight
22:55that.
22:56It's false
22:57for us
22:57to assume
22:58na because
22:59she's
23:00leading in
23:01the satisfaction
23:01that she's
23:02leading in
23:03terms of
23:04voter
23:04preference,
23:05automatic na-
23:06na she gets
23:07elected in
23:072028.
23:08It is too
23:09early also
23:11to say that
23:11because
23:12kung tanawo na to
23:13itong mga
23:13past predictions
23:14sa SWS,
23:15determined po to
23:16siya
23:17towards
23:18kanang paduong
23:20nagyod
23:20ang election
23:21day.
23:21And election
23:22is still
23:232028.
23:24So, there's
23:24still so many
23:25things
23:25can happen
23:26depending on
23:27how the impeachment
23:28trial will
23:29continue to
23:30unfold.
23:30And then
23:31there's also
23:312027 pa.
23:33So, it's
23:33too early
23:34for people
23:35also to
23:36assume
23:36that just
23:37because
23:37she's
23:37leading,
23:38it means
23:38that she
23:39will win
23:40the presidential
23:40election.
23:42Although,
23:42Mona,
23:43if we look
23:44at Katunggi
23:45survey,
23:46much of
23:47the general
23:47public
23:48does not
23:49believe
23:49in the
23:50accusation
23:51while they
23:51think that
23:5278% of
23:53them think
23:54that she
23:55should
23:55testify.
23:56But,
23:57in terms
23:58of all
23:58the articles
23:59of impeachment,
24:00much of
24:01them believe
24:01that she
24:02is not
24:02guilty
24:03compared
24:04to those
24:04who are
24:05guilty.
24:05And in
24:06the overall
24:06side,
24:07the net
24:08satisfaction
24:08rating
24:09of the
24:10prosecution
24:10is at
24:11a negative
24:12all across
24:13except
24:14katung wala
24:15kagraduate
24:15o elementary
24:16while
24:17ang
