Senior councillors have given the go-ahead to a scheme that aims to drive up the standard of private sector rented housing and deliver improved quality of life for thousands of people in Leeds.

00:00Leeds City Council has approved a major new scheme aimed at improving standards in private rented housing across East, South and West Leeds.
00:11The scheme will use a system known as Selective Licensing to more closely regulate landlords in a number of deprived local communities.
00:19Following a significant public consultation and detailed preparatory work, a business case was presented to the Council's Executive Board.
00:28Councilors have voted to endorse the plan which will see landlords in designated areas required to meet stricter standards or face penalties.
00:37The scheme will come into effect in February next year and apply to around 12,500 privately rented homes across parts of six council wards in Armly, Beeston and Holbeck, Bermontofs and Richmond Hill, Gipton and Hare Hills, Hunslet and Riverside and Farnley and Wortley.
00:55Under the new regulations, most private landlords, aside from a few exceptions, must obtain a licence for any property they wish to rent within the designated area.
01:04Licence conditions will include ensuring gas and electrical safety, providing smoke alarms and carbon monoxide detectors and maintaining properties in a decent state of repair both inside and out.
01:16The decision follows the success of previous licensing schemes in Beeston and Hare Hills, which ran from 2020 until earlier this year.
01:25During that time the council carried out over 6,700 property visits, with improvement work completed at more than 1,400 homes where issues were found, leading to better living conditions for around 6,000 residents.
01:38The income generated from the fees will be ring-fenced to fund the running of the scheme.
