00:20to guarantee peace and territorial defense in that country.
00:30And Bolivia is experiencing the final days of election campaigning ahead of the unprecedented
00:39presidential runoff election to be held on October 19 between the right-wing candidates
00:44Rodrigo Paz and Jorge Quiroga.

00:56require 70 billion dollars of which 20 billion would be needed over the next three years.
01:03Hello, welcome to From the South, I'm with Alberto Matos from Delezo Studios in Havana, Cuba.
01:24We begin with the news.
01:37The Minister of Interior of Venezuela and Justice and Peace, Diosdado Cabello, activated as part
01:43of the exercises outlined in Plan Independence 200, led the deployment of comprehensive defense
01:49management bodies forces in the central region of Caracas and Miranda.
01:54The progressive deployment, the progressive deployment, the progressive deployment of public forces,
02:08state forces to ensure and guarantee the peace of Venezuelans.
02:18And in this case, it is now up to the state of Miranda and Caracas, the capital of our country.
02:24The state of Miranda calls on the integral defense body, the ODDI present here, the various committees.
02:33And today we are responsible for an evaluation of the entire day in the region of the state of Miranda.
02:52Also in Venezuela, a meeting was held to activate the comprehensive defense management bodies as part of Operation Independence 200
02:59to guarantee peace and territorial defense in the country.
03:04Mayor of Caracas, Carmen Melendez, announced the activation of Independence 200 operation exercises,
03:10together with all the high-ranking military commanders of the capital city.
03:14Melendez assured that 29 actions are planned to be carried out as part of the deployment to develop operations
03:19to maintain control and restore public order in cooperation with citizen security agencies.
03:25The mayor also declared that the aim is to guarantee the functioning of essential services,
03:30such as health, transport, food distribution, drinking water and fuel.
03:34Remember that Caracas is the capital of Venezuela.
03:44Caracas is at the center of power and we have to defend it.
03:49Neutralize any threat, act immediately.
03:53These exercises allow us to prepare for siege, for daily threats, for what we are experiencing.
04:03But with each passing day we become more prepared.
04:06So from here we are going to call on the integral defense management bodies as one.
04:18We are calling on them from this moment on so that at dawn we will all be in place to fulfill the mission to correspond to each communal militia unit for our organized popular power,
04:41to the combat corps, to the combat corps and to us, supporting our Bolivarian National Armed Forces whatever they request us.
04:51We will be there in this work of defending our capital in this arduous task and also with that training so that every day we are better prepared for the defense of the capital.
05:09To assure that all the integral defense zones within the Caracas and Miranda comprehensive defense management bodies had been activated comprising almost 7 million Venezuelans.
05:23Good morning.
05:25Good morning.

05:28Today, Wednesday, October the 15th.
05:30Beautiful day.
05:31A special day.
05:32We are activating the Caracas Integral Defense Zone and the Miranda Integral Defense Zone.
05:40Caracas and Miranda, a large population conglomerate, almost 7 million inhabitants.
05:46Good, hardworking, studious people.
05:49Caracas and Miranda, let's then activate the entire military force of integral defense.
05:57Popular military police activated and united.
06:02Let's go.
06:03From Catia to Barlovento.
06:05From Petare to La Pastora.
06:08As the song says, from Caricuao to the valleys of Tuí, passing through the Altos Mirandinos.
06:15Defend the mountains, coasts, schools, hospitals, factories, markets, communities, our people.
06:25To continue to create peace.
06:33Activated then, activated very important communal militia units.
06:44Complete their integral activation and all the integral popular defense bases.
06:51DBPGI.
06:52Let's go.
06:53Let's go. Caracas and Miranda today, October the 15th, fully activated in unity, winning peace.
07:03Peace is our destiny, our blessing.
07:07United, we will continue to win.
07:11Greetings to all. I am very aware of you all.
07:15Onto yous of the National Council.
07:18I am very aware of you all.
07:19Onto yous of the National Council for Sovereignty and Peace of Venezuela held a meeting with the media, led by its secretary, Jorge Rodriguez.
07:29During the event, Rodriguez affirmed that the media has the responsibility of showing and defending the truth and reality of Venezuela.
07:36In this context, the Secretary General called for the defense of peace in the communications war that is being waged against the country from abroad.
07:44He also urged the creation of a broad media chapter within the council, emphasizing that regardless of where each person stands on the political spectrum, what really matters is defending Venezuela.
07:55It is a way, and that's why we're doing this calling to you, of defending the truth, of taking care of the truth.
08:12When they come here, they find themselves in a country that is in peace, a country that is peaceful.
08:20But the peace that we have to defend and that we have to take care of can't be a peace that makes us unmovable,
08:31or a peace that puts us at the mercy of the lies that generally come through social media.
08:40The Honduran Secretariat for Risk and National Contingency Management extended the red alert in the Central District for 24 hours due to heavy rains that have caused 12 deaths and affected almost 11,000 people in the country.
09:06The measure, announced on Tuesday, October 14th, affects Tegucigalpa and Comayaguala, regions clearly impacted by the rainfall that is hitting several areas of America.
09:16The alert, which implies immediate evacuation, was extended until Wednesday due to a surface drought and a low-pressure system in the Caribbean Sea interacting with a tropical disturbance in the Pacific Ocean.
09:30These alerts will be in effect for a period of 24 hours, starting at 12 noon on Tuesday, October 14th.
09:37And more than 300 communities in Mexico remain isolated by landslides and flooding as a result of the rains that hit the center and east of the country.
09:49According to authorities, at least 64 people died in the flooding, while dozens of people remain missing.
09:54It also warns that the extent of the devastation in remote localities with between 501,000 inhabitants is still unknown.
10:03These precipitations were caused by the convergence of true tropical storms on the west coast of Mexico at the end of a rainy season that left rivers overflowing and slopes weakened.
10:13The truth is that it was desperate for us to see how our town had been left, how everything had been left, how many houses were buried by the river, the stream was filled, the entire land was destroyed, the entire town was destroyed, nothing was left.
10:41That's the idea, to be able to get there on foot.
10:45It takes six or seven hours to walk to the community, but we want people to know that we are working, that we are working for ways to reach them.
10:53We want them to see that we are also concerned about their situation and that we will do everything possible to give them some hope, something that will allow them to feel safe.
11:04Now, our first break coming up, remember you can join us on TikTok at Telesro English, where you will find news in different formats, news updates and much more.
11:12We are going to be right back, stay with us.
11:13We are going to be right back, stay with us.

12:21This ballotage is a mechanism introduced in the 2009 constitution that is being activated
12:25for the first time in the history of the country.
12:30In Ecuador, one person died and several were injured after a powerful explosion on Tuesday
12:39in a busy commercial area in northern Guayaquil, an area where drug trafficking is common.
12:44The public security company of the conflict-ridden city of Ecuador said it was responding to the
12:50emergency caused by the detonation of explosive devices and published photos of the road closed
12:55by police cars and fire trucks. The area where the explosions occurred is surrounded by restaurants,
13:00businesses, shops, doctors' offices, hospitals, hotels and the city's largest shopping center.
13:05The police reported that it was an explosion, the causes of which are being determined by specialized teams.

13:29international leaders and UN representatives. Our correspondent, Ronald Falsi, has the details.

13:59aimed to strengthen gender equality and accelerate the comprehensive development of women around the world.
14:11This day, this meeting, during this summit, the Chinese President, Xi Jinping, presented four key proposals,
14:21including the protection of women and girls in regions affected by conflicts, poverty or natural disaster,
14:32and the need to combat all forms of gender-based violence. It also emphasizes the importance of ensuring that all women

15:34as a priority and the invitation of 50,000 women to participate in an exchange and training programs. In addition,

15:57With these measures, the summit concluded with an accelerated commitment and cooperation to call all the persons to develop of women and the promotion of gender equality in all the world.
16:15With these news, we go back to the studio in La Habana, Cuba.
16:21The United Nations Development Programme reported that the reconstruction of the gas industry will require $70 billion, and of that amount, $20 billion will be needed over the next three years.
16:49The organization highlighted the existence of very favorable indicators regarding the funding allocated to these tasks.
16:57The organization estimates that the territory has accumulated at least 55 million tons of debris, representing an unprecedented logistical challenge.
17:05The Government Information Office in Gaza reported that the Israeli occupation forces dropped more than 200,000 tons of explosives on the territory.
17:12In over 24 months of aggression, Israel totally or partially destroyed some 500,000 homes in the Palestinian enclave.
17:19And Israel announced that it will limit the entry of humanitarian aid into Gaza to 300 trucks per day starting on Wednesday, half of what was agreed upon, and will keep the Rafa crossing close.
17:39The decision also includes a ban on the entry of fuel and gas, except for specific humanitarian infrastructure needs, in the context of famine and tensions in the ceasefire with the Palestinian resistance movement Hamas.
17:54On Monday, the crossings from Israel remained closed, although the UN collected supplies inside Gaza, according to the British spokesperson Farhan Khak.
18:01The UN has previously denounced obstacles to aid distribution attributed to Israel and local anarchy, where recent data shows that much of the aid is stolen by multitudes or armed groups.
18:11The United States Senate failed on Tuesday for the eighth consecutive time in its attempt to approve a temporary funding resolution to end the partial shutdown of the federal government,
18:39which has now been in effect for 14 days.
18:42This afternoon's vote in Washington ended with 49 senators supporting the measure and 45 rejecting it, well below the 60 votes required to advance the proposal.
18:52The measure, crafted by Republicans and already cleared by the House of Representatives, would have kept government agencies operating until November 24th.
19:00Democrats, however, blocked it unanimously, arguing that it failed to provide a long-term commitment to funding public health protections and the Affordable Care Act.
19:08Both of the countries faced funding cuts.
