Mayor Matthew Garwood and Tim Walker have a heated exchange on September 11. Video by City of Launceston council
Transcript
00:00I'll take it out if you come.
00:30This is another good example, councillors, in which we have our agenda for a week and we have our planning officers readily available to ask these questions before we get here today.
00:38The fact that we're scrimmaging through agendas infuriates me, to be honest, if I can speak so frankly.
00:44A point of order, Chair.
00:45I don't believe that we're scrimmaging through.
00:47I'm addressing a specific concern.
00:50And I'm addressing, Councillor Walker, that this council has a week of work to be done, officers available,
00:56and we continue to sit here and use our ratepayers' time and resources to discuss a one-metre wall that we're now trying to find in a hundreds-of-pages agenda.
01:10So, no, I don't rule on your point of order.
01:13Well, I'll take offence to the scrimmaging through.
01:16I'm just going through the planning scheme as it stands.
01:18It relies on performance criteria.
01:26The proposed unit 2 is located at the rear of the lot.
01:29However, the development includes a retaining wall approximately 14.5 metres in length and one metre in height,
01:35with a setback of around 0.4 metres from the primary frontage.
01:40Therefore, the proposal relies on performance criteria.
01:44It wasn't quoted in the table at the front, and I'd like an explanation.
01:48Point of order, please.
01:49Thank you, Chair.
01:50This aggression is not appropriate, Councillor Walker.
01:52This is a formal warning to you, that if you cannot calm yourself, and if you don't speak to me respectfully,
01:58you will be asked to leave the chamber.
02:01I'm calm.
02:02I'm calm, thank you, Mayor, but I'll make my point.
02:05You make your point several times through a council meeting, Councillor Walker,
02:07so I'm taking this opportunity to say, once again, council officers are available.
02:12The CEO circulated stating that council officers are available,
02:18and that is our duty to our community to not come in here one day a week,
02:22and I know that you don't do just one day a week.
02:24You do much more than that, but that is the reflection that can be taken,
02:29and that is our duty to our community.
02:39Executive Leader.
02:40Councillor Walker, if it be possible, just get clarification, please, on the exact question.
02:46I think I've found the note you're referring to on page 47 of the agenda.
02:51Proposed unit 2 is located at the rear of the lot.
02:54However, the development includes the retaining wall approximately 14.5 metres in length
02:58and 1 metre in height, with the setback of around 0.4 from the primary frontage.
03:03Therefore, the proposal relies on performance criteria.
03:06Was that the item, Councillor Walker?
03:08That is correct.
03:08And what's your specific question, sorry?
03:11My question is that wasn't included in the table at the beginning of the item,
03:15which does point out the discrepancies that rely on performance criteria.
03:20And I was just querying how that particular item
03:27is deemed to meet the performance criteria.
03:33I believe it is in the table at the front here, Councillor Walker, on page 47,
03:46but I'll pass to our Senior Leader of City Development.
03:48Just to be clear, the plans show the retaining wall in these sections.
03:55So the retaining wall is in this element here,
03:58is this element here, and it's shown in these sections.
04:03And the retaining wall is required because the driveway goes up to the rear
04:07of the gate and to facilitate.
