00:00Prosecutors at the International Criminal Court on Tuesday began presenting evidence
00:05against fugitive Ugandan rebel leader Joseph Coney in the tribunal's first ever in absential
00:11hearing.
00:12Coney, who remains at large, faces 39 counts of war crimes.
00:16When looking holistically at the evidence, there can't be any doubt.
00:24Mr. Coyne commanded the LRA, he and his co-perpetrators used the apparatus of power that was the LRA
00:35to control their fighters, subjugating them to their will.
00:43And he exercised control by virtue of his own essential contributions, not only to the common
00:51plan, its implementation, but to the crimes.
00:56Coyne acted with intent and knowledge, which you can see from his own statements, some of

01:07But overall, his conduct is also of such a nature that it could only have been undertaken intentionally.
01:15During the hearing, prosecutors presented graphic video evidence, including a video clip showing
01:21the body of the victim pulled from the rubble of the burnt-out building.
01:26They argued that Coney orchestrated such atrocities through orders issued directly to his commanders.
01:32Coney is being represented in absential by a defense lawyer.
01:37Judges are expected to rule on the charges in the coming months, but trial cannot begin
01:42unless Coney is taken into custody.
