Transcript
00:00It has been almost a decade of war in Mozambique without end in sight.
00:05The southern African country is fighting an insurgency in the northern province of Cabo Delgado linked to the Islamic State
00:12group.
00:12The conflict has seen attacks on civilians and security forces, including beheadings, and has displaced thousands of people.
00:20After nine years of violence, no imminent military solution appears to be in sight.
00:27I encourage the government to explore possibilities for a negotiated resolution of the conflict.
00:35At least 6,600 people, including 2,700 civilians, have died since 2017 to mid-2026.
00:42Other impacts have included loss of land, livelihoods, property, access to services, and family separation.
00:49The United Nations is now urging the government of Mozambique to explore other possibilities for negotiations.
00:57It's welcome that Mozambique's recent counterterrorism strategy recognizes the need for a more comprehensive approach,
01:06moving beyond the highly militarized response, which has previously prevailed.
01:15The new strategy recognizes the need to address the conditions conducive to terrorism, or the root causes underlying terrorism.
01:25About 1.5 million people have been displaced, and 1.7 million required humanitarian assistance in 2026, according to the
01:34United Nations.
01:39The new strategy is going to be forced to address the conditions to the WHOA and to the WHOA and
01:40to the WHOA.
