00:00The usual suspects and the ongoing flood control project probe have found their way into the latest complaint filed by the Commission on Audit
00:06to the Office of the Ombudsman over huge discrepancies and irregularities in the number of Bulacan flood mitigation structures.
00:14The full report from our Bernard Ferrer.
00:19DPWH Secretary Vince Dyson and Co-Wat Chairperson Gamaliel Cordoba personally filed documents before the Office of the Ombudsman
00:27regarding the alleged controversy involving several flood control projects in Bulacan.
00:33Among those recommended to be charged are three major contractors,
00:37Wawaw Builders, St. Timothy Construction Corporation, and Sims Construction Trading,
00:42along with several allegedly corrupt DPWH officials.
00:45In the case of Wawaw Builders flood mitigation structures in Barangay Frances, Calumpit,
00:51which cost over P77 billion,
00:53the Co-Wat found the project incomplete despite being declared 100% complete.
01:00Instead of the intended 124 meters, only 77.9 meters of construction were completed.
01:07Wawaw Builders was also allegedly paid an additional 3.1 billion pesos
01:11despite the absence of documents explaining the cost increase.
01:16Inspectors also noted visible cracks on the dike as well as an even concrete surface.
01:21Another Wawaw Builders project in Barangay Santa Lucia worth 74 million pesos
01:28was also found with cracks and misaligned structures.
01:32Co-Wat auditors could not confirm the claim 90% completion.
01:36For St. Timothy Construction's River Protection Structure in Barangay Bulusan,
01:41which was valued at 96 million pesos,
01:44Co-Wat discovered a 38 million pesos discrepancy
01:47between the DPWH cost estimate and the Co-Wat's own evaluation.
01:52Aside from missing documents,
01:54incorrect dredging and embarkant measurements were noted,
01:57and there was no evidence to support the claim volume of excavated soil.
02:01An undated variation order worth 2.8 million pesos was also found,
02:06lacking details on what additional work has been done.
02:09Despite these irregularities,
02:11the project was still declared 100% complete
02:14and was issued a certificate of completion
02:17by the DPWH First District Engineering Office.
02:21In another same theme of the project covering Barangay Bugyon,
02:24Serio Bayan, Balite, San Marcos,
02:26and Palimbang worth 39 million pesos,
02:29it was found that only half of the seal paid
02:32for had actually been added to the concrete.
02:34The structure also had holes,
02:36which could worsen over time.
02:38Still, the project was certified 100% complete
02:41and issued a certificate of completion
02:43by the same DPWH District Office.
02:46In the case of the Sims Construction's
02:4855 million pesos reinforced concrete river wall project
02:51in Barangay Piel, Baliwag,
02:53the DPWH Bulacan First District Engineering Office
02:57pointed to the wrong project site.
02:59Co-Wat later identified the correct location,
03:02but no actual construction was found there.
03:04Sims Construction trading had already been fully paid
03:07as June 30, 2025.
03:09It's a post-audit, it's after the transaction.

03:25Secretary Dyson assured the public
03:27that more individuals will be held accountable
03:29in a connection with alleged flood control project anomalies.

03:55has denied all allegations
03:56linking her to the supposed 2016 budget insertion
