03:58In an interview by the Texas Tribune published on June 9th, 2022, Uvalde School District Police
04:08Chief at the time, Pedro Pete Arredondo said he arrived at the school thinking he was the
04:14first law enforcement officer on the scene.
04:17He claimed he abandoned his police and campus radios because he wanted his hands free to
04:23shoot the gunman, and stated he also thought the radios would slow him down.
04:28He said one radio's antenna would hit him when he ran, while the other radio was prone
04:33to falling off his belt when he ran, and that he knew from experience that the radios
04:38did not work in some school buildings.
04:41Arredondo said he was unaware of 911 calls being made from the classrooms the gunman was
04:47in because he did not have a radio, and no one told him.
04:51The other officers in the school hallway were not in radio communication either.
04:56In the Texas Tribune interview, Arredondo said that he did not consider himself as the
05:02incident commander for law enforcement.
05:04Instead, his role was a frontline responder, with him assuming someone else was in command.

05:14The National Incident Management System, which guides all levels of government on how to
05:19respond to mass emergency events, says that the first person on the scene is the incident
05:25commander.
05:26DPS officials have described Arredondo as the incident commander and identified him as
05:31giving the order to treat the situation as a barricaded subject.
05:35Arredondo said that he attempted to open the door to classroom 111, while a Uvalde police
05:42department officer tried the door to classroom 112, but both were locked.
05:47According to Arredondo, the classroom door had a steel jam that prevented law enforcement
05:53from easily breaching it.
05:55Later reporting indicated these doors were not in fact locked.
06:00Arredondo was aware the gunman was firing from within the classroom and that some shots
06:05had grazed police officers.

06:08According to Arredondo, he and the officers in the school hallway did their best to remain
06:13quiet, only whispering to each other, fearing that if the gunman heard them, he would shoot
06:19at them.
06:20He spent over an hour in the hallway, of which he held back from the classroom doors for 40
06:28minutes to avoid attracting gunfire.
06:31Arredondo said that during the wait for door breaching tools, he tried to talk to the gunman
06:37through the walls to establish report, but got no response.
06:41Oh jeez, what a meanie, what a meanie.
06:45That Salvador Ramos, he should have talked to that nice police officer who was being so
06:50patient with him.
06:51Also in the Texas Tribune interview, Arredondo said he was provided with six keys, which he
06:57tried on a door adjacent to the room where the gunman was, but none opened the door.
07:03He stated he later received another 20 to 30 keys, which also did not work, and that eventually
07:12other officers called his cell phone to inform him they had obtained a suitable key.

07:21Arredondo denied cowardice and incompetence, stating that law enforcement's objective was
07:27to save as many lives as we could, and the extraction of the students from the classrooms
07:32by all that were involved saved over 500 of our Uvalde students and teachers before we
07:40gained access to the shooter and eliminated the threat.
07:45The perpetrator, Salvador Ramos, born on May 16, 2004 in Fargo, North Dakota.

08:17Salvador Rolando Ramos was a resident of Uvalde from an early age and was a former student at
08:24Uvalde High School.
08:25He also attended Robb Elementary School for fourth grade in the same classroom where he
08:30was killed.
08:31He was frequently bullied at school due to a stutter, short haircut, and limited wardrobe
08:38because his family was unable to afford more.
08:40At one point, another student tied his shoelaces together causing him to fall face down.
08:46Lieutenant Chris Olivares from Texas DPS claimed that Ramos had no friends.
08:53Furthermore, he did not have a criminal record or any documented mental health issues.
08:58However, he had searched the term sociopath and received an email about possible treatment.
09:05He had also previously posted violent threats online.
09:09School officials at Uvalde High School withdrew him from the school on October 28th, 2021 due
09:16to his frequent absences.
09:19Ramos' social media acquaintances said he openly abused and killed animals such as cats and would
09:27live stream the abuse on Ubo.
09:29Other social media acquaintances said he would also live stream himself on Ubo threatening to
09:35kidnap and rape girls who used the app, as well as threatening to commit a school shooting.
09:43Ramos' account was reported to Ubo, but no action was taken.
09:48Up until a month before the shooting, Ramos worked at a local Wendy's and had been employed
09:54there for at least a year.
09:56According to the store's night manager, he went out of his way to keep to himself.
10:01One of his co-workers said he was occasionally rude to his female co-workers, to whom he sent
10:06inappropriate text messages and would intimidate co-workers at his job by asking them,
10:12Do you know who I am?
10:14Ramos' co-workers referred to him by names including School Shooter because he had long
10:19hair and frequently wore black clothing.
10:22I mean, I'm sure it also had to do with like his fucking personality, too, because like
10:26that's not like vague at all.
10:29A year before the shooting, Ramos started posting pictures to his Instagram account of
10:36semi-automatic rifles that were on his wish list.
10:40According to a friend of his, he would often drive around at night with another friend shooting
10:45at strangers with a BB gun and egging cars.
10:49According to a man who was in a relationship with Ramos' mother, Ramos moved out of his mother's
10:54house and into his grandparents' house two months before the shooting after an argument broke out
10:59between him and his mother over her turning off the Wi-Fi.
11:03People close to Ramos' family described his mother as a drug user and said he frequently argued with her.
11:09Two months prior to the shooting, he posted a video of himself on Instagram aggressively arguing with his mother and referring to her as a bitch.
11:20Ramos' mother described her son as not a monster but admitted that he could be aggressive.
11:26His grandfather said that his grandson did not have a driver's license and did not know how to drive.
11:31According to his father, Ramos had a girlfriend who lived in San Antonio.
11:36On May 14th, Ramos sent a private Instagram message reading,
11:4010 more days.
11:41A person responded,
11:43Are you going to shoot up a school or something?
11:46He replied,
11:47No, stop asking dumb questions.
11:50You'll see.
11:51According to the Texas Department of Public Safety, in September 2021,
11:56Ramos asked his older sister to buy him a gun, but she refused.
12:01On May 17th, 2022, a day after his 18th birthday,
12:05he legally purchased a Smith & Wesson semi-automatic rifle from a local gun store.
12:11He then purchased another rifle three days later.
12:15Investigators later found that his gun had a Hellfire trigger device,
12:19which decreases the time required for the trigger to reset, increasing the possible rate of fire.
12:26Ramos sent an Instagram message to an acquaintance he met through Yubo,
12:31which showed the receipt for an AR-15 style rifle purchased from Georgia-based online retailer,
12:38Daniel Defense, eight days before the shooting.
12:42He posted a picture of two rifles on his Instagram account three days before the shooting.
12:48Ahead of the shooting, Ramos had purchased 1,657 total rounds of ammunition,
12:55which included 375 rounds of 5.56 NATO ammunition purchased on May 18th, 2022.
13:04A total of 315 rounds were found inside the school, consisting of 142 spent cartridges and 173 live rounds.
13:16Overall, Ramos fired 164 rounds during the shooting.
13:31Police and Border Patrol officers fired a combined total of 35 rounds during the shooting,
13:388 in the hallway and 27 in the classroom where Ramos was killed.
13:44The Federal Bureau of Investigation and the Bureau of Alcohol, Tobacco, Firearms and Explosives
13:50are assisting local police in the investigation.
13:53Ramos's guns and magazines were recovered by law enforcement for analysis.
13:59Two days after the shooting, state officials said that the Texas Ranger Division was investigating local police's conduct during the shooting.
14:08On May 29th, the United States Department of Justice announced it would review the law enforcement response to the mass shooting
14:15at the request of Uvalde Mayor Don McLaughlin.
14:19After initially praising first responders, Governor Greg Abbott called for an investigation into the lack of initiative displayed by law enforcement.
14:30On May 27th, Abbott said bottom line would be why did they not choose the strategy that would be best to get in there
14:37and eliminate the killer and rescue the children.
14:40On June 1st, ABC News, citing multiple unnamed law enforcement sources, reported that the Uvalde Police Department
14:48and the UCISD Police Force had stopped cooperating with investigations soon after the DPS said on May 27th
14:57that police had erred in delaying entry into the classroom.
15:01The DPS responded that the UPD and UCISD Police Force had been cooperating with investigators.
15:09While specifying that UCISD Police Chief Pedro Arredondo provided an initial interview,
15:16but has not responded to a request for a follow up interview with the Texas Rangers that was made two days ago.
15:23Also on June 1st, Arredondo told CNN that he was in contact with DPS every day
15:30and said he would not release further information about the events of the shooting while funerals are ongoing, citing respect for the families.
15:38Whenever this is done and the families quit grieving, then we'll do that obviously.
15:43Just over an hour into the attack, Pedro said,
15:45we think there are some injuries in there and so you know what we did.
15:50We cleared off the rest of the building so he wouldn't have any more besides what was already in there, obviously.
15:58As a side note, I noticed that during a brief confrontational interview after the shooting, Pedro also ended a statement with the word obviously.
16:07It seems to be a habit of his.
16:10When Uvalde Police Department's Acting Chief Lieutenant Mariano Pargas was interviewed by authorities two days after the shooting,
16:19he did not mention that he had known at the time that there were children in the classroom with the shooter.
16:27Pargas said that he had Officer Ruben Ruiz removed from the hallway after Ruiz said that Ruiz's wife was shot in her classroom because
16:36we were just afraid that he was going to try to run in the classroom and try to do what I wanted to do if I could have done it.

16:47When Pargas was interviewed again in mid-June and asked about 911 calls made from inside the classroom,
16:54Pargas said he cannot remember and he does not mention that he had called his department's dispatchers
17:01who told him about 911 calls from children inside the classroom.
17:07Instead, Pargas said, the last thing we thought was that the shooter had actually shot the kids.
17:14We thought he had shot up in the air, broken the lights.
17:18We had no idea what was behind those doors.
17:21Give me a fucking break.

17:28On June 9th, a committee of three started their investigations into the shooting on behalf of the Texas House of Representatives.
17:36The committee consisted of Representative Dustin Burroughs, Representative Joe Moody,
17:42and former Texas Supreme Court member Ava Guzman.
17:45That day, committee leader Burroughs explained that the investigation would be done in private,
17:51out of respect for the process, and wanting to be thorough and accurate before revealing any conclusions.
17:58He's a good man, Jeffrey, and thorough.
18:01On June 20th, before the committee had a hearing at Uvalde City Hall,
18:05a fire marshal told parents, journalists, and a chaplain to leave the premises because someone is intimidated.

22:17in the lobby of the school. She was inside yelling and causing her disturbance trying
22:22to pick up her kid. Eventually, she was led in by other parents that are here to pick
22:31their kids up after she was already told to leave and stay outside until she can calm
22:36down. So she came in here yelling again. So this is getting pretty out of hand for that.
22:45She's already left the premises, but they were recording and all that.
22:55Not for the first part, but for the second part I did once I realized it was going to be
23:00a problem.

23:19It took virtually no time for things to escalate at this school board meeting. Y'all do not
23:39give a damn about our children or us.
23:44The calls to fire school police chief Peter Redondo outdone only by parents wondering how
23:50law enforcement responding on May 24th still had a badge or a community's trust after waiting
23:56in the hallways for more than an hour before taking out the gunman. Rachel Martinez has four
24:01kids on four different campuses in Uvalde. Do you feel comfortable sending a single one of
24:06your children to school? One of my daughters actually comes to tears thinking about having
24:10to go to school. The most common concerns families voiced at the meeting, doors that don't lock
24:15and officers that don't act. Students weighing in, including incoming senior Jasmine Cositas,
24:21whose sister Jackie was killed. What are you going to do to make sure I don't have to wait 77
24:26minutes bleeding out on my classroom floor just like my little sister did? And poignant testimony
24:32from 10-year-old Maylee Taylor. This was the last dress that all my friends saw me on. Most
24:39of those kids were my friends. Her mother grilling a school board member over what he would have
24:45done in the crisis. Come on, you're a vet. What would you done? Answer. You don't have an answer.
24:53The crowd then attacking him for not answering the question. I am not a coward. I am a combat
25:00veteran of Vietnam. I served 26 years in the Navy and I served in Desert Storm. And what about
25:06the children calling 911 from inside the classroom? Hold on this police body camp video. Time stamp
25:15somewhere around a half hour into the response. We have known since Columbine, there is a rule. It
25:22is cut and dry. You don't sit and wait. You don't let the shooter go in and try to talk them out. If
25:29there's an active shooter, you go in after the active shooter. And just to be blunt, if there are people in
25:36the hallway that are bleeding, you step over them, you run to the active shooter, you take the active
25:43shooter down first. Everything else is secondary after that. We've had that knowledge for over 20
25:52years, police officers. And these images, I've got to say, it's hard to be shocked by anything
25:57anymore. But I'm shocked by that. I'm also shocked by the ineptitude and the callousness of elected
26:04officials in the state of Texas. There has been a playbook. It's depressing that one has to exist. But
26:10there is a playbook when it comes to active shooters, including active school shooters. And those Texas
26:16officers, despite having trained just a few weeks prior on what to do if there is a mass shooting, did
26:23none of them. They stood there in the hallway. And we did the drip, drip, drip, the revelations from this
26:29investigation are just so shocking and infuriating for us. And of course, so heartbreaking for those
26:35parents. And we certainly saw some of that frustration spill out into the open again last
26:39night, as it is just, it's excruciating to think about the number of mistakes made that day. And if a
26:46few different decisions had been made, a lot more lives could have been saved.
