00:00The Muntris Besar of the four Purikata Nacional-led states have rejected the Urban Renewal Bill,
00:06claiming that it undermines their state's autonomy to conduct their own urban planning.
00:10In a joint statement today, they say the Town and Country Act 1976 clearly stipulates that
00:16urban planning falls under the executive jurisdiction of the state, and also takes
00:20into account the need for land use control and appropriate urban development in line
00:24with state policies and people's needs.
00:26They also said that the bill did not specify clear mechanisms for compensation and protection of landowners,
00:32raising concerns that it might disrupt the balance of ethnic communities and property ownership in urban areas,
00:37especially among the Bini Putras.
00:39The statement was issued by Kelantan Muntri Besar Nasruddin Dawud,
00:43Terengganu Muntri Besar Ahmad Samsuri Mukhtar,
00:46Kadha Muntri Besar Sanusi Noor,
00:48and Perlis Muntri Besar Syukri Ramun.
00:50The Urban Renewal Bill was tabled for its first reading last Thursday
00:54and is aimed at replacing outdated legislation to facilitate the redevelopment of old and dilapidated urban areas.
01:01The bill's second and third readings are scheduled for tomorrow,
01:04though seven PKR MPs last week called for the second reading of the bill to be postponed
01:08due to concerns over the consent threshold under the proposed law.
