The statement, agreed upon by other EU leaders, emphasized that international borders cannot be changed by force and that peace in Ukraine must include Ukraine’s voice. Orban claims the declaration was an attempt to set preconditions for a meeting to which the EU was not invited — further deepening tensions within Europe ahead of a critical geopolitical summit.
