Police officers must identify themselves. It's the clarity Minister of Legal Affairs Saddam Hosein is seeking to provide as concerns continue to be raised over the proposed Stand Your Ground legislation and the possibility of shooting a legitimate police officer.

00:05a topic based on past incidents that continues to propel those attending stand-your-ground consultations
00:11to be concerned about the implications if a police officer is shot should a law be passed.
00:17While at a previous consultation, Legal Affairs Minister Saddam Hussein called it a touchy subject
00:22and didn't say what will obtain if that happens,
00:25he is now seeking to provide clarity on what is expected of legitimate police officers
00:30when carrying out their duty, regardless of a state of emergency.
00:35Although we are in an SOE, it does not mean that a police officer don't have to comply with their standing orders
00:41and departmental orders.
00:44Once police officers are at your home, with a warrant or without a warrant in the SOE circumstance,
00:51they must identify themselves.
00:54There must be identification and proper identification of police officers
00:59and now they are required to wear the police ID badges.
01:04He calls it part of the checks and balances for those who are legitimate police officers.
01:10As the consultations continue, other aspects are being taken into consideration.
01:15One is domestic violence and those who can abuse the stand-your-ground legislation
01:19to perpetrate a crime against an intimate partner.
01:22In this regard, the minister reveals an additional layer to what is being proposed
01:27pertaining to the use of deadly force and the exceptions that will apply to prevent people from walking free.
01:33So where a person against whom force is used has a right to be in the house.
01:41For example, you have husband and wife living in the house.
01:45Husband want to kill the wife, wife want to kill the husband.
01:47The both of them have a right to be in the house.
01:50They can't come and claim that we're going to use deadly force against each other.
01:53Agreed?
01:53However, if husband tries to kill the wife with a gun and she decides to retaliate,
02:00she has a right to defend herself also because there are instances of domestic violence.
02:06It has also been suggested that other occupants of a house who are not the FUL holder
02:12be given some sort of certification that will allow them to use the firearm against home invaders
02:18should a licensed holder be unable to, similar to the function of a firearm's user's employee certificate.
02:25Firstly, I want to deal with the issue you asked about whether we could have something similar to the FEUC,
02:31which is the employee certificates for home users.
02:34That's an excellent suggestion and something that we have recorded
02:37and will bring to the attention of the legal team.
02:41The high cost of firearms also came up at the consultations
02:44as it may prohibit some people who might otherwise be qualified from gaining access to one.
02:51It's something the minister says he will look into.
02:53When it comes to training for applicants of FULs,
02:57Hussein says it is a mandatory part of the process
03:00before the actual FUL is issued.
