Security expert Garvin Heerah says while the declaration of a State of Emergency may disrupt criminal operations, clear and measurable objectives must now be shared with the public. Heerah is advising that border security be tightened immediately, to prevent criminal migration and to reinforce national security efforts.

00:00It is also very, very important now because there has been a trend, there is information outside there that shows that once there's a state of emergency or planning to execute a state of emergency, high level criminals known to the police who are in control of gangs and in control of organized crime groups migrate out of their areas of operation, out of their comfort zones.
