00:14This is where we get real about the US, China and everywhere and everything in between.

00:19It is two superpowers, but one global story.

00:23Now, as the US-China rivalry drags on, where does that leave America's traditional allies?

00:30Can the UK and the EU and Canada and Japan and South Korea, Australia,

00:38can they still count on Washington for leadership?

00:42Or do they need to rethink what global leadership looks like?

00:47I'm Melissa Idris and with me is Professor Wu Wingtai,

00:50who has been studying US-China relations long before tariffs became global headline news.

00:57So, let's start there.

00:58Prof Wu, if we were to look at this global story,

01:02where for decades it has been America,

01:05it has been the US that has provided leadership of the West.

01:10So, when we think about the current situation now,

01:13are we witnessing a strategic divergence of the US and its traditional allies?

01:22Are you seeing that?

01:23Can you maybe explore a little bit what you think is shifting?

01:30Yes, there is a growing divergence between the United States

01:35and what we can now call the rest of the West.

01:40The rest of the West are not just countries of European origin,

01:49for example, Canada, Australia, New Zealand.

01:53We should also count in them

01:55the strong military allies of the US,

02:01which are Japan and Korea.

02:04After all, Japan is a member of the G7,

02:09which is the core of what we call the West.

02:14What is happening is very unfortunate

02:18because the US is going through a very unusual phase

02:23in its history right now.

02:25It is a country that is highly polarized

02:32and it's polarized

02:34because that it has been unable to adjust

02:38smoothly to two of the big changes

02:42of the post-Cold War period.

02:47The two big changes in the post-Cold War period,

02:51one would be globalization.

02:57In other words, the expansion of trade

03:01and the growing integration of South East Asia,

03:08for example, into global supply chains.

03:11So the big change after the first big one is globalization.

03:16The second one is the accelerated technological progress

03:22that has occurred since the middle of the 1980s.

03:28Just look at your cell phone.

03:31It has got more power than the PC of 1985

03:38when the personal IBM PC was introduced.

03:43That was a big revolution.

03:45But now, every iPhone is more powerful than that PC.

03:52What that means is it has cost

03:55our ability to produce goods and services greatly.

04:02We are now a much richer place than ever before.

04:08For example, if you look at the GDP per capita of the United States

04:13between 1980 to 2023,

04:19the GDP per capita has doubled.

04:23But there's this big increase in income,

04:27but this increase in income

04:29has not been distributed equally enough

04:35such that the poorest parts of society

04:39do not see the great benefits

04:44of both globalization and technological progress.

04:48What do they see from technological progress?

04:52What they do see is they lose their jobs.

04:56For example,

04:57just think of

05:00we now have Uber drivers.

05:06But what is Uber investing money in?

05:09Rivalrous taxis.

05:11Because in the streets of San Francisco right now,

05:17you have got

05:19cars that you summon,

05:23that you summon an Uber,

05:25but there are just no drivers to that.

05:28So it means that

05:29many people have to switch jobs.

05:31And switching jobs

05:33means you go through unemployment.

05:36And that's a painful period.

05:38Most of the time,

05:39you might have to

05:40leave the town you're living in

05:43to go look for another job.

05:47And if you are lucky,

05:49you get yourself retrained.

05:51That means you experience

05:52temporary unemployment

05:54while you get retrained for the other job.

05:58But what is

05:59also happened is globalization.

06:04And that means that

06:05there have been relocation of factories

06:08from the American Midwest

06:11to other parts of the world,

06:14specifically to China.

06:16So all these working class people,

06:21they have paid the cost

06:24of technological changes

06:26and of globalization

06:28but they are not getting

06:31very much

06:32of

06:33the benefits.

06:35To see that,

06:37look at what we call

06:38the median household.

06:40Median household means that

06:4250% of people are richer than you,

06:4550% of people are poorer than you.

06:47If you look at a household

06:48that is in the median,

06:49you will find that

06:52it's income

06:54between 1980

06:55to 2023

06:57only went up by 25%.

07:00Whereas,

07:02I just told you

07:03that GDP per capita

07:04had gone up by 100%

07:07in that period.

07:08So that means that

07:09if you were

07:11a capital owner,

07:13in other words,

07:14you happen to own

07:15a lot of shares

07:16or you are

07:18highly educated

07:19individual,

07:21you benefit

07:22both

07:23much,

07:26to a much larger,

07:27greater extent

07:28than the common worker.

07:30So

07:31this,

07:33in the case of America,

07:36this adjustment

07:37is more painful

07:39than in other

07:40G7 countries.

07:41is more painful

07:43than in other

07:44G7 countries

07:45because the United States

07:46has a culture

07:48of individualism

07:50that discourages

07:52strong social safety nets.

07:56In other words,

07:56the number of weeks

07:57you could be on

07:58unemployment

07:59is shortest

08:00in the US

08:01of the G7 countries.

08:04And the amount

08:04of unemployment

08:06payment

08:07is also

08:08the lowest.

08:10And what is

08:11possibly the worst

08:12aspect

08:13is that

08:14medical coverage

08:16in the US

08:17comes from

08:19your

08:19employer.

08:21So

08:22if you were

08:23in Germany,

08:24you lost your job,

08:25it's true that

08:26your pay goes down,

08:27but

08:28that is

08:29a

08:30social medical

08:31system

08:31that covers

08:33you.

08:34Whereas in the US,

08:35you would not only

08:36have lower income,

08:38you also lose

08:39your grade,

08:40your health,

08:40coverage.

08:43So

08:43the United States

08:46has this

08:47increased

08:48inequality

08:49in income,

08:51which meant

08:52that

08:52all the big

08:54improvements

08:55in

08:57productivity

08:58that we see

08:59did not

09:01filter

09:01down to them.

09:03change.

09:04If I may

09:06jump in here,

09:07Profu,

09:08can you

09:09maybe explain,

09:10so America

09:11has reaped

09:12the benefits

09:12of globalization

09:13and tech

09:14advancements

09:15as you've

09:17pointed out,

09:17but it hasn't

09:19been equally

09:19distributed.

09:20Can you

09:21make that

09:22bridge for me

09:23as to how

09:24it has

09:25led to

09:26Americans

09:28feeling

09:28disenfranchised,

09:30feeling

09:30that they're

09:32very unhappy

09:33with the current

09:34situation,

09:34they want to

09:35make America

09:35great again,

09:36and the

09:37loss of

09:38leadership

09:39in the

09:40global arena

09:41and how

09:42other countries

09:43and traditional

09:43allies

09:44may now view

09:45the U.S.?

09:47Well,

09:48when things

09:49are happening,

09:51when unhappy

09:51things happen,

09:53one very

09:54easy thing

09:56to,

09:58one easy

09:59group to

10:00blame

10:00are foreigners.

10:02In other

10:03words,

10:04in the case

10:04of globalization,

10:05you actually

10:06see a job

10:07appearing

10:08in another

10:09country.

10:10So,

10:11that is

10:11one.

10:12And the

10:12other is,

10:14it's true

10:14that there

10:15are a lot

10:15of,

10:16the United

10:17States is

10:17a country

10:18that is

10:18still open

10:19for

10:20immigration.

10:21You can,

10:22that there

10:23is a process

10:24by which

10:24you apply

10:25to be

10:26allowed

10:27to immigrate

10:28to the

10:30United States.

10:31And this

10:32particular

10:33feature

10:34that makes

10:36sense,

10:36you say,

10:36why is my

10:37pay not

10:37going up

10:38so high?

10:39Because too

10:39many foreigners

10:40are coming

10:41in,

10:42keep lowering

10:43down,

10:44keeping my

10:45wage down.

10:48So,

10:48blaming

10:48foreigners

10:49became

10:50a convenient

10:53thing to

10:53do.

10:54And the

10:55politicians

10:57in their

10:58race

10:59to get

11:00elected

11:00found it

11:02easy to

11:03play to

11:03common

11:04prejudices.

11:05Another

11:06way that

11:07they would

11:07pitch it

11:09would be

11:09that

11:10not only

11:13are you

11:14not doing

11:15well

11:16economically,

11:17your way

11:18of life

11:19is being

11:20threatened

11:21by all

11:23these

11:23affirmative

11:25action

11:26programs in

11:27the US

11:28whereby they

11:29try to help

11:29the minorities

11:30like blacks

11:32that have been

11:33discriminated

11:34against in the

11:35past.

11:35so the

11:38politicians

11:39have

11:41exploited

11:42the

11:45underlying

11:46feelings of

11:47dissatisfaction

11:48and giving

11:49it a

11:50foreign face.

11:51And this

11:52is the

11:53unfortunate

11:53outcome

11:54that we

11:55see.

11:56But this

11:57is very

11:57particularly

11:58unfortunate

11:59because I

12:01feel that

12:02this is only

12:03a temporary

12:03face in

12:05American

12:06society

12:06because what's

12:08the alternative

12:09to what

12:11is being

12:11done?

12:13And what

12:14Donald Trump

12:16is doing

12:17is not

12:19addressing the

12:20problem.

12:21He is

12:21cutting down

12:23on trade

12:24with other

12:25countries

12:25which

12:27certainly

12:28is not

12:29the best

12:30cure for

12:32the problem.

12:33The best

12:33cure is

12:34to increase

12:35the social

12:36safety nets

12:37and at

12:37the same

12:38time to

12:39greatly boost

12:40education

12:41services

12:43for the

12:44poor.

12:45So

12:45this

12:46but these

12:47facts are

12:47not known

12:48and so

12:49I think

12:49that the

12:50US

12:50will have

12:51to go

12:52through

12:52another

12:5210 years

12:53of

12:54trying out

12:55the wrong

12:56policies

12:56before

12:58they

12:59turn back

13:01to be

13:02a more

13:03normal

13:04country.

13:05Right now

13:06it has

13:06got moods

13:07of

13:07isolationism

13:09and

13:11it is

13:13also

13:13unfortunately

13:14coincides

13:16with the

13:17rise of

13:18China

13:18and so

13:19they see

13:20the rise

13:21of China

13:22as a

13:23cause

13:24for why

13:25things are

13:25not happening

13:26well in

13:27their own

13:27country.

13:28and

13:29politicians

13:30have

13:31whipped

13:31up

13:32the

13:33populist

13:34sentiment

13:34of saying

13:35that we

13:35should be

13:36number

13:36one.

13:37The

13:37Chinese

13:38are

13:39trying to

13:40take

13:40the

13:41number

13:41one

13:41spot

13:42from us

13:43and we

13:44should

13:44deny

13:44them

13:45that

13:45ability

13:48to grow

13:49and to

13:50come to

13:50match

13:51us

13:51and so

13:52we launched

13:52a trade

13:53war

13:53against

13:54them.

13:55and

13:56another

13:58very

13:58unfortunate

13:58aspect

13:59of the

14:00US

14:00is that

14:01the

14:02politicians

14:03have

14:03mobilized

14:04the

14:04religious

14:05right

14:05to be

14:07to

14:09basically

14:09become

14:10extremely

14:10Islam

14:11phobic

14:12such

14:13that

14:14look at

14:14the

14:15US

14:15policy

14:16on

14:17Palestine

14:18the

14:19United

14:20States

14:20is

14:22the

14:22only

14:23country

14:23besides

14:24Israel

14:25that

14:26is

14:26blocking

14:26the

14:27entry

14:27of

14:28Palestine

14:28into

14:29the

14:30United

14:30Nations.

14:31All

14:32the

14:32European

14:33countries

14:33are

14:34willing

14:34to

14:35seat

14:35Palestine

14:37as a

14:38state

14:38so that

14:39they can

14:39push

14:40for a

14:41Middle East

14:41solution

14:42that takes

14:43the form

14:44of two

14:45states

14:45instead

14:46of

14:47a

14:48greater

14:48Israel

14:49and

14:50an

14:51American

14:51Gaza

14:52but

14:53what

14:54so you

14:55could see

14:55that

14:56the

14:57politics

14:59are rather

15:00toxic

15:00at the

15:00moment

15:01and I

15:02but I

15:02still think

15:03of it

15:03as

15:03temporary

15:03until

15:04the

15:05US

15:05shakes

15:06over

15:06that

15:07there

15:07is

15:07great

15:08divergence

15:09on

15:09number

15:10one

15:10how

15:11are we

15:12going

15:12to

15:13treat

15:13China

15:14like

15:15for

15:16example

15:16the

15:17rest

15:17of

15:17the

15:17West

15:18don't

15:19see

15:19themselves

15:19as

15:20fighting

15:20for

15:21number

15:21one

15:21spot

15:22with

15:22China

15:23so

15:24they

15:24can

15:24deal

15:24with

15:25China

15:25on

15:26a

15:26more

15:26pragmatic

15:27basis

15:27in

15:28other

15:29words

15:29this

15:31is

15:31what

15:31I'm

15:31unhappy

15:32with

15:32Chinese

15:33policies

15:33and

15:34what

15:35can

15:36China

15:37do

15:37in

15:37return

15:38for

15:39us

15:39continuing

15:39to

15:40grant

15:40access

15:40to

15:40China

15:41there

15:41is

15:42no

15:42talk

15:42about

15:42we

15:43want

15:43to

15:43keep

15:43you

15:44from

15:44growing

15:44like

15:45the

15:46United

15:46States

15:46we

15:46want

15:47to

15:47keep

15:48so

15:48that

15:48you

15:49were

15:49not

15:49displaced

15:53Europeans

15:59Middle

15:59East

16:00and

16:02are

16:08losing

16:09Islamic

16:09countries

16:10to

16:12China

16:12and

16:13to

16:14Russia

16:15in

16:17the

16:17future

16:18if

16:18they

16:19embrace

16:20and

16:21support

16:22the

16:22American

16:22line

16:23on

16:23the

16:24Middle

16:24East

16:24and

16:26that

16:26is

16:26certainly

16:26not

16:27to

16:27the

16:27best

16:27interest

16:28of

16:28the

16:29rest

16:29of

16:29the

16:30rest

16:30of

16:30the

16:30West

16:31so

16:32that

16:33is

16:33another

16:34divergence

16:35a

16:36third

16:37divergence

16:37has

16:38to

16:38do

16:39with

16:39all

16:41of

16:41us

16:42know

16:42that

16:43global

16:44trade

16:45is

16:45the

16:45key

16:46to

16:46common

16:47prosperity

16:48and

16:49fighting

16:49climate

16:50change

16:50is

16:52essential

16:52for

16:53common

16:53survival

16:54and

16:55yet

16:56the

16:56US

16:57is not

16:57showing

16:57any

16:58leadership

16:59on

16:59that

16:59so

17:01the

17:01rest

17:02of

17:02the

17:02West

17:03should

17:04therefore

17:04take up

17:04the

17:05burden

17:05of

17:06pushing

17:07forward

17:07the

17:08mission

17:12of

17:13the

17:13United

17:14Nations

17:14which

17:16is

17:16to

17:17promote

17:18economic

17:19development

17:20promote

17:22sustainable

17:23development

17:24on

17:25all

17:25the

17:2517

17:26SDGs

17:27so

17:28that

17:28we

17:29can

17:29maximize

17:29our

17:30prosperity

17:31and

17:32environmental

17:33sustainability

17:34so

17:36this

17:36is

17:36where

17:37one

17:37of

17:38the

17:38big

17:38divergences

17:39let me

17:40sorry

17:41if I

17:42may

17:42jump in
