00:00A court ruling that haltered the Trump administration's tariffs has thrown a key element of the U.S.
00:06trade strategy into a legal limbo. Experts warn that the drawn-out appeals process
00:10will harm the country's business environment. On May 28, the U.S. Trade Court ruled that
00:16the Trump administration's wide-ranging tariffs imposed under the International Emergency
00:22Economic Powers Act are unlawful. The decision came after a number of lawsuits arguing Trump
00:28has overstepped his authority on imposing across-the-bord duties on imports. Although
00:35the U.S. and China have agreed to leave some tariffs for 90 days, but experts say that's
00:40likely too short for the courts to make a final decision. In last week's ruling, a panel of
00:46three judges halted fentanyl-related tariffs on imports from Canada, Mexico and China, as
00:52well as the worldwide retaliatory tariffs announced in April. The complaint lodged by
00:58a group of small businesses argued that the Act does not authorize the U.S. President to
01:04impose across-the-bord tariffs or authorize tariffs at all.
