00:00Noi abbiamo pensato da liberali, cioè da una formazione che è liberale, che crede in
00:05i valori della democrazia liberale, che le democrazie sono forti se si difendono da questi
00:10fenomeni di infiltrazione. Le democrazie sono permeabili da attori internazionali, ma sono
00:15anche permeabili da conflitti di interessi interni violentissimi, forse è il più grande
00:19nemico della democrazia liberale. Ora, questi due strumenti, il secondo strumento, quello
00:25costituzionale è ovviamente uno strumento estremamente duro e tuttavia probabilmente
00:30è meglio una democrazia che codifica come comportarsi in caso di un'emergenza che una democrazia
00:35che si trova ad affrontare l'emergenza con poi magari la Corte Costituzionale che è
00:40chiamata a esprimere un'opinione contestata. Noi non abbiamo nessuna contezza o quantificazione
00:48del tipo di influenza, adesso prendo la più semplice, che la Russia esercita non da
00:54oggi, dal referendum costituzionale, quello del governo Renzi.
00:59Noi abbiamo un dovere di informazione. Uno degli elementi che a me ha fatto riflettere
01:06è stato il report che la Commissione Venezia del Consiglio d'Europa pubblica a gennaio
01:15del 2025, prendendo lo spunto di quello che successe in Romania, ma non per andare a valutare
01:22la legittimità di ciò che aveva avuto oggetto della pronuncia della Corte Costituzionale,
01:27ma per fare un'analisi comparata per dire ma gli altri paesi si sono dotati oppure no di
01:32questi strumenti. Ecco, anche lì mi sarei aspettato un dibattito approfondito su questo tema.
01:38La domanda rispetto all'istituzione dello scopo democratico nasce da questo, ma noi dobbiamo
01:45aspettare che intervenga la Corte Costituzionale o che intervengano i servizi segreti o la politica
01:51si deve assumere la responsabilità anche di fare delle scelte scopre.

03:31What is tested in Tbilisi is exported to other vulnerable democracies across Europe. If we fail to help
03:38protect its democracy, we risk setting a precedent of complacency. If we succeed, we send a clear message that Europe will not tolerate
03:48foreign manipulation and that democracy, though under siege, can and will defend itself.
